About this file

This is a Questions and Answers document for FARM III (FA9101-26-R-B011), Amendment 2, addressing clarifications on the RFP requirements and evaluation criteria.

The document provides 19 responses to offeror inquiries regarding proposal submission requirements, evaluation scoring, and technical specifications. Key clarifications include: (1) offerors may submit the same CPAR data for multiple subcategories if the contract/task order applies to multiple subcategories; (2) the proposal submission deadline of June 2, 2026, will not be extended, with the government noting that the Draft HTRO Scoring Matrix was released in December 2025 and the draft RFP in February 2026, allowing adequate preparation time; (3) Attachment L-7 (Small Business Participation Proposal) is required for Volume III submissions; (4) a Statement of Facts may be used as an alternative burden of proof in lieu of other contract documentation; (5) headers and footers are permitted within the defined margins; (6) diversity across all three construction categories (Mechanical, Electrical, and Facility Renovation) provides opportunity for bonus points in the HTRO evaluation; (7) the proposal validity period is 120 days; and (8) Controlled Unclassified Information (CUI) may be transmitted through PIEE. Amendment 2 also includes updated attachments: L-4 (HTRO Scoring Matrix) clarifying Subcategory E6 as 500kV BIL, L-5 (Past Performance Rating Form) correcting form errors, and SF1442 specifying the liquidated damages amount as $240. The government declined to extend the deadline or provide a list of potential FARM III projects due to sensitivity concerns regarding AEDC's future restoration and modernization plans.

RFP Questions and Answers_Amendment 2

Q# Question Response

1 On Attachment L-4, Highest Technically Rated Offeror

(HTRO) Scoring Matrix, Section 3.2.2.6 – Contractor

Performance Assessment Report (CPAR)/CPAR

Equivalent Data Submission, please clarify that we can submit scoring for the multiple ‘categories’ with reference to the same Project. For instance, scoring can be provided for Project 1 that meets requirements for category M3;

Project 1 that meets requirements for category M6; and

Project 1 that meets requirements for category E1.

Per Attachment 6, Section L-3.2.2.6, "The Offeror can submit the same CPAR data for more than one subcategory if the paired contract/[task order] TO was submitted for multiple subcategories."

2 We respectfully request an extension of three weeks to the proposal submission deadline.

In an effort to give potential FARM III Offerors ample time to determine proposal strategy, the Government shared an initial version of the Draft HTRO Scoring Matrix and Instructions on 4 December

2025 with the release of Request for Information (RFI) #2. The draft

Request for Proposal (RFP) was released on 19 February 2026, two months before the final RFP was released on 24 April 2026. Overall, there were very few substantive changes to the evaluation criteria in the HTRO Scoring Matrix since the release of the initial version in

December 2025. Also, RFP Amendments 1 and 2 were limited to administrative changes only. Therefore, the Government does not intend to extend the current proposal due date of 2 June 2026.

4 Per Attachment 6, Section L, Table L-2.3.1.1-1 Proposal

Organization, under Volume III, L-3.3 Small Business

Participation, Section L-3.3.1 Small Business Participation

Proposal has a corresponding attachment, Attachment L-7.

However, we are not directed to use the provided form.

Please confirm that the Offeror is required to use the provided Attachment L-7 to respond to Volume III.

Attachment 6, Section L-3.3.1 (page 18) states that "The Offeror shall provide a fully completed Attachment L-7, Small Business

Participation Proposal, to submit with their Volume III."

5 Attachment 6, Section L-3.2.1 references a "finalized signature page." Please confirm if this is referring to either

Attachment L-2a or L-2b, or if it is referring to the finalized signed contract of that specific Work Sample's documentation.

Attachment 6, Section L-3.2.1 reference to a "finalized signature page" is referring to the signed contract specific to the work sample submitted.

6 Attachment 6, Section L-3.2.1 stipulates that Offerors

"may elect to provide a Statement of Facts, which may include statements that validate the criteria in Paragraphs

L-3.2.2.1 – L-3.2.2.6." Please confirm "Statement of

Facts" is an option to provide as a burden of proof as a substitute for providing the "work samples documentation"

(e.g., requirements document, signed contract documents, etc.) that are outlined in the paragraph above.

The "Statement of Facts" as referenced in Attachment 6, Section L-

3.2.1, can be used as option to provided as a burden of proof in lieu of other existing contract documentation.

7 Reference Attachment 6, Section L-2.3.1.3: Please confirm headers and footers are allowed inside the allotted margins (e.g., between 1" set margin to top of page).

Headers and footers are permitted within the allotted margins as defined in Attachment 6, Section L-2.3.1.3.

8 Within the Self Score Sheet Tab of Attachment L-4, HTRO Scoring Matrix, please confirm if diversity across all Categories (Mechanical, Electrical and Facility

Renovation) has a bearing on award selection.

As defined in Attachment 7, Section M-1.1, "The Government will select the best overall offers that, based upon the results of an integrated assessment of the proposals, offer the Government a combination of the Highest Technically Rated Offeror (HTRO) Work

Sample Evaluation ratings and acceptable Small Business

Participation." Demonstrating diversity across all construction categories (Mechanical, Electrical and Facility Renovation) provides the opportunity for additional points ("CPARS For All Categories"

Bonus points) to the extent permitted by and as defined in Cell B42 of Attachment L-4, HTRO Scoring Matrix.

