About this file

This is a Business Compliance Checklist that serves as a mandatory cover sheet for proposal submissions in response to USTRANSCOM's solicitation for rotary-wing aviation support services in Papua New Guinea (HTC71126RE147). Offerors must complete and verify compliance with all listed requirements across seven categories: Solicitation & Contract Documentation, Payment & Remittance Information, Solicitation Amendments, Company Identification, Eligibility Requirements, Representations & Certifications, and Cybersecurity Compliance. Critical eligibility conditions include possession of active DoD Commercial Air Transportation Quality and Safety Review Program (CARB) approval at proposal submission and a valid Civil Aviation Safety Authority of Papua New Guinea Air Operator's Certificate (AOC) or evidence of Phase 1 and Phase 2 completion by January 1, 2027. Offerors must also provide proof of insurance meeting PWS 4.13.2 limits or submit a written certification of capability signed by a corporate officer.

The checklist mandates submission of SF 1449 with all required blocks completed, active SAM.gov registration verification, CAGE code and UEI, acknowledgment of all solicitation amendments via signed SF 30 forms, completion of Attachment 9 (Offeror Information Sheet) and Attachment 8 (Basic Eligibility and Carrier Flag Status form), and Attachment 4a (Subcontractor Performance Plan) for any air operator subcontractors. Cybersecurity compliance is mandatory for award and requires current NIST SP 800-171 assessment within three years with scores uploaded in SPRS, active CMMC Level 1 Self-Assessment affirmation in SPRS, and a CMMC Unique Identifier. An authorized company representative must sign and certify that all items have been completed and included in the proposal submission, acknowledging agreement to all contract terms and PWS requirements. Failure to complete all required items may render the proposal non-acceptable and exclude it from evaluation.
