About this file

This is an Information Brief PowerPoint presentation supporting a federal solicitation for rotary-wing aviation support services in Papua New Guinea. The brief outlines the Defense POW/MIA Accounting Agency (DPAA) requirement for helicopter operations to support remote recovery missions in a challenging operational environment.

The solicitation, issued by the United States Transportation Command (USTRANSCOM) under number HTC71126RE147, seeks proposals for up to three helicopters operating simultaneously to support up to three remote recovery missions annually, with individual mission durations ranging from 14 to 90 days. Required services include passenger and cargo transport, sling load operations, and 24/7 on-call MEDEVAC capabilities. Offerors must review the complete solicitation package, including ten attached documents and evaluation criteria specified in FAR clauses 52.212-1 and 52.212-2. A virtual Pre-Proposal Conference was conducted via Microsoft Teams on July 27, 2026, at 10:30 AM CST, with meeting access details provided on SAM.gov. Prospective contractors should reference the Pre-Proposal Conference Memo for specific deadlines and additional information regarding proposal submission requirements.

(4) Factor 4: Price (Fair & Reasonable, Not Unbalanced) FAR 52.212-2: Evaluation Criteria

UNCLASSIFIED

Diving into Factor 1, Business Compliance. This is strictly a pass/fail, Acceptable or Unacceptable evaluation. It is critical that you follow Attachment 4, the Business Compliance Checklist, to the letter. Missing a required certification could render your entire proposal Unacceptable. Ensure your SAM.gov registration is active, your DoD CARB and CASA PNG Air Operator's Certificate statuses are clearly documented, and that you provide proof of your required insurance capability. Don't forget to include the completed Attachments 8 and 9 as well. For Factor 2, Technical Capability, we are also evaluating on an Acceptable/Unacceptable basis. We need to see a clear, actionable approach to how you will meet the PWS requirements. Simply stating 'we will comply' or parroting the PWS back to us will result in an Unacceptable rating. You must use Attachment 5 for your narrative, and you must strictly adhere to the 30-page limit. Anything past page 30 will not be read or evaluated. You must also submit Attachment 3, the Aircraft Identification Sheet, which does not count against your 30-page limit. Under the Technical Capability factor, there are three subfactors you must address. Subfactor 1 looks at your proposed aircraft—ensuring they meet performance specs, comms, safety equipment, and how you will handle substitute aircraft to avoid mission delays. Subfactor 2 focuses on personnel, specifically validating that your pilots meet the highly specialized flight hour requirements. Finally, Subfactor 3 covers Mission Execution—how you handle mission planning, delay management, MEDEVAC readiness, and execute complex logistics like remote fuel staging and host-nation coordination in these austere environments. For Factor 3, Past Performance, we evaluate three elements: Recency, Quality, and Relevancy. 'Recent' means the work was ongoing or completed within the last 3 years. For 'Relevancy', we are strictly comparing your past contracts against the Scope, Magnitude, and Complexity thresholds defined in the RFP. For example, under Magnitude, we are looking for references with a total contract value of at least $5 Million. If a reference doesn't meet that financial floor, it won't be rated highly relevant. Make sure you utilize Attachment 7, the Past Performance Questionnaire, for your references. Factor 4 is Price. Your Total Evaluated Price, or TEP, will be the sum of all CLINs for the base period, all option periods, and the 6-month extension. Please use Attachment 2 to submit your pricing. A critical note: for the Time-and-Materials Fuel CLIN, do not alter the Government-estimated values provided in the spreadsheet. We use those identical numbers across all offerors for evaluation purposes to establish the Not-to-Exceed ceiling. Finally, please ensure your pricing is balanced; we will evaluate proposals for materially unbalanced pricing across CLINs.

Evaluation Process Government evaluates based on submitted information Provide clear, concise, and substantiated details Address HOW you will meet requirements Avoid rephrasing or restating requirements Focus on specific solutions and capabilities FAR 52.212-2: Evaluation Criteria Cont.
