About this file
This is a Justification and Approval (J&A) document for a non-competitive procurement under 10 U.S.C. § 2304(c)(1) for the Trane Supervisory Control and Data Acquisition (SCADA) Wellfield Expansion project at Fort Drum, New York.
The U.S. Army Corps of Engineers (USACE), New York District, is procuring brand-name components for expanding the existing Trane-based SCADA system that controls the facility's water wells. The project involves adding Trane Supervisory Control and Data Acquisition system panels to five wellhouses to integrate seamlessly with the existing proprietary Trane platform. The estimated contract value is $275,000 for a firm-fixed-price (FFP) construction contract with an approximate performance period of 910 calendar days. This procurement will be solicited and awarded as a Best Value Trade Off (BVTO) under FAR Part 15 and will include proprietary programmable logic controllers (PLCs), input/output (I/O) modules, SCADA software licenses, and associated engineering services for programming, configuration, and integration. The justification establishes that only Trane components will satisfy agency requirements due to the proprietary nature of the existing system's architecture, communication protocols, and programming environment. Alternative systems from other vendors cannot integrate with Fort Drum's existing SCADA infrastructure without extensive system redesign and cybersecurity recertification risks. A Notice of Intent (NOI) was published on March 18, 2026, and received no responses. Funding is provided through the Energy Resilience and Conservation Investment Program (ERCIP) Military Construction (MCA) account.
