DEFINITIONS
· Enplanements – a numerical count of passengers flying out of the airport. Does not include those passengers flying into the airport.
· Minimum Annual Guarantee (MAG) – a rent amount that Concessionaire pays to the airport in 12 monthly installments.
· Performance Guarantee – a surety bond or letter of credit from the Concessionaire that is held by the airport to assure contractual performance.
OPPORTUNITY AVAILABLE
KCAB has the following available Food & Beverage concession opportunities. These spaces include:
· A-015 – Currently Blaze Pizza
· A-031 – Currently the Christian Moerlein Taproom
· A-004 – Former Panda Express location (now vacant)
· A-020 – Currently Subway While a local branding partnership is preferred, it is not required. KCAB will carefully consider proposals to ensure there is no overlap or competing concepts within the Concourse.
Proposers may submit a proposal for a single location or multiple locations. Proposers may present a preferred concept or an alternative concept per location. Creative and innovative models, such as ghost kitchens, are encouraged and preferred specifically for location A-004.
For location A-031, KCAB is interested in hybrid models that integrate both food and retail offerings. The ideal concept would combine a full-service restaurant with a curated retail selection and grab-and-go snacks and beverages.

ELEVATE CVG
Elevate CVG is a multi-year terminal improvement program aimed at enhancing operational efficiency, modernizing facilities, and delivering a customer-centric experience. Designed to meet growing passenger demand, the program will strengthen CVG’s position as a leader in airport innovation. The program’s budget is estimated at $575 million, funded through airport revenue bonds and federal and state grants.
Construction is set to begin in 2025, with the program expected to be completed by 2029 in phases. Initial work has already started with the demolition of parts of the baggage system, which will continue until mid-2025. Visible construction at the airport is expected to begin in 2026.
The Commercial Management Team is working closely with Project Managers to ensure that Concession locations are incorporated into the planning and execution of this multi-year project. Learn more about Elevate CVG here: CVG's Facility Modernization Program.

BEFORE SUMBITTING
· The initial step is to determine that your business(es) and concept(s) meet the minimum qualifications and general requirements. Businesses with experience in high-volume sales and environment are the best positioned to operate a busy airport location successfully.
· Please keep in mind that building and operating as location in the airport is a higher cost than a traditional street location.
· Recent concession build-outs at the airport have resulted in estimated costs ranging from $600.00 to $900.00 per square foot for Food and Beverage units. Proposers should expect to invest at least the average or higher. Each proposer is responsible for assessing and including their anticipated capital investment in their proposal. While there is no minimum investment requirement, the evaluation committee will analyze the proposed capital investment, its feasibility, and overall reasonableness as part of the scoring process.
MINIMUM QUALIFICATIONS
· Concessionaire must have a minimum of three (3) years prior experience in marketing, development, operation, and management of food and beverage locations in airports or similar facilities with a high-volume environment.

Proposer’s who require a minimum number of locations must clearly identify this as an exception in the proposal. This will help the evaluation team understand the minimum number of locations an operator is willing to accept and allow for more informed decision-making based on available spaces. KCAB reserves the right to award one or more locations included in a proposal, with final decisions based on the best fit between concept and location.

Failure to respond to all questions thoroughly and completely may result in disqualification of the offer. KCAB reserves the right to thoroughly investigate the financial status, qualifications, experience, and history of performance of each proposer. Failure to demonstrate adequate business skills or financial resources necessary to operate the business successfully, as revealed by either the financial statements or the experience statement, may result in the disqualification of the offer.
In addition, KCAB shall not be obligated to accept any proposal from any proposer that is now or has been in arrears, default or non-compliance of any current or previous agreement or obligation to KCAB.
KENTUCKY OPEN RECORDS ACT
Each proposer must specifically identify any portion of its offer which it deems confidential, or which contains proprietary information, patents, copyrights, or trade secrets. Proposer should provide justification of what material should not be disclosed, upon request, by KCAB to a third party. All documents received by KCAB are subject to general inspection under the provisions of Kentucky Revised Statutes Chapter 61.870 et seq, the “Kentucky Open Records Act”, subject to very narrow exceptions. These statutes may require disclosure of documents a proposer deems confidential. KCAB may otherwise use or disclose the data submitted by each proposer for any purpose unless such data is so identified as confidential or proprietary by the proposer. The proposer’s opinion of proprietary information is not binding upon KCAB.
AWARD AND AGREEMENT EXECUTION
KCAB reserves the right to waive any informality or irregularity in any offer or bid guaranty, to reject any or all offers, to award or refrain from awarding a contract, and to negotiate with the apparent qualified responsible proposer to such extent as may be beneficial to KCAB.
Proposer will be required to enter into a contract substantially in the form of the Agreement (Attachment B). Proposer must deliver a fully executed Agreement to KCAB within 45 calendar days of notification of award.
GRATUITIES AND KICKBACKS
It is a breach of ethical standards for any person to offer, give, or agree to give any employee or former employee, or for any employee or former employee to solicit, demand, accept, or agree to accept from another person, a gratuity or an offer of employment in connection with any decision, approval, disapproval, recommendation, preparation of any part of a program requirement or a purchase request, influencing the content of any specification or procurement standard, rendering of advice, investigation, auditing, or in any other advisory capacity in any proceeding of application, request for ruling, determination, claim or controversy, or other particular matter, pertaining to any program requirement or a contract or subcontract, or to any solicitation or offer therefore.
It is a breach of ethical standards for any payment, gratuity, or offer of employment to be made by or on behalf of a subcontractor under a contract to the prime vendor or higher tier subcontractor or any person associated therewith, as an inducement for the award of a subcontract or order.
In the event that any gratuities or kickbacks are offered or tendered to any KCAB employee, the offer shall be disqualified and shall not be reinstated.
KCAB expressly discourages any potential proposer from engaging in any indirect or direct lobbying efforts of any Board member, KCAB staff member, or other person or organization who may be involved in this RFP process.
