About this file
This is a Request for Proposal (RFP) for a Cost Plus Fixed Fee (CPFF) task order to provide living barge berthing, messing, labor, materials, and other direct costs for the U.S. Navy Fleet Forces Command in Norfolk, Virginia. The solicitation number is N0018926RL013, with a solicitation issue date of 21 April 2026 and an offer due date of 12 May 2026 at 12:00 PM Eastern Time. The contract is set aside for Women-Owned Small Businesses (WOSB), with a NAICS code of 336611 and a small business size standard of 1,300 employees.
The base performance period runs from 1 August 2026 to 31 July 2027, with four optional one-year extensions extending through 31 January 2032. The Government estimates 97,176 direct labor hours for the base period and 437,292 total hours if all options are exercised, distributed across 15 labor categories including supervisors, maintenance technicians, engineers, welders, and various trades personnel. Contract line items cover Berthing and Messing Labor, Barge Materials, Other Direct Costs (ODCs), and Travel, with plug numbers provided for ODCs ($4,622,723 base), Materials ($4,890,962 base), and Travel ($35,400 base). The solicitation requires proposals in four volumes: Facilities Security Clearance (Secret level required), Technical Approach (Performance and Staffing/Management), Past Performance (up to three relevant contracts within five years), and Cost/Price. Evaluation will prioritize non-cost factors, with Technical being more important than Past Performance. Award will be made to the offeror providing best value without guaranteed exchanges, and the Government reserves the right to contact offerors for clarifications. Proposals must be submitted electronically to Samantha Ballance and Zackery Bowman with page limits of 60 pages for Performance Approach, 15 pages each for Past Performance and Cost/Price, and no limit for Facilities Security Clearance verification.
