About this file

This document is the Instructions to Offerors (ITO) for federal solicitation FA9101-26-R-B011, a multiple award construction Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for Facilities Acquisitions for Restoration and Modernization (FARM) III issued by the Department of the Air Force. The Government intends to award a target of eight firm-fixed-price (FFP) contracts with a three-year base period of performance, one three-year option, and one two-year option. Proposals are due by 11:00 am Central Daylight Time on May 26, 2026, and must be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE) Solicitation module. The PCO is Mr. Robert Mosley (robert.mosley.3@us.af.mil).

Offerors must submit three separate proposal volumes: Volume I (Contract Documentation) containing company information, responsibility determination, representations and certifications, OCI mitigation plan, and Small Business Subcontracting Plan; Volume II (Work Sample Evaluation Documentation) containing up to 20 work samples demonstrating construction experience, a self-scoring matrix, cross-reference matrix, and teaming agreements; and Volume III (Small Business Participation) addressing equitable opportunities for small businesses, subcontracting goal development, and outreach methods. Evaluation focuses on two factors: Work Sample Evaluation and Small Business Participation. Offerors must comply with all solicitation requirements including bonding (minimum $50M per project, $100M aggregate), demonstrate technical expertise in construction services (mechanical systems, electrical systems, facility renovations), and provide work samples from projects completed within the last five years or at least 75% complete. All Offerors must submit a Small Business Subcontracting Plan with goals aligned to DoD targets: 30% Small Business, 3% HUBZone, 5% SDVOSB, 5% SDB, and 5% WOSB. Section L

Instructions to Offerors (ITO)

Facilities Acquisitions for Restoration and Modernization (FARM) III

24 April 2026

FARM III

SECTION L

INSTRUCTIONS TO OFFERORS (ITO)

L-1.0 GENERAL ITO

L-1.1 The proposal instructions in this section are designed to assist Offerors in preparing a complete response that reflects a full understanding of the approach proposed to accomplish all contractual requirements. Attachment 7, Section M details how proposals will be evaluated.

Offerors are expected to comply with all requirements of the Request for Proposal (RFP).

L-1.2 Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors to be eligible for award. By submission of its offer, the Offeror consents and agrees to all solicitation requirements and identified constraints. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. Non-conformance with the instructions provided may result in an unfavorable proposal evaluation, or rejection of an Offeror’s proposal, rendering it ineligible for award.

L-1.3 The Procuring Contracting Officer (PCO), Mr. Robert Mosley, is the sole point of contact (POC) for this acquisition. Address any questions or concerns to the PCO at robert.mosley.3@us.af.mil.

L-1.4 Organizational Conflict of Interest (OCI)

This acquisition may create actual or potential conflicts of interest for Offerors, teaming partners, and/or prospective subcontractors. In assessing and addressing conflicts of interest, the Government will follow the guidance in the Federal Acquisition Regulation (FAR) Subpart 9.5.

Offerors are responsible for ensuring that both it and its proposed subcontractors are not restricted from participating in the Facilities Acquisitions for Restoration and Modernization (FARM) III due to an OCI.

An Offeror’s failure to provide adequate information to avoid or mitigate an OCI may cause its proposal to be rejected and relieves the Government of any further responsibility to resolve OCI issues. See FAR 9.504(e). Notices to Offerors of OCI and their responses thereto are not discussion or exchanges as those terms are used in FAR 15.306.

The Offeror must submit a Mitigation Plan that addresses all conflicts in adequate detail for the PCO to determine whether an OCI exists or has been mitigated. If an Offeror determines that an actual or potential OCI does not exist, it shall include a statement to that effect as part of its plan.

The OCI Mitigation Plan shall specifically address the OCI disclosures required in this section and explain how the Offeror is in full compliance with the FARM III OCI provisions (see Department of the Air Force FAR Supplement (DAFFARS) 5352.209-9000, Organizational Conflict of Interest (Jul 2023) - Alternate IV (Jul 2023)). As part of its Mitigation Plan, the Offeror must identify which contracts or subcontracts it will continue to support and those it intends to terminate or allow to lapse to eliminate any conflicts. The plan shall also address other OCI resolution and mitigation measures to include the divestment of business units. The OCI Mitigation Plan will be reviewed in conjunction with the PCO’s Responsibility Determination prior to award. The OCI Mitigation Plan shall be included in Volume I, Contract Documentation.

