About this file

This is a Past Performance Worksheet template for offerors responding to the DPAA Papua New Guinea Helicopter Requirement (Solicitation HTC71126RE147). Offerors must submit between two and four past performance references using this worksheet, with each reference evaluated against three specific criteria: Scope, Magnitude, and Complexity.

The Scope evaluation requires offerors to demonstrate prior experience with rotary-wing aviation operations including passenger transportation, cargo movement, mission planning collaboration with clients, active MEDEVAC or emergency response capabilities, and aircraft maintenance with substitute aircraft provision to ensure zero mission interruption. The Magnitude evaluation assesses whether past contracts involved one to three distinct operational deployments per year, with each deployment lasting 14 to 90 consecutive days, simultaneous operation of up to three concurrent aircraft (single and twin-engine configurations) with alternate aircraft capability, and a total contract value of at least $5,000,000 including all options. The Complexity evaluation focuses on flight operations in austere environments (remote, mountainous terrain exceeding 5,000 feet elevation, dense jungle, island, or overwater OCONUS locations with rapidly changing weather), execution from auxiliary or remote locations with minimal airport or ground support infrastructure, direct coordination with foreign host-nation civil and military aviation authorities for landing rights and airspace clearances, and direct execution of complex external sling-load operations and remote fuel planning in coordination with U.S. Government or Department of Defense personnel. Each reference submission requires contract details, points of contact, period of performance, total contract value, and narrative justifications demonstrating how each past performance reference directly satisfies all three Government definitions. An authorized offeror representative must certify that all information is accurate and represents active or completed performance within the last three years.

Attachment 6: Past Performance Worksheet

Company Name of Offeror: _____________________________________________________

Instructions to Offerors:

Quantity Limits: Submit at least two (2), but no more than four (4) references. (Submit a separate worksheet for each reference).

Relevancy Focus: The Offeror must provide a clear, evidence-based justification demonstrating how the referenced contract directly satisfies the Government’s specific definitions for Scope, Magnitude, and Complexity. The narrative justification must be entered directly within the designated response highlighted area below each definition.

PART II: RELEVANCY JUSTIFICATION

1. SCOPE JUSTIFICATION

Government Definition:

Aviation Operations: Rotary-wing (helicopter) flight services executing both passenger transportation and cargo movement.

Mission Planning: Direct collaboration with client planners to develop, coordinate, and execute flight mission plans.

Emergency Response: Maintenance of active, on-call MEDEVAC or emergency response flight capabilities.

Operational Contingency: Direct execution of aircraft maintenance programs and the active provision of equivalent substitute aircraft to ensure zero mission interruption.

Offeror Narrative (Explain HOW this contract meets the Scope definition)

2. MAGNITUDE JUSTIFICATION

Government Definition:

Mission Frequency: Supporting one (1) to three (3) distinct operational deployments/missions per year.

Mission Duration: Executing sustained flight operations where each deployment/mission lasted between 14 and 90 consecutive days.

Fleet Scale: Simultaneously supporting and operating up to three (3) concurrent primary aircraft (including both single and twin-engine configurations) along with designated alternate/substitute aircraft capability.

1. Financial Value: The past performance reference had a Total Contract Value (including all options) of at least $5,000,000.

Offeror Narrative (Explain HOW this contract meets the Magnitude definition)

3. COMPLEXITY JUSTIFICATION

Government Definition:

Austere Environments: Flight operations conducted in remote, mountainous (elevations exceeding 5,000 feet), dense jungle, island, or overwater OCONUS environments subject to rapidly changing weather.

Limited Infrastructure: Executing flight operations and maintenance from auxiliary or remote locations with little to no established airport or ground support infrastructure.

Regulatory Authorizations: Direct coordination with foreign host-nation civil and military aviation authorities to secure landing rights, airspace clearances, and diplomatic permits.

Austere Logistics: Direct execution of complex external sling-load operations and remote fuel planning (obtaining, pre-positioning, and staging fuel) in close coordination with U.S. Government or Department of Defense mission personnel.

Offeror Narrative (Explain HOW this contract meets the Complexity definition)

PART III: OFFEROR REPRESENTATIVE CERTIFICATION

I certify that the information provided in this worksheet is accurate and represents active/completed performance within the last three (3) years.
