All contractor personnel must possess and maintain an active SECRET security clearance and U.S. citizenship. The contractor shall provide comprehensive day-to-day maintenance—including emergency response (3-hour requirement), urgent calls (8-hour requirement), routine maintenance (2-working-day completion), general interior and exterior repairs, electrical and plumbing work, HVAC services, galley and laundry equipment maintenance, painting, welding, lock services, firefighting equipment inspection, deep cleaning and sanitization on semi-annual intervals, and system familiarization training. Regular working hours are 0700–1530 Monday through Friday, with overtime work as required. Service call volume historically does not exceed 5 percent emergency or urgent calls.

The NAICS code is 336611 (Ship Building and Repairing); PSC is J019 (Maint/Repair/Rebuild Of Equipment—Ships, Small Craft, Pontoons, And Floating Docks). The base period runs August 1, 2026 through July 31, 2027, with four one-year options and one six-month option under FAR 52.217-8, extending through January 31, 2032. The base period includes 97,696 estimated direct labor hours; all options exercised total 439,632 man-hours. Labor categories span 15 positions including fore persons, supervisors, administrative assistants, supply technicians, system support specialists, warehouse specialists, electricians, HVAC mechanics, painters, pipefitters, plumbers, sheet-metal workers, telecommunications mechanics, welders, and engineering technicians. Government-estimated plug numbers (base period): Travel $35,400; Other Direct Costs $4,622,723; Materials $4,890,962.

The contract is Cost Plus Fixed Fee with fee allowable on labor only—not on Other Direct Costs, travel, or materials. Proposals must be submitted electronically in four volumes: Facilities Security Clearance (no page limit), Technical Approach (60 pages for Performance Approach), Past Performance (15 pages, three references from the preceding five years with minimum one year completed performance required), and Cost/Price (no page limit). Evaluation weighs non-cost factors significantly more important than cost, with Technical more important than Past Performance. Award will be made without competitive range establishment or exchanges to the offeror providing best value. This is a new requirement with no incumbent.
