About this file
This is an Addendum Subcontractor Performance Plan template for federal contract HTC71126RE147 DPAA Papua New Guinea. The form is a template requiring offerors to fully disclose all subcontracting arrangements for work involving flight operations, maintenance, or critical logistics.
The form requires offerors to declare whether they intend to utilize subcontractors (Part 1), and if so, to identify each principal subcontractor with company name, CAGE code, UEI, and primary role (Part 2). For each subcontractor, offerors must provide a detailed performance narrative (Part 3) that includes: specific scope of work tasks and responsibilities; key resources and capabilities including personnel qualifications, equipment, facilities, and aircraft tail numbers for flight operators; and a management and oversight plan describing how the prime will ensure PWS compliance, safety standards, and reporting requirements. For subcontractors providing flight operations, mandatory certifications must be confirmed, including DoD CARB Approval and CASA PNG AOC. Past performance submissions (Attachments 6 and 7) are required for flight operations subcontractors. Part 4 addresses small business subcontracting plan requirements, with exemption available for small business prime offerors and compliance required for large business primes per FAR 52.219-9. Part 5 requires authorized certification that information is accurate, binding agreements exist with all listed subcontractors, and the prime retains ultimate responsibility for total contract performance.
