About this file
The provided file is a slide presentation overview for the Naval Station Great Lakes (NSGL) Water Treatment Plant Clearwell Repair/Replacement Project by NAVFAC Mid-Atlantic. The project involves comprehensive upgrades to an existing water treatment facility serving approximately 21,250 people across 1,750 acres, including critical infrastructure like the Recruit Training Command and Lovell Federal Health Care Center. Key scope elements include constructing two new 410,000-gallon clearwell tanks, building a 3,500-square-foot transfer pump station, implementing internal building piping modifications, conducting demolition and hazardous material abatement, relocating utility lines, and integrating SCADA systems for automatic pump and system control.
The project requires careful phasing due to the facility's 24/7 operational status and critical base mission, with specific considerations for maintaining continuous water production, managing environmental compliance, and navigating complex site conditions involving built-up landfill and known substructure obstructions. The current water treatment plant, originally constructed in the early 1900s with major expansions in 1942 and 1944, produces 100% of potable water for the naval station using conventional treatment processes including chemical addition, sedimentation, rapid sand filtration, and chlorine disinfection. The solicitation (N4008525R2543) is a Design-Bid-Build contract issued by the Department of the Navy Naval Facilities Engineering Command.

NSGL Water System
Naval Facilities Engineering Systems Command (NAVFAC) operates and maintains the Navy owned surface water treatment plant, and the distribution and storage system serving Naval Station Great Lakes (NSGL) in North Chicago, IL.
• The Navy Public Water System (PWS):
–encompasses an area of approximately 1750 acres –serves approximately 21,250 people with 1,139 service connections –is permitted by the Illinois Environmental Protection Agency with Facility Number: IL097-5227 and Facility Name: GREAT LAKES NAVAL TRAINING STATION –produces 100% of the potable water for the entire Naval Station, including the Lovell Federal
Health Care Center (Veteran’s Affairs Hospital), Navy Housing and critical customers such as Recruit Training Command
–Operates 24/7 and continuously produces water
• The conventional treatment plant includes the following processes: chemical addition, sedimentation, rapid sand filtration, and disinfection with chlorine.
• The distribution system contains 3 ground storage tanks and 2 elevated tanks.
• The average daily demand is approximately 2 MGD and maximum day is approximately 4 MGD.
Existing Water One Line
NSGL Surface Water Treatment Plant
• The original NSGL Water Treatment Plant (Building 12) was built in the early 1900s.
Over its history, there were several additions to the initial Water Treatment Plant expanding the overall size of the Plant and changing its location slightly.
–Clearwells 1-3 are part of this original 1900s construction.
–The pump room is also original to the 1900s although the pumps and piping have been replaced.
–The current filter plant (Building 12A) was built in 1942 and contains flocculation basins, settling basins, filters 1-4 and Clearwell 4.
–Filters 5-8, Clearwell 5 and the Accelator® reactor clarifiers were constructed with a plant expansion in 1944.
• This 1944 expansion brought the plant design capacity up to 9 MGD, and resulted in the overall plant configuration as is found presently (2023). No significant additions or expansions are known to have occurred since 1944.
