About this opportunity
The Department of the Navy Naval Facilities Engineering Command (NAVFAC) is seeking a design-bid-build contractor to repair and replace water treatment plant (WTP) clearwell infrastructure at Naval Station Great Lakes in Illinois. The solicitation (N4008525R2543) requires constructing two new 410,000-gallon finished water storage tanks, building a 3,500 square foot transfer pump station, and implementing associated mechanical, electrical, and telecommunications systems. Bidders must demonstrate extensive water treatment facility construction experience and submit comprehensive technical and price proposals evaluated on factors including corporate experience, management approach, safety performance, past performance, and small business utilization. The mandatory site visit occurred on March 19, 2025, and the proposal due date is April 24, 2025 at 2:00 PM Eastern Time. Contractors must provide a bid bond of 20% of the total project bid price and must commit to a minimum of 25% small business subcontracting participation.
The project is an unrestricted, full and open competition with no specific small business set-aside. The contract has a base period of 1,095 calendar days, with 15 days allowed for initial mobilization, and is valued between $25-100 million under NAICS code 237110 with a small business size standard of $45 million. The place of performance is Naval Station Great Lakes in North Chicago, Illinois, which serves approximately 21,250 people across 1,750 acres, including critical facilities like the Recruit Training Command and Lovell Federal Health Care Center. The project will replace aging water treatment infrastructure originally constructed in the early 1900s with major expansions in 1942 and 1944. An optional line item exists for replacing Valve 596, which the government may exercise within 30 calendar days after contract award. The procurement will utilize a tradeoff source selection methodology, allowing the government to consider factors beyond just the lowest price.
