About this opportunity
The U.S. Army Corps of Engineers, Engineering District New York seeks design-build construction of the ERCIP Wellfield Expansion at Fort Drum, New York, with proposals due August 12, 2026 at 2:00 PM EST. This is an unrestricted, full and open competition with HUBZone price evaluation preference.
Place of performance is Fort Drum, NY 13602. The project requires designing and constructing five new potable groundwater production wells capable of producing a minimum combined output of 500 gallons per minute, associated wellhouses (approximately 196 square feet each), water transmission piping approximately 5,000 linear feet with minimum 6-foot burial depth, SCADA integration with the existing Trane Tracer SC+ platform using manufacturer-certified technicians, electrical distribution upgrades from two separate sources for redundancy, communications infrastructure, stormwater management systems, and site restoration. The mandatory performance period is 910 calendar days from Notice to Proceed. Work includes Low Impact Development stormwater best management practices for approximately 1.3 acres of new impervious surfaces, wetland mitigation via Fort Drum's Wetland Mitigation Bank, dewatering operations, and all permitting coordination with New York State Department of Health and other agencies. The contractor must comply with UFC standards, cybersecurity requirements (UFC 4-010-06, Mission Essential classification with Moderate-Moderate-Moderate CIA impact levels), and ASHRAE 90.1 energy efficiency standards requiring 30 percent consumption reduction from baseline.
The project magnitude range is $10 million to $25 million as a firm fixed-price contract. Three contract line items include design (CLIN 0001), construction (CLIN 0002), and preparation of Final Record Drawings and Operation & Maintenance Manual at pre-priced $100,000 (CLIN 0003). A bid guarantee of 20 percent of bid price or $3 million, whichever is less, is required.
Evaluation uses Best Value Tradeoff methodology, weighing Factor 1—Past Performance (most important non-price factor), Factor 2—Small Business Participation Plan and Past Utilization of Small Business (least important non-price factor), and Factor 3—Price (approximately equal in importance to combined non-price factors). Offerors must demonstrate past performance on water transmission system projects exceeding $5 million in scope, complexity, and magnitude, submitting 2–3 construction projects (water systems at least 2,500 linear feet) and 1–2 design projects including water transmission line design. Small business participation goals total 10 percent of contract value with socio-economic sub-goals: 2% SDB, 2% WOSB, 2% SDVOSB, 1% HUBZone, and 2% VOSB.
A mandatory site walkthrough was held July 2, 2026 at 0800; visitor access required REAL ID-compliant identification and sponsorship through Nicole Gardner or Erin Keegan. The inquiry cutoff was July 9, 2026 at 11:59 AM EST. Proposals must be submitted electronically via email to Brian H. Winters (Brian.H.Winters@usace.army.mil) and Nicholas P. Emanuel (nicholas.p.emanuel@usace.army.mil) in Adobe PDF format with individual files not exceeding 5 MB and total email not exceeding 25 MB. Amendment 5 (August 10, 2026) extended the deadline from August 7 to August 12, 2026 and removed Advanced Modeling (BIM/CIM) requirements due to wellhouse scale. The NAICS code is 237990 (Other Heavy and Civil Engineering Construction) with a $45 million size standard; PSC is Y1NZ (Construction Of Other Utilities).
