About this file
This document is an Amendment (Amendment 0004) to Solicitation N4008525R2543 for a Design-Bid-Build Water Treatment Plant (WTP) Clearwell Repair/Replacement project at Naval Station Great Lakes, Illinois. The amendment provides responses to 18 pre-proposal inquiries (PPIs) covering a range of technical and procedural questions, including clarifications on waterproofing methods, cement types, electrical connections, skylights, structural fill, and permit requirements.
Key responses include confirming that cement must be Type I or Type II, skylights need to be designed as removable single units, single-phase 120V power can be used for certain equipment, and the government is pursuing construction permits while requiring contractor coordination. The proposal due date remains 22 April 2025, and the amendment allows for unit cost payment for disposal of materials not acceptable at a CCDD facility. All correspondence regarding the solicitation should be directed to Ashlee Beggs via email.

The answer to this question appears to contradict itself.
Please confirm the inlet riser detail on MP305 is for the two inlets in Clearwell 1, and the inlet detail on MP307 is for the two inlets on Clearwell 2.
Correct - refer to Detail B4 on MP305 for the 18" CWI pipes into Clearwell 1, and Detail 4 on MP307 for the 18" and 24" CWI pipes into Clearwell 2.

We have checked with local concrete suppliers and the only type of cement readily available is IL. Over the last few years, there has been a, indistry shift from Type I, II, I/II cement to Type IL and Type IL is the cement type widely used throughout the country. Please confirm use of Type IL cement for this project.
Cement must be Type I or Type
II.

through the Government mentioned that they were procurring the operational use permit from IDPH to operate the project. Please confirm the Governement is procurring this procurement, which is contradictory to spec section 015719 1.8 which indicated the Contractor is responsible for all permits.
Clarification. During the pre-bid the Government indicated the need for IEPA permits. The Gov't is pursuing the permit to construct, but the application for the permit to operate will require the construction contractors coordination with the NAVSTA EV department.

2.1 The first sections of
specfication 01 78 24 Facility Data Workbook (1.1-1.5) indicate only an excel file is to be submitted.
However section 2.1 of the specifaction references the included Model & Facility Data Matrix which could infer that a "Digital Twin" as-built model is required to be submitted. Please confirm a "Digital Twin" as-build model is not required, only the excel version mentioned in section 1.1-1.5.
Section 1.1.2 is a definition of the FDW. The requirement per Section 2.1 is what is to be followed by the contractor, which is an excel file of the "Model & Facility Data Matrix". An as-build model is not requested in this section, but systems included in the as-build are.

GHTS
A-101 Page A-101 and detail 2/A- 601indicates the skylights should be removable, however the dimensions shown (4’-1” x 4’-1”) offer limited utility as a maintenance opening. Are these skylights required to be removable? Are permanent installed skylights acceptable? If so, do permanent skylight need to be pyramid style or are single panel flat sloped skylights allowed as well?
Skylights need to be designed as a single unit to allow for its removal as a single piece in order to pull the pumps. Not stick-built in place.