L-2.0 SOURCE SELECTION METHODOLOGY

L-2.1 Competitive, Best Value Source Selection

The Government intends to award a Multiple Award Construction Indefinite-Delivery/Indefinite- Quantity (IDIQ) contract with a target of eight contracts. The basic contracts will consist of firm-fixed-price (FFP) Contract Line Item Numbers (CLINs). The basic contracts will have a three-year base period of performance, one three-year option, and one two-year option.

L-2.1.1 Discrepancies

If an Offeror believes that the requirements in these instructions contains errors, omissions, ambiguities, or are otherwise unsound, the Offeror shall immediately notify the PCO in writing with supporting rationale (no later than five business days after release this solicitation), as well as the remedies the Offeror is asking the PCO to consider as related to the omission or error.

L-2.1.2 Discussions

The Government may award without discussions but reserves the right to enter into discussions.

If the Government contemplates award without discussions, the Offerors may be given the opportunity in accordance with (IAW) FAR 15.202 to clarify certain aspects of its proposal (e.g., Offeror’s Small Business Subcontracting Plan) or to resolve clerical errors.

L-2.1.3 Debriefings

The PCO will promptly notify Offerors of any decision to exclude them from the source selection, whereupon the Offeror may request and receive a debriefing IAW FAR 15.505 or 15.506, as applicable. Offerors are entitled to no more than one debriefing for each proposal.

L-2.1.4 Evaluation Notices (ENs)

The Government may need to conduct written exchanges with Offerors which will be in the form of an EN. Page format and limitations will be placed on responses to ENs in the event they are issued. The specified page limits for EN responses will be identified in the letters forwarding the ENs to the Offerors.

L-2.1.5 RFP Revisions / Amendments

The Government reserves the right to revise or amend any portion of this solicitation. Such revisions or amendments will be available on the System for Award Management (SAM) website at www.SAM.gov using Standard Form (SF) 1442. If such amendments require material changes, the proposal due date may be extended at the discretion of the PCO and by enough days to enable an Offeror to revise its proposal. In such cases, the amendment will include an announcement of the new proposal due date and time. The Offeror shall provide acknowledgement of all solicitation amendments issued by the Government by completing the relevant sections of the SF1442.

L-2.1.6 Electronic Reference Documents

All referenced documents for this solicitation are available on www.SAM.gov. Potential Offerors are encouraged to subscribe for real-time email notifications when information has been posted to the website for this solicitation.

Reference ID number: FA910126RB011

IAW FAR 4.309, the Government will retain one copy of all proposals.

L-2.1.7 Communications and Exchanges

Exchanges of source selection information between Government and Offerors will be controlled by the PCO. Email may be used to transmit such information to Offerors only if the email can be sent and received encrypted and includes “Controlled Unclassified Information and Source Selection Information – See FAR 2.101 and 3.104” in the Subject line. Otherwise, source selection information will be transmitted via other means as appropriate. Questions pertaining to the proposal shall be submitted no later than the date and time identified in block 13a. of the solicitation (SF1442). The Government may use the Department of Defense (DoD) Safe Access File Exchange (SAFE), https://safe.apps.mil/, to transmit / receive source selection information.

NOTE: Proposal submissions shall follow the instructions provided in L-2.4.

L-2.2 Proposal Content

To assure timely and equitable evaluation of proposals, Offerors must follow the instructions contained herein. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation by the Government and for substantiating the validity of stated claims.

Offerors shall assume that the Government has no prior knowledge of its facilities and experience and will base its evaluation on the information presented in the Offeror's proposal.

The Offeror’s proposal shall demonstrate that the Offeror possesses the technical expertise and experience to perform the Statement of Work (SOW) requirements.

The Offeror’s proposal shall include all of the information requested and shall comply fully with these Section L instructions. Failure to do so may cause the Offeror’s proposal to be eliminated from consideration for award. Offerors are reminded to properly mark proposal documents which contain proprietary or restricted information.

