About this opportunity
This draft request for proposal from the Department of the Army Materiel Command Contracting Command seeks proposals for the Integrated Battle Command System Low Rate Initial Production/Full Rate Production hardware segment. The requirement includes producing IBCS hardware end items such as engagement operations centers and integrated fire control network relays according to supplied technical data packages and critical item development specifications. Offerors must also maintain approved software and firmware updates, cybersecurity, and authority to operate on existing hardware components. Engineering changes may be required for obsolescence, new capabilities, and export considerations. Evaluation criteria will assess technical maturity, production maturity, system synchronization and metrics, depot subcontractor management, small business participation, cost and price.
There is no set-aside designation specified. The main NAICS code is 336411 for aircraft manufacturing and the predominant PSC code is likely 1520 for aircraft, missile, and space vehicles equipment. Northrop Grumman is identified as the potential incumbent. The period of performance is five years with ordering periods established for pricing and the contract type will utilize fixed price incentive and cost reimbursement. First article inspections will be required and the most important evaluation factors are schedule followed by management and small business participation, with cost and price being significantly less important.
