About this file
This document is an Attachment F Small Business Participation Commitment Document (SBPCD) for a Design-Bid-Build Water Treatment Plant (WTP) Clearwell Repair/Replacement project at Naval Station Great Lakes, Illinois. The solicitation (N4008525R2543) requires all offerors, both large and small businesses, to complete this form to demonstrate their small business subcontracting commitments, with a minimum requirement of 25% small business participation.
The document provides a structured template for contractors to detail their small business subcontracting plans, including total contract value, self-performed work, and breakdown of small business participation across various socioeconomic categories such as Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), Historically Underutilized Business Zone (HUBZone), Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB). Contractors must specify firm commitments with subcontractors, including the nature of the commitment (e.g., teaming agreements, letters of commitment) and provide detailed explanations if they cannot meet the 25% small business participation threshold.

1. To the greatest extent possible, the table below should identify SBs where firm commitments are in place, to support the minimum small business participation requirement identified in paragraph 4.a (above). Only add subcontractors with firm commitments to the table below, do NOT add subcontractor without firm commitments established. A SB commitment is a written agreement between a prime and small business to work together on this contract. This commitment in writing is considered the nature of commitment, which can include written teaming agreement, joint venture agreement, mentor-protégé agreement, written/signed letter of commitment from the small business, etc. This table can be expanded as needed.