NOTE: IF THE PROPOSAL IS NOT RECEIVED BY THE DUE DATE / TIME SPECIFIED,

THE OFFEROR’S PROPOSAL IS CONSIDERED LATE IAW FAR 52.215-1(c)(3)(ii).

The proposal acceptance period is specified in Block 14, 15, 16, 20a and 20c of the solicitation.

By signing in Block 20b of the SF1442, the Offeror acknowledges that the proposal is valid for a period of not less than 180 days from the proposal due date. The Offeror shall make a clear statement in its Offeror Company Information form (see L-3.1.1) that the proposal is valid until the applicable date as referenced above and in the solicitation.

L-2.3 Proposal Organization

Each Offeror shall submit its proposal IAW instructions identified in L-2.4, Submission Format.

Apply all appropriate markings, including those prescribed IAW FAR 52.215-1(e), Restriction on Disclosure and Use of Data, and FAR 3.104-4, Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information. Proposal submissions via email will not be accepted. The Government will retain an electronic copy of all unsuccessful proposals.

The Offeror’s electronic copies shall be submitted in an un-compressed format readable and searchable by Microsoft (MS) Office 2016 (or later). Use separate files to permit rapid location of all portions, exhibits, annexes, and attachments, if any.

L-2.3.1 Organization / Page Limits

If discussions are determined necessary, the Government will release ENs and page limits will be placed on responses.

L-2.3.1.3 Page Size and Format

(a) A page is defined as each face of a sheet of paper containing information. Page size shall be 8.5 x 11 inches, not including displays as defined in paragraph (b) below. These displays shall be uncomplicated, legible, shall not exceed 11 x 17 inches in size, and may only be used for large tables, charts, drawings, graphs, diagrams, schematics, and figures, not for pages of text. For these displays, the text shall be no smaller than 10-point Times New Roman font. Elaborate brochures or documentation, detailed artwork, or other embellishments are unnecessary and are not desired.

L-2.3.1.4 Cross-Referencing. To the greatest extent possible, each volume shall be written on a stand-alone basis so that its contents may be evaluated with a minimum of cross-referencing to other volumes of the proposal. Information required for proposal evaluation which is not found in its designated volume or has not been properly cross-referenced will be assumed to have been omitted from the proposal.

L-2.3.1.5 Table of Contents. Volumes I and II shall contain a more detailed table of contents to delineate the subsections within that volume. Tables of content do not count against the page limitations for their respective volumes.

L-2.3.1.6 Glossary of Abbreviations and Acronyms. Volumes I - III shall contain a glossary of all abbreviations and acronyms used, and with an explanation for each. Glossaries do not count against the page limitations for their respective volumes.

L-2.4 Submission Format

Offerors are responsible for submitting proposals, and any modifications or revisions, so as to reach the FARM III PCO by 11:00 am Central Daylight Time on 26 May 2026. The Offeror shall submit each volume in electronic format via the Procurement Integrated Enterprise Environment (PIEE) Solicitation module, IAW the module instructions no later than the time and date identified in Block 13a. of the SF1442. Additional instructions regarding the use of the PIEE Solicitation module follow this paragraph. The proposal shall be submitted in a format readable by MS Office Word, MS Office Excel, or Adobe PDF. Offerors shall clearly identify each volume. Document file names shall follow this naming convention: “FARM III FA910126RB011 (Offeror Name) Volume # Title.”

In the PIEE Solicitation module, the Offeror must establish a “Proposal Manager account” in sufficient time to access documents and submit offers. For instructions on how to post an offer, please refer to the Posting Offer demo: https://pieetraining.eb.mil/wbt/sol/Posting_Offer.pdf.

Offerors will utilize PIEE and will not rely on any other electronic transmission (including transmission by electronic e-mail). Proposals sent through proprietary or third-party File Transfer Protocol (FTP) sites or DoD SAFE will not be retrieved. No hard copies of proposals will be accepted (hand delivered or traditional mail).

