About this file
This is an instruction document for the Cross Reference Matrix submission template for the FARM III RFP (FA9101-26-R-B011), a competitive multiple-award IDIQ contract for the Arnold Engineering Development Complex. The matrix serves as a tool for offerors to document and cross-reference up to 20 work samples against evaluation criteria, with each work sample limited to a single PDF submission with appropriate cover sheets.
The Cross Reference Matrix requires offerors to populate specific columns documenting work sample qualifications, including project completion status or percentage complete as of April 2026, prime or subcontractor designation, and detailed references to supporting documentation in Volume II. Offerors must map each work sample against scoring criteria categories: Mechanical Systems (M1-M10), Electrical Systems (E1-E8), and Facility Renovations (FR). For facility renovation work, offerors must demonstrate that at least five of seven facility elements (HVAC, fire protection, electrical systems, exterior components, plumbing systems, communication systems, and interior finishes) were addressed across 20,000 square feet of facility space to earn scoring points. Additional scoring criteria include DoD installation project value (1 point for $100K-$11M, 2 points for >$11M-$31M, and 3 points for >$31M), design/build contract designation, and submission of CPARS or CPARS equivalent performance data. All work samples must be completed within the last five years or at least 75 percent complete as of April 2026, with prime contractor work samples or subcontractor work samples accompanied by completed Attachment L-6 documentation.