9 Reference Attachment L-4, HTRO Scoring Matrix: For

Category 3.2.2.2, Electrical Systems, Subcategory E6, it states "Oil or gas circuit breakers (≥ 1000 amp and ≥

500kV)." Please confirm this should this be 500kV basic insulation level (BIL).

RFP Amendment 2 includes an updated Attachment L-4, HTRO

Scoring Matrix_Amend 2, dated 18 May 2026 to clarify that

Subcategory E6 is 500kV BIL.

10 In Attachment 1, Statement of Work (SOW) 1.2 includes

12 components for the Electrical Category, while

Attachment L-4, HTRO Scoring Matrix has 8 components.

Please confirm if those lists are intentionally different.

The element weights and categories for the HTRO Scoring Matrix were developed based off of the major capabilities listed in

Attachment 1, SOW pages 2-3. The Government deliberately specified descriptors for each subcategory that would represent more challenging efforts and that could be objectively quantified.

11 Attachment 6, Section L-3.2.1.2 states, "For all work samples, the primary scope of work shall be for construction services in a primary construction area (as defined in the FARM III SOW)." After reviewing

Attachment 1, SOW, "construction area" is not clearly defined. Please confirm "construction area" is defined as

AEDC's plant and infrastructure stated in 1.1 Background and Objectives.

The reference to "primary construction area" in Attachment 6, Section L-3.2.1.2 is referring to the overall nature of FARM III work described throughout Attachment 1, SOW.

12 Reference SF1442, page 15: Per FAR 52.211-12

Liquidated Damages-Construction, there are currently two amounts listed, "$240 and $191.24." Please provide the appropriate amount.

RFP Amendment 2 includes an updated SF1442_Amend 2, dated 18

May 2026 to specify $240.

13 Attachment L-5, Past Performance Rating Form, does not allow for different ratings/comments to be given for each subcategory. The initial rating/comment is carried over to all the subcategory. Can the Gov provide an updated and corrected form? This issue is causing a delay in our ability to obtain past performance information from some of our work sample clients.

RFP Amendment 2 includes an updated Attachment L-5_Amend 2, dated 18 May 2026 to correct errors on the original form.

14 Can the Government confirm that Controlled Unclassified

Information (CUI) is acceptable to be transmitted through the Procurement Integrated Enterprise Environment (PIEE) module? Some of our work sample documentation may contain CUI.

CUI can be transmitted through PIEE.

15 Attachment 6, Section L-2.2 states that proposals should be valid for 180 days, SF1442 notes 120 days. Can the government confirm the correct time period?

RFP Amendment 1 was issued on 13 May 2026, which included an updated Attachment 6, Section L_Amend 1. Section L-2.2 was revised to specify a 120-day proposal validity date.

16 For work performed under a Cost-Plus-Award-Fee (CPAF) contract (O&M-type contract), may the CPAR score for the overall contract be submitted for a specific work request used as a work sample? This question applies to contracts that are not IDIQ or task-order-specific awards.

Attachment 6, Section L-3.2.2.6 states that CPARs or Past

Performance can only be submitted for a single work sample. Each work sample must be submitted with an accompanying Attachment

L-2a, Work Sample Cover Sheet - Prime Contract Effort, or

Attachment 2b, Work Sample Cover Sheet - Subcontract Effort. If the "Contract Number" and/or "Order Number" fields from the

Attachment L-2a or L-2b have CPARS data available, the Offeror should submit that CPARS data.

17 What agreements between the existing contractors (TOS and TMAS) does the Government expect to occur and will these agreements be solely between the Offeror and the

TOS/TMAS contractor or will the Government oversee these agreements?

The SF1442 Section H outlines the requirements for Associate

Contractor Agreements to be established between FARM III contractors and AEDC operating and support contractors. While the

Government does not oversee these agreements, Section H describes the Contracting Officer's role in the process.

18 Please provide a list of potential projects targeted for

FARM III, anticipated volume range for each, general scope of each, and their locations.

Due to information sensitivity concerns related to posting public information regarding AEDC's future plans for restoration and modernization efforts, the Government will not post a list of potential

FARM III projects. Offerors are encouraged to review the FARM III

Industry Day slides posted on sam.gov:

19 We request the bid date be extended by 2 weeks from current due date of June 2, 2026, to June 16, 2026, to digest Amendment 1 and develop Teaming Subcontractor input to be entered into Attachment L-4 HTRO Scoring

Matrix.

In an effort to give potential FARM III Offerors ample time to determine proposal strategy, the Government shared an initial version of the Draft HTRO Scoring Matrix and Instructions on 4 December

2025 with the release of RFI #2. The draft RFP was released on 19

February 2026, three months before the final RFP was released on 24

April 2026. Overall, there were very few substantive changes to the evaluation criteria in the HTRO Scoring Matrix since the release of the initial version in December 2025. Also, RFP Amendments 1 and

2 were limited to administrative changes only. Therefore, the

Government does not intend to extend the current proposal due date of 2 June 2026.