In the PIEE Solicitation module, Offerors are strongly encouraged to plan accordingly, submit proposals well in advance of the designated submission deadline, and ensure affirmative receipt of proposals. After successfully submitting the offer, a “success” message of the submission will be displayed in the Solicitation module and the offer display will collapse. The “message of submission”, a red lined box, will be your confirmation and should state: “The offer was submitted on <date> <time/local time zone> (<date> <time/UTC>) by Proposal Manager.

Please print this page and maintain for your records.” It is the Offeror’s responsibility to retain a copy of this confirmation. The Solicitation module automatically tracks the date and time of all submissions. All proposals received after the exact time specified for receipt shall be treated as late submissions and will not be accepted by the Government, subject to the provisions of FAR 15.107.

All referenced documents for this solicitation can be found on the PIEE Solicitation module at https://piee.eb.mil/. All Offerors can view solicitations in the Solicitation module by selecting “SOLICITATION SEARCH” in the Award section or “Solicitation Search” under the SUPPORT section at the bottom of the page. Search for FA910126RB011 postings. The SAM.gov website will reference back to this module.

The Solicitation module is a vendor portal for solicitation within the PIEE platform to automate and secure the process for capturing solicitations, attachments, and responses from industry. The Solicitation module allows Offerors to retrieve and respond to solicitations and communicate directly with Solicitation Managers in a secure environment. Offerors must register in PIEE and submit a request for the Proposal Manager role. Training resources are provided below (there are additional resources available online as well).

Vendor Registration:

https://pieetraining.eb.mil/wbt/xhtml/wbt/portal/overview/vendorRegister.xhtml

PIEE Solicitation Web Based Training:

https://pieetraining.eb.mil/wbt/xhtml/wbt/sol/solicitation/proposals.xhtml

It is the Offeror’s responsibility to be fully knowledgeable and capable regarding PIEE. Offerors must not rely on the Government to assist Offerors in understanding how to use PIEE or transmit proposals within PIEE. Offerors must familiarize themselves, far in advance of the proposal submission deadline, with the system: both for retrieving information and to enable them to submit their offers in a timely manner. Offerors are responsible for ensuring electronic copies are virus-free and shall run an anti-virus scan before submission. It is the Offeror’s responsibility to plan far ahead of the proposal submission deadline, anticipating potential PIEE connectivity delays.

Proposals shall be submitted IAW the instructions herein.

Offerors are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete proposal. Failure to furnish a complete proposal at the time of proposal submission may result in an unacceptable proposal that the Government eliminates from consideration for award. The Government will not accept any changes to an Offerors’ proposal(s) after the closing date of this solicitation (see FAR 15.107 for further information regarding late proposals). Any proposal information submitted after the time frame listed will be considered late and will not be accepted (see FAR 52.215-1(c)(3)(ii)).

Please provide any feedback on the use of PIEE to the PCO 14 days prior to proposal submission.

Describe why the requirement can / will not be met

L-3.1.6 OCI Plan

The Offeror shall provide a written OCI mitigation plan, which outlines the Offeror’s approach for detecting, avoiding, and mitigating OCI issues and risks IAW DAFFARS 5352.209-9000, Organizational Conflict of Interest (Jul 2023) - Alternate IV (Jul 2023) and FAR 9.5. The plan shall address all actual, potential, or perceived OCIs for the Offeror, including those resulting from teaming arrangements. Any changes or updates to the OCI mitigation plan occurring after proposal submission shall be provided as such changes occur, but no later than contract award.

The OCI mitigation plan will be made a part of the resultant contract.

An Offeror’s failure to provide an acceptable OCI mitigation plan will cause the Offeror to be determined non-responsible and relieves the Government of any further obligation to resolve OCI issues. See FAR 9.504(e). Notices to Offerors of OCI issues and their responses thereto are not negotiations or discussions as those terms are used in FAR 15.306(d).

L-3.1.7 Small Business Subcontracting Plan

The Small Business Subcontracting Plan is a requirement for award for Other than Small Business (OTSB) and shall be incorporated into any resultant contract. Successful OTSB Offerors are to complete annual reporting through the Electronic Subcontracting Reporting System (eSRS) of the requirements contained in this Section L.

