About this file

This is a Small Business Subcontracting Plan template for federal contract FA9101-26-R-B011, the Facilities Acquisitions for Restoration and Modernization (FARM) III program.

The template establishes subcontracting requirements and goals for prime contractors on this Air Force contract valued at $10,000,000. Contractors must subcontract a combined total to small businesses and other than small businesses, with a government goal of achieving 30% of total contract value through subcontracting to small businesses regardless of SBA socioeconomic certifications. Additional subcontracting goals include 5% to Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), 3% to HUBZone small businesses, 5% to Small Disadvantaged Businesses (including 8(a) program participants, Alaskan Native Corporations, and Indian Tribes), and 5% to Women-Owned Small Businesses (WOSBs). The plan requires contractors to identify principle types of supplies and services to be subcontracted, describe methods for developing goals and locating potential suppliers, designate a subcontracting plan administrator with specified duties, and commit to compliance efforts including clause inclusion in subcontracts, periodic reporting via the Electronic Subcontracting Reporting System (eSRS), and maintenance of compliance records. Contractors must make good faith efforts to utilize small businesses identified in their bid proposals, pay subcontractors timely per subcontract terms, allow subcontractor communication with the Contracting Officer, and notify the government of any substitutions of non-small business firms for identified small business firms.
