About this file
This is a comprehensive set of final specifications for the Water Treatment Plant (WTP) Clearwells Repair/Replacement Project at Naval Station Great Lakes in Illinois. The project involves a design-bid-build contract to replace two 410,000-gallon wire- or strand-wound prestressed concrete finished water storage tanks (clearwells), construct a new 3,500 square foot transfer pump station building, install four transfer pumping units and two filter backwash pumping units, and implement associated mechanical, electrical, and telecommunications systems.
Key project components include demolishing existing process piping and equipment, constructing new clearwells and pump station, installing new process piping systems, implementing water control gates and stop logs, performing site work such as grading and fencing, and conducting comprehensive water system disinfection and testing. The project requires careful phased construction to maintain continuous water treatment plant operations, with specific requirements for utility outages, environmental controls, and waste management. The contract is being executed by the Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic Public Works Department, with a solicitation number of N4008525R2543 and an anticipated completion in December 2024.

b. Remove buried sanitary sewers, water mains and appurtenances that are currently located within the footprint and vicinity of the transfer pump station before constructing the transfer pump station.
c. Remove chain link fence that is located between Building 10A and the surge tank to make space for constructing the transfer pump station.
d. The two nominal 410,000-gallon clearwells, weir chamber, vestibule, transfer pump station, transfer pumping units, filter backwash pumping units, filter backwash header piping, chlorine solution piping, fluoride solution piping, and the building mechanical, fire
SECTION 01 14 00 Page 1 protection, telecommunications, and electrical systems associated with the transfer pump station and filter backwash pumps, and the buried 16-inch, 18-inch, 20-inch, and 24-inch yard piping, valves and appurtenances must be ready for operation as approved by Contracting Officer before work is started on clearwell 1, clearwell 4, clearwell 5, the valve chamber, and connecting yard piping to the suction piping of the high lift pumping units inside the pump room which would interfere with normal operation of the water treatment plant.
e. Remove the buried 16-inch water pipe that exits the north wall of the valve chamber and runs north along the east side of Building 12 and then turns west into the basement of Building 12 into the Pump Room, as well as the 16-inch CWE CI pipe that is located beneath the concrete floor of the Pump Room just up to its connection with the exposed suction header of the high lift pumps in the pipe trench covered with checked plate before work is started on clearwell 4, clearwell 5, valve chamber, and connecting to the suction piping of the high lift pumping units inside the pump room which would interfere with normal operation.
f. Provide a temporary 16-inch potable water pipeline from new Clearwells 1 and 2 and connect it to the temporary connection Points A and B shown on the Drawings before the first partial shutdown of the high lift pumping units in the Pump Room. This temporary 16-inch pipeline will be used to feed finished water to the high lift pumping units when the 16-inch pipe beneath the low- and high-lift pump room floor is replaced with new 16-inch piping. Connect the temporary 16-inch pipeline to the suction piping at the two points on the high lift suction header where indicated on the drawings. The 16-inch temporary pipe may also be used to convey finished water from the new clearwells 1 and 2 to the high lift pumps when work is being performed in existing clearwell 1.
g. The construction activities that require partial shutdown of plant operations to cut over new to existing work are listed below and are shown on the drawings. The portion of the water treatment plant that is taken out of service for the cut-over operation must be returned to service within the duration specified on the drawings. The construction activities are listed in the order that allows the Contracting Officer to maintain drinking water plant production operations during construction and cut overs. Whenever cleaning, disinfecting and bacteriological testing are specified in a partial shutdown, these combined activities will consume a minimum of 72 hours of the allowable duration of the partial shutdown. Also, whenever cleaning and disinfecting is specified in a partial shutdown it requires cleaning and disinfecting new piping and equipment and existing adjacent piping and equipment to make sure that affected surfaces are cleaned, disinfected and free of pathogenic microorganisms. Whenever a seasonal restriction is identified for a partial shutdown on the drawings, it means that the associated construction activity cannot be conducted between May 1 and October 1 unless noted otherwise on the drawings.

Earned Value Report; G
1.3 EARNED VALUE REPORT
1.3.1 Data Required
This Contract requires the use of a cost-loaded Network Analysis Schedule (NAS). Schedule of Prices must not be used with cost-loaded Network Analysis Schedule (NAS). Use Earned Value Report derived from cost-loaded NAS. Within 15 calendar days of Contract Award, prepare and deliver to the Contracting Officer a Earned Value Reportas directed by the Contracting Officer.Provide a detailed breakdown of the Contract price, giving quantities for each of the various kinds of work, unit prices and extended prices. Contractor overhead and profit including salaries for field office personnel, if applicable, must be proportionately spread over all pay items and not included as individual pay items.
1.3.2 Payment Schedule Instructions
Payments will not be made until the Earned Value Report from the cost-loaded NAS has been submitted to and accepted by the Contracting Officer.
Additionally, the Earned Value Report must be separated as follows:
a. Primary Facilities Cost Breakdown:
Defined as work on the primary facilities out to the 5 foot line.
Work out to the 5 foot line includes construction encompassed within a theoretical line 5 foot from the face of exterior walls and includes
SECTION 01 20 00 Page 1 attendant construction, such as pad mounted HVAC cooling equipment, cooling towers, and transformers placed beyond the 5 foot line.
b. Supporting Facilities Cost Breakdown:
Defined as site work, including incidental work, outside the 5 foot line.
1.3.3 Schedule Requirements for HVAC TAB
The field work requirements in Section 23 05 93 TESTING, ADJUSTING, AND BALANCING FOR HVAC must be broken down in the Earned Value Report from the cost-loaded NAS by separate line items which reflect measurable deliverables. The value for each pay item listed below will be established on a case by case basis for each Contract. The line items are as follows:
a. Approval of Design Review Report: The TABS Agency is required to conduct a review of the project plans and specifications to identify any feature, or the lack thereof, that would preclude successful testing and balancing of the project HVAC systems. Submit the resulting findings to the Government to allow correction of the design. The progress payment will not be issued until the report is reviewed and approved.
b. Approval of the pre-field engineering report: The TABS Agency submits a report which outlines the scope of field work. The report must contain details of what systems will be tested, procedures to be used, sample report forms for reporting test results and a quality control checklist of work items that must be completed before TABS field work commences.
c. Season I field work: Incremental payments are issued as the TABS field work progresses. The TABS Agency mobilizes to the project site and executes the field work as outlined in the pre-field engineering report. The HVAC water and air systems are balanced and operational data must be collected for one seasonal condition (either summer or winter depending on project timing).
d. Approval of Season I report: On completion of the Season I field work, the data is compiled into a report and submitted to the Government. The report is reviewed, and approved, after ensuring compliance with the pre-field engineering report scope of work.
e. Completion of Season I field QA check: Contract QC and Government representatives meet the TABS Agency at the jobsite to retest portions of the systems reported in the Season I report. The purpose of these tests are to validate the accuracy and completeness of the previously submitted Season I report.
f. Approval of Season II report: The TABS Agency completes all Season II field work, which is normally comprised mainly of taking heat transfer temperature readings, in the season opposite of that under which Season I performance data was compiled. Compile this data into a report and submit to the Government. On completion of submittal review to ensure compliance with the pre-field engineering report scope, progress payment is issued. Progress payment is less than that issued for the Season I report since most of the water and air balancing work effort is completed under Season I.