L-3.2 Volume II – Work Sample Evaluation Documentation

L-3.2.1 Work Samples

Offerors proposing shall submit a maximum of 20 work samples (contracts/task orders [TOs]) which demonstrate their work history in the required construction services outlined in the SOW, the criteria in Paragraphs L-3.2.2.1 – L-3.2.2.6, and which comply with the work sample qualifications established in Paragraph L-3.2.1.2. A work sample can be used to validate more than one of the construction services subcategories (e.g., M1-M10) within Attachment L-4, HTRO Scoring Matrix but the maximum points that can be allotted across the construction service categories (Mechanical Systems, Electrical Systems, and Facility Renovations:

Paragraphs L-3.2.2.1 – L-3.2.2.3 specified below) is also 20, reflected in cell F31. For the purposes of developing a score for Paragraphs L-3.2.2.4 and L-3.2.2.5, Offerors shall determine score based on utilizing the work samples submitted for construction service subcategories (e.g., M1-M10). For these sections, a single work sample may be used for multiple construction categories and subcategories; each use of the work sample counts toward the allotted 20. A single work sample cannot be used for multiple points within the same construction subcategory (e.g., M1-M10). If an effort was worked by both the Prime and the Prime’s proposed teaming subcontractor, only one work sample may be submitted for that effort. If a contract/TO is used for a work sample, the finalized signature page shall be included. This shall be included within Volume II, Work Sample Documentation and will count toward the 200-page count limit as defined in Table L-2.3.1.1-1. Volume II shall be provided as a single PDF document. The contract/TO does not need to be provided in its entirety to be part of the work sample. Only the signature page and pages including validating information for the work sample shall be provided.

Any additional work samples submitted beyond the allotted 20 will not be considered or evaluated.

When referring to work samples, the terms “contract” and “TO” are interchangeable. Contracts acting as a basic vehicle for multiple orders or contracts such as IDIQ contracts, are not acceptable proof of work history, and shall not be provided as a work sample; only specific contracts/TOs performed by the Offeror.

The work samples shall consist of only official contract documentation which may include Performance Work Statements (PWS), SOWs, Contract Data Requirement Lists (CDRLs), etc.

Work samples shall include sufficient information to substantiate each claim in the subcategories/elements below. When contracts are used for work samples, the Offeror shall include the signed cover page associated with the contract and only the pages necessary to validate the work sample. When a multi-page document is used for work samples, only provide the relevant information necessary to validate the work sample. If a work sample substantiates multiple construction program areas, each construction program area must be identified within the work sample.

As part of the work sample, the Offeror may elect to provide a Statement of Facts, which may include statements that validate the criteria in Paragraphs L-3.2.2.1 – L-3.2.2.6. The Statement of Facts must be verified by the contracting office or the project management office of a submitted work sample, which can be used to validate the Offeror’s self-scores. In order to be verified, the Statement of Facts must be signed by the Contracting Officer of that work sample or another individual from that contracting office, contracting officer’s representative, or by the project management office who can validate the information.

Offerors shall give each work sample an identifier (i.e., WS1-WS20). All pages within the work samples shall include the work sample identifier. Work samples shall be provided in their original format. Font, text size, and margin requirements established in Section L do not apply to work sample submissions. Work samples shall be in English. Exceptions to documents being provided in original format is translations of any documentations not originally in English.

L-3.2.1.1 Work Sample Cover Sheet. A Work Sample Cover Sheet (Attachment L-2a or L- 2b) shall be completed for each work sample submitted. Offerors that performed as the prime contractor (either on an individual basis or as part of a joint venture [JV]) on the work sample shall use Attachment L-2a; Offerors that performed as a subcontractor on the work sample shall use Attachment L-2b. Offerors shall follow the instructions provided within Attachment L-2a or L-2b. Each work sample shall provide at least two Government POCs for work samples performed on DoD Installations or two customer POCs for work performed at non-DoD locations. The Government may contact the POCs provided. The Government reserves the right to contact additional POCs to validate the information provided by the Work Sample Cover Sheet, if necessary.

