About this file
This is a Questions and Answers document for federal contract solicitation N0018926RL013 concerning Berthing and Messing Program Services.
The document addresses two key inquiries from potential offerors. The first question concerns whether offerors can submit proposals while their Facilities Security Clearance (FCL) at the Secret Level is pending. The answer clarifies that an active FCL at the Secret Level must be possessed and verified at the time of proposal submission, as required by Section L of the solicitation and the Performance Work Statement (PWS). The second question inquires whether this is a recompete of an incumbent contract or a brand-new requirement, and if so, requests historical award information or details of similar services previously procured by the customer. The answer confirms this is a new requirement with no incumbent or prior similar services identified.
