About this file
This is a Technical Capability Worksheet template for offerors responding to solicitation HTC71126RE147 for DPAA Papua New Guinea Helicopter Support services. The worksheet establishes the evaluation framework and response requirements for contractors proposing rotary-wing aviation support to the Defense POW/MIA Accounting Agency in Papua New Guinea.
Offerors must submit a technical proposal not exceeding 30 pages addressing four primary subfactors: (1) Aircraft Compliance, covering aircraft specifications and performance in high-altitude mountainous environments, communications capability, safety equipment, and aircraft availability/maintenance procedures; (2) Personnel Qualifications, requiring pilot credentials of 3,000 total pilot-in-command hours on rotary-wing aircraft, 500 hours in mountainous/jungle environments, and demonstrated marginal VFR experience; (3) Mission Execution & Support, including mission planning coordination, delay management procedures, 24/7 MEDEVAC capability with 30-minute launch capability, and flight operational logistics; and (4) Flight Operational Support addressing fuel sourcing within Papua New Guinea, pre-positioning at remote locations, securing airport authorizations, and mission tempo refueling plans. All responses must demonstrate specific compliance rather than generic statements, with each subfactor requiring an "Acceptable" rating to achieve overall technical acceptance. Aircraft specifications must be submitted separately in Attachment 3, and pricing, past performance, and business compliance items are excluded from this worksheet.

Instructions to Offerors Page Limits & Format: The Offeror’s entire Technical Proposal must not exceed a total of thirty (30) pages.
Offerors may provide their responses directly below each requirement in this Word document or submit a separate Technical Proposal document that clearly references each section number in numerical order (e.g., “Response to 1.1”).
The 30-page limit applies strictly to technical compliance. Do not submit any marketing material, corporate qualifications, or generic company overviews. The Government will not read or evaluate any text that exceeds the stated limits.
Diagrams & Flowcharts: If the offeror needs to attach a diagram, workflow, or flowchart showing how the aircraft or operational approach meets requirements, this is authorized. Such attachments must not exceed one (1) page per question, are included in the overall 30-page limit, and must be clearly referenced in the corresponding narrative. Diagrams and flowcharts cannot contain additional narrative text.
Evaluation: Each subfactor will be evaluated on an Acceptable/Unacceptable basis in accordance with FAR 52.212-2. To receive an overall Technical rating of “Acceptable,” an offeror must receive an “Acceptable” rating for all subfactors. Failure to clearly demonstrate how you meet the requirements of any single subfactor will result in an overall “Unacceptable” technical rating. Responses that merely restate PWS requirements or use generic language such as “will comply” or “standard techniques will be employed” will be rated as Unacceptable.
Exclusions: Do not include pricing, past performance, or business compliance items (such as CARB, AOC, CMMC, or Insurance) in this worksheet. All aircraft specification data must be submitted separately in Attachment 3 (Aircraft Identification Sheet).
Subfactor 1: Aircraft Compliance
1.1 Aircraft Specifications & Performance
PWS Reference: Section 1.3.3 (Aircraft Performance Requirements table only) Requirement: Describe how your proposed aircraft (identified in Attachment 3) are physically suited to meet or exceed the performance parameters specified in the PWS (passenger capacity, service ceiling, internal payload, external sling capacity, and engine type) for all three helicopter types, specifically when operating in Papua New Guinea’s high-altitude and mountainous environments.
Offeror Response (Explain HOW you meet or exceed these specifications)
1.2 Aircraft Communications Capability
PWS Reference: Section 1.3.3.3 Requirement: Assuming your aircraft are equipped with the communication systems certified in Attachment 3, detail your procedures for:
Developing the pre-mission Communications Plan.
Conducting pre-mission communications checks to ensure ground-to-air interoperability with DPAA teams.
Offeror Response (Explain HOW you meet or exceed these specifications)
1.3 Aircraft Safety Equipment
PWS Reference: Section 1.3.3.4 Requirement: Detail how your proposed aircraft will be outfitted with life-saving and survival equipment (life jackets, flotation devices, survival kits, beacons, mirrors) appropriate for Papua New Guinea’s rugged overwater, jungle, and mountain environments.
Offeror Response (Explain HOW you meet or exceed these specifications)
1.4 Aircraft Safety and Maintenance
PWS Reference: Section 1.3.3.1.
Requirement: Describe your specific procedures to supply an equivalent substitute aircraft without interrupting mission operations in the event an aircraft is unavailable due to scheduled or unscheduled maintenance.
Offeror Response (Explain HOW you meet or exceed these specifications)
Subfactor 2: Personnel Qualifications
2.1 Pilot Qualifications
PWS Reference: Section 1.3.3.6.
Requirement: Explain how your proposed pilot pool meets or exceeds the specific experience requirements of the PWS, including:
3,000 total PIC hours on rotary-wing aircraft.
500 flight hours in mountainous and/or jungle environments.
Demonstrated experience operating in marginal VFR conditions.
(Note: Representative resumes must be attached as supporting documentation. Compliance with all other license and medical requirements will be verified via the Personnel Qualification Roster deliverable, Section 1.3.3.6.5.).
Offeror Response (Explain HOW you meet or exceed these specifications) Subfactor 3: Mission Execution & Support
3.1 Mission Preparation and Planning
PWS Reference: Section 1.3.1 Requirement: Explain how you will support the development, coordination, and execution of the Mission Aviation Lift Support Plan in cooperation with DPAA planners.
Offeror Response (Explain HOW you meet or exceed these specifications)
3.2 Flight Operations Delay Management
PWS Reference: Section 1.3.2.1 Requirement: Describe how your operational procedures manage both controllable and uncontrollable delays and explain your specific strategy for mitigating mission disruptions.
Offeror Response (Explain HOW you meet or exceed these specifications)
3.3 Emergency Medical Evacuation MEDEVAC
PWS Reference: Section 1.3.5 Requirement: Describe how you will maintain a 24/7 on-call emergency medical evacuation (MEDEVAC) capability and launch a configured aircraft within 30 minutes of notification.
Offeror Response (Explain HOW you meet or exceed these specifications)
3.4 Flight Operational Support (Fuel and Logistics)
PWS Reference: Section 1.3.4 Requirement: Explain your complete logistical approach for supporting flight operations. Your response must address, at a minimum, your plan for:
· Sourcing and obtaining fuel within Papua New Guinea.
· Pre-positioning and staging fuel at remote/auxiliary locations.
· Securing all necessary airport authorizations and landing rights.
· Ensuring timely refueling to support mission tempo.
Offeror Response (Explain HOW you meet or exceed these specifications) Proposal Submission Certification I certify that the information provided in this worksheet is accurate, and our proposed technical capabilities comply with the Performance Work Statement (PWS) and solicitation requirements.