L-3.2.1.2 Work Sample Qualifications. Prime Offeror work samples shall be used.

Subcontractor work samples who have formal teaming agreements may be used, provided that

(1) they are identified as a teaming partner who will be performing work in one of the construction categories defined in Section L-3.2.2.1 – L.3.2.2.3, and (2) the proposal includes a fully completed Attachment L-6, Teaming Agreement, as required in Section L-3.2.4. The Government will not consider experience of subordinate or affiliated offices unless the Offeror’s subordinate or affiliated office is covered by a signed Attachment L-6. For work samples to be considered, the Offeror (to include any proposed subcontractors) shall have acted as the Prime Contractor, as a member of a JV, or as a subcontractor. For work samples submitted where the Offeror performed work as a subcontractor, the work sample must clearly identify that the Offeror was responsible for the work described in the Attachment L-4, HTRO Scoring Matrix criteria. If a company submits an offer as a JV, work history of all JV partners will be considered.

Work samples shall be for construction projects, completed within the last five years or projects underway with construction documented to be at least 75% complete, as of the solicitation release date. Offerors shall provide approved progress reports, final billing statements, or most recent approved invoice to demonstrate compliance. For all work samples, the primary scope of work shall be for construction services in a primary construction area (as defined in the FARM

III SOW).

For purposes of this solicitation, a DoD installation is defined as: “A facility subject to the custody, jurisdiction, or administration of any DoD component at which DoD personnel are assigned and operate from, and the project in question is intended for DoD personnel occupancy/operation, for which DoD Unified Facilities Criteria (UFC) are required to be followed except where foreign agreements supersede. This term includes, but is not limited to:

military reservations, installations, bases, posts, camps, stations, arsenals, vessels/ships, or laboratories where a DoD component has operational responsibility for facility security and defense.” All locations not meeting the definition of a DoD installation are considered non-DoD work locations.

L-3.2.2 Self-Scoring Matrix

The Offeror shall complete Attachment L-4, HTRO Scoring Matrix. Self-scores shall be verifiable using the work samples provided in response to Paragraph L-3.2.1.

The Offeror shall fill in the Column D “Offeror Self-Score Points: Work performed by the Prime” and Column E “Offeror Self-Score Points: Work performed by Teaming Subcontractor” on the Self-Scoring Matrix specifically for the rows associated with Paragraphs L-3.2.2.1 – L-

3.2.2.5 of this document. The calculated value in the Column F “Offeror Proposed Self-Score Points” shall not exceed the “Maximum Self Score Points” identified in Column C for each subcategory/element in Column B. Additionally, total sum of teaming subcontractor points (cell E31) cannot be greater than total sum of the Prime's points (cell D31) (i.e., up to 10 points can be proposed for subcontractor work samples, assuming the Prime Contractor can propose 10 points as well). For the Contractor Performance Assessment Reporting System (CPARS)/CPARS Equivalent Data Section of the Scoring Matrix, the Offeror will fill in Columns A-I of this section IAW Paragraph L-3.2.2.6. Unless stated otherwise, the Offeror shall not change, adjust, or manipulate any other cells within the matrix. Each Offeror shall accurately rate itself using the scoring instructions for each subcategory, described in Paragraphs L-3.2.2.1 – L-3.2.2.6.

The burden of proof to substantiate the Offeror’s self-score rests with the Offeror. The proposal shall include evidence supporting each proposed self-score.

L-3.2.2.1 Mechanical Systems Category

DEFINITION: The Offeror shall rate itself based on the total number of projects where the Offeror performed construction services on the Mechanical System subcategories described on Attachment L-4, HTRO Scoring Matrix (rows M1-M10). To qualify, it must be clear that the Offeror performed all necessary services to include all labor, materials, equipment, transportation, supervision, and quality control to repair, repair by replacement, or install the following Mechanical System Components.

SCORING: Maximum points allowed: 4 points per subcategory with a total of 20 points across the Mechanical System subcategories, Electrical System subcategories, and Facility Renovations.

Work performed at DoD Installations and work performed at non-DoD work locations may be counted.

