About this file
This document is a Questions and Answers file for federal contract solicitation N0018926RL013 for Berthing and Messing Program Services.
The Q&A addresses three key inquiries from prospective offerors. First, regarding Facilities Security Clearance (FCL) requirements, the government clarified that offerors must possess an active Secret Level FCL at the time of proposal submission, with no exceptions for clearances in process. Second, when asked about incumbent contractors or prior similar work, the government confirmed this is a new requirement with no predecessor contract. Third, in response to a request for extended timeline, the government issued Amendment 0001 extending the proposal submission deadline from May 12, 2026 at 12:00 PM ET to May 19, 2026 at 12:00 PM ET, providing additional time for offerors to respond following the May 6, 2026 question deadline.
