About this file

This document is an Amendment (Amendment 0003) to a federal solicitation for a Design-Bid-Build project for Water Treatment Plant (WTP) Clearwell Repair/Replacement at Naval Station Great Lakes in Illinois. The amendment, issued on 10 April 2025, provides several key updates: 1) replacement of Wage Determination #IL20240008 with #IL20250020, 2) inclusion of multiple attachments such as various Pre-Proposal Inquiry (PPI) amendment attachments and technical drawing updates, and 3) responses to 115 pre-proposal inquiries covering technical, procedural, and logistical aspects of the project.

The solicitation (N4008525R2543) involves constructing two clearwell tanks with specific technical requirements, including 18" and 24" influent and effluent pipes, concrete coating specifications, and foundation design considerations. The project has a substantial timeline of 1,095 days after award, with a maximum tank draw-down rate of 410,000 gallons per hour. The contracting agency is NAVFACSYSCOM MID-ATLANTIC, and all correspondence regarding the solicitation should be directed via email to Ashlee Beggs. The amendment indicates that Build America, Buy America (BABA) and American Iron and Steel (AIS) requirements do not apply to this specific solicitation.

AND CERTIFICATIONS (NOV

2023) lists the following: “(ii) 252.225-7000, Buy American-- Balance of Payments Program Certificate.”

Are we required to comply with American Iron and Steel (AIS) and/or Build American Buy America (BABA) requirements for this project?

These mentioned clauses fall under FAR 52.204-8 Annual Representations and Certifications and DFAR 252.204-7007 Alternative A, Annual Representations and Certifications; FAR 52.225-1, FAR 52.225-2, and DFAR 252.225-7000 DO NOT apply to this particular solicitation.

5 If this project has AIS or BABA requirements, does the temporary piping we are required to provide by GC006, GC007, GC008, GC010, GC013, GC014, GC015, GC016, GC017, GC018, GC019, GC020, & GC020 need to be AIS or BABA compliant?

Provide temporary piping in accordance with the Contract requirements, including the requirements set forth in amendment 0001, incorporating FAR 52.225-11 and 52.225-12.

6 Specificati on Sections 25 05 11, 27 10 00, & 40 60 00

Specification Sections 25 05 11, 27 10 00, & 40 60 00 describe the Integration work for the project.

These specifications provide performance requirements only.

Does the Owner have a preferred Systems Integrator, or is it up to the Contractor to find a Systems Integrator that meets the specification requirements?

The current Gov't Systems Integrator is Concentric Integration. However, the Gov't makes no preference to system integrators and it is the responsibility of the Contractor to meet the requirements established in the Plans and Specs.

7 1 13 We respectfully request that the proposal due date be postponed a minimum of four weeks to provide sufficient time for prime contractors and their subcontractors to develop their estimates/proposal for this complicated project. We have received requests from multiple key subcontractors and equipment suppliers that the date be postponed.

Please see Amendment 0002; the proposal due date has been extended to 22 April 2025 by 2pm ET.

8 GC0

Plan Sheet GC001 shows two different scales. Please confirm that the 1”=20’ scale is the correct scale to use on this plan sheet.

The correct scale is 1" = 20' for Plan A1 on Sheet GC001

Please see the attachments in Amendment 0003.

9 43 41 63 Please clarify whether the tank builder will be allowed to design the floor in accordance with AWWA D110 OR whether we must adhere to Minimum concrete coverage over bar requirements shown in Specification section 43 41 63.

Design the floor in accordance with

AWWA D110.

10 Please provide the applicable wage rates for Heavy/Highway.

Please see the updated wage determination (WD# IL20250020) in Amendment 0003.

11 Is the exterior concrete of the two proposed clearwells to be coated?

If yes, please confirm that two coats of Sherwin Williams Loxon XP or equal on the concrete dome and wall is acceptable.

Provide a decorative coating to the exterior dome surface using one coat of cementitious based, polymer-modified damp-proofing to waterproof the concrete. Provide admixtures suitable to seal vertical and light-duty horizontal surfaces. After application of damp-proofing, provide one coat of non-cementitious, high-build 100 percent acrylic resin polymer as a textured protective coating.

12 41 of

N4008525 R2543+Sol icitation

Please provide the substantial and final completion days for this project.

1095 days after award

13 Please provide the maximum draw down rate for the proposed clearwells.

410,000 gallons per hour

What is the allowable bearing capacity for the proposed clearwells?

Deep foundations or ground improvement will be required to support the anticipated loading. See the answer to question 15 for anticipated settlements assuming a 4.9 ksf vertical pressure at the footing below the tank walls.

15 What is the total and differential settlement for the proposed clearwells?

Based on the existing ground conditions and anticipated loading, a maximum settlement of 8.1 inches was calculated at the center of each Clearwell and the maximum differential settlement was calculated to be 2.8 inches. It has been assumed that the Delegated tank design will either incorporate deep foundations or ground improvement methods to limit the settlement to acceptable limits based on the selected tank manufactures requirements.

16 Is it necessary to design the clearwells against hydrostatic uplift due to high groundwater or flood levels, and if so, what is the design groundwater/flood elevation? We would suggest that the tank bear above this elevation, if possible. If the tank will not bear above the design groundwater elevation, please provide recommendations for resisting hydrostatic uplift forces.

For the purpose of design, the groundwater level should be assumed to be at 10 feet below the ground surface at the clearwell location. Due to the proximity of Lake Michigan the groundwater level will be dependent on seasonal lake elevations and will need to be assessed at the time of construction when considering groundwater effects on construction activities.

17 Please confirm that AIS and BABA are not required on this project.

Please see amendment 0001, incorporating FAR 52.225-11 and 52.225-12. Also please note - FAR 52.225-2, and DFAR 252.225-7000 DO NOT apply to this solicitation.

18 What are the required working hours for this project?

Refer to Section 01 14 00, Work Restrictions.
