This document is Amendment 0003 to Solicitation N0018926RL013, issued by the Naval Supply Fleet Logistics Center Norfolk on May 7, 2026, with an effective date of that same date. The amendment updates the level of effort pricing sheet, updates Section L (Instructions, Conditions, & Notices to Offerors), and extends the question submission deadline from June 6 at 12:00 PM ET to May 8 at 12:00 PM ET.
The Government intends to award a Cost Plus Fixed Fee (CPFF) task order under FAR 16.505 and FAR Subpart 19.5 based on best value to the Government. The solicitation requires four separate volumes: Volume I (Facilities Security Clearance—no page limit), Volume II (Technical Approach with Performance and Staffing/Management subfactors—60 pages for Performance Approach), Volume III (Past Performance—15 pages), and Volume IV (Cost/Price Proposal—no page limit). Offerors must demonstrate an active Secret-level Facilities Security Clearance and provide up to three relevant contracts performed within five years with at least one year of completed performance by the closing date. The cost proposal must include detailed breakdowns by cost element (direct labor, indirect costs, travel, subcontracts, and fixed fee) with supporting documentation. Government-estimated plug numbers for Travel, Other Direct Costs (ODCs), and Materials are provided for the base period and four option periods. The Government reserves the right to award without exchanges and may contact offerors with clarifying questions as permitted under FAR Part 16.
