About this file
This is a self-scoring matrix template for offerors responding to the FARM III RFP (FA9101-26-R-B011), an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for the Arnold Engineering Development Complex. The scoring matrix evaluates offeror qualifications across six technical categories with a maximum total score of 60 points before bonuses. Offerors must demonstrate experience in Mechanical Systems (10 subcategories including high-pressure piping, large vessels, pumps, boilers, and chillers up to 300 refrigeration tons), Electrical Systems (8 subcategories including medium and high-voltage switchgear, transformers, circuit breakers, and lightning protection), and Facility Renovations (7 elements across HVAC, fire protection, electrical, exterior, plumbing, communications, and interior finishes). Work samples must be submitted for each subcategory, with a maximum of four points per subcategory and a combined cap of 20 points across the first three categories. Offerors designate work performed by prime contractors versus teaming subcontractors, with subcontractor work samples capped at the prime's total.
The matrix includes additional scoring for Project Management and Development (up to 60 points for DoD installation construction services value) and Design (up to 20 points for single-contract design and construction services). Offerors may submit up to five CPARS/CPARS Equivalent project performance evaluations as bonus scoring, with potential double bonus multipliers if at least one CPAR submission is provided for each of the first three technical categories. All scoring is self-assessed by offerors in designated yellow cells, with calculated weighted scores applied based on multiplication factors and weight factors. The template is designed for use with the broader FARM III RFP evaluation, which addresses design-build and construction services for mechanical, electrical, instrumentation, data, control systems, and utilities supporting military testing facilities.

Instructions
Instructions
1. Only input data into the yellow cells of the Self Score Sheet tab.
2. Please insert Offeror's name on Row 4.
3. Offeror shall fill in Column D "Offeror Self-Score Points: Work performed by Prime" and Column E "Offeror Self-Score Points: Work performed by Teaming Subcontractor" for the first 5 Categories, 3.2.2.1-3.2.2.5.
4. Sum of Work Samples submitted for each Subcategory cannot break the max allowable points (Column F must be less than or equal to Column C for each subcategory).
5. An Offeror may account for a sum of 20 points across the first three Categories: 3.2.2.1 Mechanical Systems, 3.2.2.2 Electrical Systems, and 3.2.2.3 Facility Renovations. Please note that points are referencing the value placed by the Offeror in columns D&E, not the score calculated from those entries.
6. The total number of Work Samples submitted on behalf of a Teaming Subcontractor must be less than or equal to the number of Work Samples submitted for work performed by the Prime (Cell E31 must be less than or equal to Cell D31).
7. All Offerors are to fill in the Project Management, Development, and Design Category (3.2.2.4 and 3.2.2.5) based off the projects/work samples submitted for sections 3.2.2.1-3.2.2.3.
8. All Offerors are encouraged to fill out the CPARS/CPARS Equivalent Data Submission Category (3.2.2.6), columns A-I, based off the projects/work samples submitted from Categories 3.2.2.1-3.2.2.3.
9. Offerors are allotted a maximum of five CPARS/CPARS Equivalent submissions (3.2.2.6). It is up to the Offeror to determine best score feasible with the available five submissions. Note that the number of subcontractor CPAR submissions must be less than or equal to the number of CPARs submitted for the Prime.
10. Points allotted from CPARS/CPARS Equivalent data are considered a bonus score; each entry will produce a calculated percentage bonus based off of the specific Subcategory it is associated with and the Offeror's ratings.
11. If an Offeror is able to submit at least one CPARS/CPARS Equivalent response for each of the first three Categories (3.2.2.1 Mechanical Systems, 3.2.2.2 Electrical Systems, 3.2.2.3 Facility Renovations), then the Offeror will receive a double bonus, doubling the points received for all CPAR submissions.