L-3.2.2.2 Electrical Systems Category

DEFINITION: The Offeror shall rate itself based on the total number of projects where the Offeror performed construction services on the Electrical System subcategories described on Attachment L-4, HTRO Scoring Matrix (rows E1-E8). To qualify, it must be clear that the Offeror performed all necessary services to include all labor, materials, equipment, transportation, supervision, and quality control to repair, repair by replacement, or install the following Electrical System Components.

SCORING: Maximum points allowed: 4 points per subcategory with a total of 20 points across the Mechanical System subcategories, Electrical System subcategories, and Facility Renovations.

Work performed at DoD Installations and work performed at non-DoD work locations may be counted.

L-3.2.2.3 Facility Renovations Category

DEFINITION: The Offeror shall rate itself based on the total number of work samples where the Offeror performed construction services on at least five of the seven Facility Renovation elements described below as well as on Attachment L-4, HTRO Scoring Matrix (section L- 3.2.2.3). To qualify, it must be clear that the Offeror performed all necessary services to include all labor, materials, equipment, transportation, supervision, and quality control to repair, repair by replacement, or install at least 5 of the 7 Facility Renovation elements for construction services involving at least 20,000 square feet of facility space. This could mean performing construction services to 100% of a 20,000 square foot facility, 50% of a 40,000 square foot facility, etc.

SCORING: Maximum points allowed: 5 points for this category with a total of 20 points across the Mechanical System subcategories, Electrical System subcategories, and Facility Renovations.

All submitted work samples are evaluated for this criterion. Work performed at DoD Installations and work performed at non-DoD work locations may be counted.

FACILITY RENOVATION ELEMENTS

Facility heating, ventilation, and air conditioning (HVAC) will include at least four of the following items: chillers, Air Handler Units, ducting, boilers, refrigerant/refrigerant lines, condensers, and compressors

Facility Fire protection will include at least three of the following items: sprinkler systems, heat/smoke detectors, pull stations, fire alarm control panels, notification systems

Interior Finishes will include at least three of the following items: finished flooring, drywall (or other typical wall material) installation/repair, painting, wallpaper/coverings, suspended ceiling systems, and systems furniture

L-3.2.2.4 Total dollar value of construction services projects supporting DoD Installations

DEFINITION: Of the work samples submitted, the Offeror shall rate itself based on the total dollar value, to include any options, where the Offeror performed construction services supporting only DoD Installations. Only work samples submitted for Attachment L-4, HTRO Scoring Matrix sections L-3.2.2.1 – L-3.2.2.3 are to be utilized to develop this score. Work samples may be counted more than once if a single work sample was applied to multiple construction services subcategories.

SCORING: Maximum points allowed: 60 points. All submitted work samples where construction services supporting DoD Installations are evaluated for this criterion. Points shall be assigned on the following basis within the following ranges: 1 point for every construction services work sample from $100K and up to $11M, 2 points for every construction services work sample from greater than $11M and up to $31M, 3 points for every construction services work sample greater than $31M. To receive the maximum points, each of the Offeror’s work samples and accompanying support documents shall demonstrate work sample values greater than $31M and construction services performed on a DoD Installation.

L-3.2.2.5 Total number of contracts supporting both design and construction efforts

DEFINITION: Of the work samples submitted, the Offeror shall rate itself based on the total number of projects where the Offeror performed design and construction services on a single contract/TO. Only work samples submitted for Attachment L-4, HTRO Scoring Matrix sections L-3.2.2.1 – L-3.2.2.3 are to be utilized to develop this score. Work samples may be counted more than once if a single work sample was applied to multiple construction services subcategories.

SCORING: Maximum points allowed: 20 points. All submitted work samples are evaluated for this criterion. Points shall be assigned on the following basis: one point for every construction services work sample where the services required included design and construction services and the Offeror performed both the design and construction services for the project through a single contract/TO. Work performed at DoD Installations and work performed at non-DoD work locations may be counted.

