About this file

This is a Request for Proposal (RFP) issued by the Kenton County Airport Board (KCAB) for Food & Beverage Concessions at Cincinnati/Northern Kentucky International Airport (CVG). The RFP seeks proposals for three concession locations in Concourse A: A-004 (vacant former Panda Express, 1,528 SF), A-015 (Blaze Pizza, 1,862 SF), and A-031 (Christian Moerlein Taproom, 1,614 SF). Proposers may submit single or multiple location proposals with preferred and alternative concepts. A non-mandatory pre-proposal meeting and site visit will be held on April 21, 2026, at 9:00 am, with RSVP required by March 25, 2026. Questions must be submitted by May 14, 2026, with answers provided by May 21, 2026. Proposals are due by June 25, 2026, at 2:00 pm ET through KCAB's online bidding system. Shortlisted proposers will be notified the week of July 13, 2026, with on-site meetings/interviews scheduled for the week of August 3, 2026. Award selection is anticipated for August 26, 2026, with board approval expected September 28, 2026, contract implementation by November 18, 2026, turnover of premises in March 2027, and operations beginning June 2027. Proposers may propose contract terms of up to ten years.

Pricing structures must follow one of two models: Street Pricing plus 10% (with comparable locations mutually agreed upon in the Cincinnati/Northern Kentucky region) or Unified Pricing (same prices across all locations or geographic zones). Rent percentages are expected between 11-16% of gross sales, with a Minimum Annual Guarantee (MAG) proposed for the first year and thereafter at 85% of actual rent paid but not less than the first-year amount. Each concessionaire must contribute 0.5% of gross sales to a Marketing Fund. Proposers must provide a $5,000 proposal deposit (certified check, cashier's check, proposal bond, or irrevocable letter of credit) and a performance guarantee equal to half of the first-year MAG. Insurance requirements include $2 million Commercial General Liability, $2 million Auto Liability, and Property coverage for replacement cost of improvements. Minimum qualifications require three years of prior experience in food and beverage operations in airports or high-volume facilities and demonstrated financial capacity to finance and operate the proposed concept. Capital improvement costs are estimated at $600-$900 per square foot. The concessionaire is responsible for all utilities, maintenance, repairs, taxes, licenses, permits, facility design, construction, and badging/security costs. A-004 requires complete interior renovation with plumbing installation; A-015 and A-031 are existing operations with 2024-2025 sales data provided ($893,552 and $1,007,541 for A-015; $2,016,906 and $1,914,437 for A-031). Evaluation is conducted in two phases: Phase 1 scored criteria include proposed concept and business plan (30 points), qualifications and experience (25 points), financial capacity (10 points), facility design and capital investment (20 points), term and financial offer (10 points), and employee training and staffing plans (5 points); Phase 2 evaluates shortlist proposers based on on-site meeting/interview performance (20 points).

ELEVATE CVG

Elevate CVG is a multi-year terminal improvement program aimed at enhancing operational efficiency, modernizing facilities, and delivering a customer-centric experience. Designed to meet growing passenger demand, the program will strengthen CVG’s position as a leader in airport innovation. The program’s budget is estimated at $575 million, funded through airport revenue bonds and federal and state grants. Construction began in 2025 and will continue in phases for several years.

The Commercial Management Team is working closely with Project Managers to ensure that

Concession locations are incorporated into the planning and execution of this multi-year project.

Learn more about Elevate CVG here: CVG's Facility Modernization Program.

1.8. REQUIRED PRODUCTS/SERVICES

• Each location must be supervised by a dedicated, qualified, competent, and experienced on-site manager. In the manager’s absence, a qualified subordinate shall be designated to oversee operations and ensure continuous, effective management of the premises.

https://www.cvgairport.com/business/elevate-cvg/

• Queuing may occur outside the assigned premises, with the successful proposer responsible for maintaining order and minimizing disruption. Permanent barriers inside the premises are recommended to ensure safe and orderly customer flow.

• Multiple cash registers must be installed to accommodate peak sales periods and provide expeditious service. While self-ordering kiosks are recommended, staff must still be available to assist customers.

