About this opportunity
The United States Transportation Command (USTRANSCOM) is soliciting proposals on behalf of the Defense POW/MIA Accounting Agency (DPAA) for rotary-wing helicopter support services in Papua New Guinea, with proposals due November 2, 2026, by 4:00 PM EST and offerors required to acknowledge receipt of both Amendment 0001 and Amendment 0002 prior to submission.
This is a Women-Owned Small Business (WOSB) set-aside. The requirement covers a 12-month base period (July 1, 2027 through June 30, 2028) plus four 12-month option periods and one 6-month option. The contract is an IDIQ under FAR Part 12 with firm-fixed-price daily standby rates and flight-hour rates for three helicopter types: an AS350 single-engine (5-passenger, 9,000-foot ceiling), a BK 117 twin-engine (9-passenger, 15,000-foot ceiling), and a Bell 212 twin-engine (12-passenger, 15,000-foot ceiling). The Government guarantees only $10,000 in the base year; all estimated quantities are non-binding. Estimated base-year utilization includes 40, 18, and 112 planning/standby days respectively and 141, 30, and 332 flight hours.
Place of performance is Papua New Guinea. Work includes passenger and cargo transport, sling-load operations, and 24/7 on-call MEDEVAC with 30-minute response time 95% of the time during daylight hours, supporting up to three remote recovery missions annually ranging from 14 to 90 days each. All proposed aircraft must be equipped with VHF/AM, VHF/FM, HF/SSB radios, dual-frequency Emergency Locator Transmitter, Automatic Direction Finder, life jackets, floats, and survival kits. Pilots must hold commercial licenses with flight instructor ratings, minimum 3,000 pilot-in-command hours on rotary-wing aircraft, and 500 hours in mountainous/jungle environments comparable to Papua New Guinea.
Offerors and any subcontractors performing flight operations must hold active DoD Commercial Airlift Review Board (CARB) certification and Papua New Guinea Civil Aviation Safety Authority Air Operator Certificates at proposal submission. Current CASA PNG AOC or evidence of Phase 1 and 2 completion is required; final AOC approval must be secured by January 1, 2027. CMMC Level 2 (self) certification is mandatory. Required insurance includes $200,000 passenger legal liability per passenger, $10,000,000 aircraft public liability per occurrence, and $200,000 cargo liability per occurrence.
Proposal volumes include Business Compliance (with signed SF 1449, SAM registration confirmation, signed acknowledgment of all amendments, company information, eligibility documentation, active representations and certifications, and cybersecurity compliance), Technical Capability (30-page limit covering aircraft compliance, personnel qualifications, mission execution and support, and flight operational support), Past Performance (two to four references evaluated on scope, magnitude, and complexity using provided worksheets and questionnaires), and Price (submitted in Excel format with separate CLINs for standby and flight-hour rates). Evaluation is best-value with past performance weighted more heavily than price. The NAICS code is 481211 with a small business size standard of 1,500 employees. A virtual pre-proposal conference was held July 27, 2026; PowerPoint slides, Q&A responses, and an updated PWS with helicopter-specific details and highlighted CMMC requirements were published on August 4 and October 5, 2026.
