About this file
This document contains bidder walkthrough instructions and visitor access procedures for the Fort Drum Well Field contract opportunity. The bidder walkthrough is scheduled for Thursday, July 2, 2026, at 0800 hours at the Well Field location (water tower and treatment plant area), which is marked on the accompanying Fort Drum installation map. Prospective bidders must obtain visitor passes prior to accessing Fort Drum property, as the meeting location, while on Fort Drum grounds, is outside the main cantonment fence. Individuals without a Common Access Card (CAC) must submit a completed IMDR-ES Application for Sponsorship to Nicole Gardner (nicole.l.gardner14.civ@army.mil) or Erin Keegan (erin.l.keegan.civ@army.mil) to obtain a visitor pass. The application accommodates up to five individuals per form and requires REAL ID-compliant identification; acceptable forms include U.S. passports, permanent resident cards, employment authorization documents with photo, school identification cards with photo, military or draft records, Coast Guard Merchant Mariner Cards, Transportation Worker Identification Cards, or Native American Tribal Documents. U.S. citizens will be granted unescorted access. Visitor passes may be picked up on July 1 or July 2 at the Visitor Center located outside the North Gate (Gate #3) on the righthand side of the road.
Bidders are advised to avoid driving through Fort Drum's main cantonment to reach the walkthrough location, as Gate 1 (Gas Alley) is currently closed for construction. The recommended route to the Well Field site is via Routes 11 and 26. The visitor application requires personal information (last name, first name, middle initial, date of birth), identification details (ID type, number, and issuing state), citizenship, vehicle information (make, color, license plate number, and issuing state), dates and times of requested access, and justification for the visit. Completed applications should be submitted to the two identified Army points of contact, who will complete sponsor information and submit forms to the Installation Access Control Office for NCIC-III background clearance.

Bidder Walkthrough will be held Thursday, 2 July at 0800. The meeting location is marked on the attached map.
The meeting location is not inside Fort Drum’s main cantonment fence. You will still be on Fort Drum property and will need a visitor’s pass if you do not already possess a CAC Card. To obtain a visitors pass, fill out the attached “IMDR-ES…” Application.
Send completed applications to Nicole Gardner nicole.l.gardner14.civ@army.mil and Erin Keegan erin.l.keegan.civ@army.mil. They will fill in the Sponsor Information and submit the forms.
You will be notified if there are any problems with your visitor pass.
You can pick up your visitor passes the day of the walkthrough or the day before. You must stop at the visitor center to obtain your pass. The location is marked on the map. It is a building just outside the main gate (North Gate) on the righthand side of the road.
It is recommended that you do not drive through Fort Drum to get to the walkthrough meeting location. Gate 1 (aka Gas Alley) is currently closed due to construction. It is recommended you drive to the site via rt 11 and rt 26.
Key notes:
1- The application is set up so that 5 different people can be put onto one sheet. Use up as many spaces as possible.
2- Pay special attention to the acceptable ID Types. IDs must be real ID compliant. If someone intends to use a passport, write “US Passport” in the “ID Type” field.
