Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the PCO with appropriate consideration established.

Please see https://www.acq.osd.mil/dpap/dars/. The references have changed to the following: FAR – RFO, DFARS – R-DFARS.
7. The Government has determined that there will be task orders on the FARM III contract that implement the Joint Certification Program (JCP) and the Cybersecurity Maturity Model Certification (CMMC) requirements. The JCP allows eligible companies access and use of unclassified military technical data needed for defense-related work. Information on JCP can be found at https://www.public.dacs.dla.mil/jcp/ext/. The phases for CMMC implementation are listed in the table below. In order obtain solicitation documents and be eligible for award on select upcoming FARM orders, contractors must acquire a JCP certification and applicable CMMC level.
Phase Start Date Requirement Phase 1 November 10, 2025 This initial phase introduces the requirement for contractors to perform self-assessments for CMMC Level 1 or Level 2 https://www.acq.osd.mil/dpap/dars/ https://www.public.dacs.dla.mil/jcp/ext/ and submit their scores to the government's SPRS database.
The DoD will begin by including these requirements in some, but not all, new solicitations.
Phase 2 November 10, 2026 This phase marks the start of mandatory third-party audits.
For applicable contracts, a formal assessment conducted by an authorized CMMC Third-Party Assessment Organization (C3PAO) becomes a requirement to win a CMMC Level 2 contract.
Phase 3 November 10, 2027 This phase introduces the requirement for CMMC Level 3 assessments, which are conducted by the government's own Defense Industrial Base Cybersecurity Assessment Center (DIBCAC), for contracts involving the most critical information.
Phase 4 November 10, 2028 This phase marks full implementation. CMMC requirements will be included in all applicable DoW solicitations and contracts (including option periods on older contracts) that handle FCI or CUI. Compliance becomes a standard, non-negotiable part of doing business with the DoW.
8. If you have any FARM III acquisition or programmatic questions, please contact the Contract Specialist, Mr. Andrew Waggoner, at andrew.waggoner.3@us.af.mil, and the PCO, Mr. Robert Mosley, at robert.mosley.3@us.af.mil.
