About this file
This is an instruction document and cross-reference matrix template for work sample submissions on the FARM III RFP (FA9101-26-R-B011), an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for the Arnold Engineering Development Complex (AEDC). Offerors must submit no more than 20 work samples in a single PDF (Volume II) with appropriate cover sheets, with each sample tracked using this cross-reference matrix to demonstrate qualification against specific scoring criteria. The matrix requires offerors to document work samples by project completion status as of April 2026, prime or subcontractor designation, and reference documentation including SOWs, PWS, CDRLs, award documents, CPARS data, and statements of fact with specific page numbers and paragraph citations.
The scoring criteria address two primary service categories: Mechanical Systems (M1-M10 subcategories including HVAC, fire protection, plumbing, and communications) and Electrical Systems (E1-E8 subcategories), plus Facility Renovation (FR) elements requiring demonstration of at least five out of seven systems across 20,000 square feet. Work samples performed on Department of Defense installations earn 1-3 points based on contract value ($100K-$11M earns 1 point; >$11M-$31M earns 2 points; >$31M earns 3 points). Additional scoring consideration is given for design-and-construction contracts and submission of CPARS or equivalent performance data. Work samples may be counted multiple times across different subcategories to demonstrate breadth of experience in mechanical systems, electrical systems, facility renovations, and DoD installation project delivery.

| Columns E - AC | |
| 1 | Scoring Criteria: Note, with an "X", each column where the WS is being submitted for that particular criteria (i.e. M1-M10, E1-E8, Facility Renovation (FR) Elements). |
| 2 | Reference: Include the Volume II PDF page number(s) where it shows that criteria is clearly met, along with other pertinent information to help reviewers confirm that the WS meets the given criteria. |
| 3 | Reference Examples: Vol II pg(s) X-XX, SOW, para Y / Pg X; Vol II pg(s) X-XX, SoF; Vol II pg XX, Drawing YY.Y, See details and measurements |
| 4 | Column AD is an automated formula, Offerors must show that they have addressed five out of the seven Facility Renovation Elements for 20,000 square feet of facility space to earn a point for that work, this column will show "N" or "Y" to confirm whether at least five of the Elements have been marked. |
| Column AE | |
| 1 | Scoring Criteria: Please note the Dollar Amount of the contract, the points earned for that dollar amount, and the Subcategories (M1-10, E1-E8, FR) the WS scored on. This section is only applicable to WS where construction services were performed on a Department of Defense (DoD) Installation. |
| 2 | Scoring Criteria Example: $75M, 3pts, M2/M7/FR, Total Points=9pts |
| 3 | Reference: Please include the Volume II PDF page number(s) where it shows the WS contract amount. |
| 4 | Reference Example: Vol II pg X, Contract Award Document |
| 5 | Scoring Criteria values found below. |

- two (2) points for every construction services WS from greater than $11M and up to $31M
- three (3) points for every construction services WS greater than $31M
In order to receive the maximum points, each of the Offeror’s WSs and accompanying support documents shall demonstrate WS values greater than or equal to $31M and construction services performed on a DoD Installation.
Work samples may be counted more than once if a single work sample was applied to multiple construction services subcategories.
| Column AF | |
| 1 | Scoring Criteria: Please note whether this WS was a Design and Construction Contract and the Subcategories this WS scored on. |