L-3.2.2.6 CPARS/CPARS Equivalent Data Submission

DEFINITION: Of all work samples submitted on Attachment L-4, HTRO Scoring Matrix, the Offeror can submit up to five Contractor Performance Assessment Reports (CPARs). The number of subcontractor CPAR submissions must be less than or equal to the number of CPARs submitted for the Prime (i.e., if two CPARs are submitted for subcontractor work samples, the Prime Contractor must submit two CPARs and can submit three). In the event a CPAR rating has not been assessed, the Offeror can submit Attachment L-5, Past Performance Rating Form in lieu of a CPAR. If utilized, Past Performance Rating Forms must be provided with the Offeror’s proposal. The Government evaluation team will attempt to contact at least one of the customer POCs provided with the work sample and verify the assessment of performance. IMPORTANT:

Offerors are not permitted to submit Past Performance Rating Forms when CPAR data is available in CPARS. Additionally, the Government will not accept Past Performance Rating Forms that are completed by the Prime Offeror for its own teaming subcontractor(s).

CPARs or Past Performance Rating Forms can only be submitted for a single work sample. The CPAR data or Past Performance Rating Form data should be inserted into the appropriate cells (section L-3.2.2.6) of Attachment L-4, HTRO Scoring Matrix. The Offeror can submit more than one set of CPAR data for a specific subcategory but only once per contract/TO associated with that subcategory. The Offeror can submit the same CPAR data for more than one subcategory if the paired contract/TO was submitted for multiple subcategories. Data to be included: Year work was accomplished and CPAR Rating for each CPAR Category; multiple years’ worth of data can be submitted.

SCORING: Scoring is as follows: CPAR data is evaluated as a “Bonus” for Attachment L-4, HTRO Scoring Matrix. When a category is selected, the points received for a single work sample for that subcategory are brought into the CPAR data block. A percentage multiplier is calculated by taking the average of all ratings/categories with the following percentages associated with each rating: Exceptional: 50%, Very Good: 40%, Satisfactory: 20%, Marginal:

0%, Unsatisfactory: -5%, Not Applicable (N/A): No Impact on Average. All CPAR bonus points are summed up and captured on Row 40 of Attachment L-4, HTRO Scoring Matrix. If the Offeror is able to submit CPAR data for all three Construction Services Categories (Mechanical Systems, Electrical Systems, and Facility Renovations), their bonus score will be doubled.

The Government evaluation team must be able to validate each CPAR rating for each performance period of the contract/TO that is submitted as a work sample. For example, if a single work sample is in the fifth year of performance at the time of RFP release, the Government will need to validate all CPARs from that work sample.

L-3.2.3 Cross Reference Matrix

The Offeror shall provide a Cross Reference Matrix which clearly identifies the exact location of the substantiating data within the work samples. The Cross Reference Matrix shall be completed using Attachment L-3. The Offeror shall identify the criterion they are seeking to validate, as well as the documentation (and any additional references) they have submitted as part of their work sample to validate each criterion. Attachment L-3 has additional instructions for completion of the Cross Reference Matrix. The Offeror is not limited to the types of documents identified in the instructions tab of the Cross Reference Matrix.

L-3.2.4 Teaming Agreements

The Offeror shall identify the team it will use to meet FARM III requirements. The Offeror shall provide a fully completed Attachment L-6, Teaming Agreement, for each team member (other than the Prime Contractor). Any subcontractor without a fully completed Attachment L-6 is not considered as part of the “team” and will not be evaluated as such.

L-3.2.5 Burden of Proof

The burden of proof for substantiating points in the self-score system rests with the Offeror. The proposal shall contain sufficient data to substantiate the points claimed by the Offeror. All proposal information is subject to verification by the Government. Falsification of any proposal submission, documents, or statements may subject the Offeror to disqualification from this source selection.

L-3.2.6 Organizational Structure Change History

Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant past efforts or between conclusion of recent past efforts and this source selection. In order to understand the relationships between organizations and accurately evaluate credit for work history, include in this proposal volume a “roadmap” describing all such changes in the organization of your company, if necessary. A pamphlet or other commercial document describing such reorganizations may be used to describe the changes. As part of this explanation, describe how these changes impact the relevance of any efforts you identify for Work Sample Evaluation.

Your “roadmap” should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.