• The point-of-sale system must be able to accept multiple types of payments such as cash, debit/credit cards, gift cards, mobile pay, and airline vouchers.

• A “to-go” option must be available for all menu items, using packaging that is easy for travelers to carry and use.

• Speed of service is a critical requirement, and the Concessionaire must be able to serve a high-quality product in a hospitable environment.

• The Concessionaire must accept all airline-issued meal vouchers, both digital and paper formats, for the purchase of food and non-alcoholic beverages. The Concessionaire is responsible for ensuring its point-of-sale system and staff are equipped to process these vouchers efficiently to accommodate passengers during flight delays.

• If the proposed brand offers mobile ordering and/or customer rewards/loyalty programs/gift cards at its street-side (non-airport) locations, the Proposer must implement those same services at the Airport location(s). At a minimum, the Proposer will provide:

A. Mobile Ordering: Provide functionality for customers to place and pay for orders through the brand’s existing mobile application or designated third-party platforms, with the ability for passengers to schedule pickup within the Airport.

B. Rewards & Loyalty Programs: Ensure customers are able to earn and redeem loyalty/rewards points in the same manner as at street-side locations.

C. System Integration: Proposer shall be responsible for any costs associated with integrating these systems into the Airport operation, including but not limited to point-of-sale compatibility, staff training, and signage.

D. Ongoing Compliance: Maintain functionality of these services throughout the term of the

Agreement and implement updates consistent with brand-wide standards.

• Failure to provide and maintain these services, where applicable, will be considered a material breach of the Agreement.

1.9. REQUIRED MENU ITEMS

• The menu and beverage offerings must cover all day parts (breakfast, lunch and dinner) for A-

004, A-015 and A-031 and include healthy alternatives (e.g., salads, fruit, non-meat options).

• Menu offerings must feature options designed and priced specifically for children.

• Limited Time Offers (LTOs) that exist at street-level locations are expected to be honored at the airport, with the same operational support and consideration as the permanent street-level counterparts.

• The airport requires digital menu boards and mobile ordering devices to improve customer processing and satisfaction. While self-ordering kiosks are recommended, staff must still be available to assist customers.

• Menu offerings must be of high quality and offer value to the customers.

• For A-031, alcohol service is required, and the selected proposer must obtain a liquor license.

1.11. BEFORE SUBMITTING

The initial step is to determine that your business and concept meet the minimum qualifications and general requirements. Businesses with experience in high-volume sales and environment are the best positioned to operate a busy airport location successfully.

Please keep in mind that building and operating a location in the airport is a higher cost than a traditional street location.

Recent concession build-outs at the airport have resulted in estimated costs ranging from $600.00 to

$900.00 per square foot for Food and Beverage units. Proposers should expect to invest at least the average or higher. Each proposer is responsible for assessing and including their anticipated capital investment in their proposal. While there is no minimum investment requirement, the evaluation committee will analyze the proposed capital investment, its feasibility, and overall reasonableness as part of the scoring process.

1.12. MINIMUM QUALIFICATIONS

• Proposers must have a minimum of three years prior experience in marketing, development, operation, and management of food and beverage locations in airports or similar facilities with a high-volume environment.

• Proposers must demonstrate the ability to finance and undertake the monetary commitment to successfully develop, construct, and operate the proposed concept.

1.13. RFP QUESTIONS

KCAB is not bound by, and proposers may not request or rely on any oral interpretation or clarification of this RFP. Therefore, any questions regarding this RFP are encouraged and should be submitted electronically using the Q&A tab of this RFP on KCAB’s online bidding system, which can be accessed at https://procurement.opengov.com/portal/cvgairport.

All communications regarding this solicitation must only be through the Contract and Procurement

Administration Department. No communication is to be directed to any other KCAB personnel unless otherwise instructed by the Contract and Procurement Administration Department. Failure to comply may result in the disqualification of the proposer’s submittal.

1.14. ADDENDA

In the event it becomes necessary to revise, change, modify or cancel this RFP or to provide additional information, written addenda will be issued to all recipients of this RFP.

1.15. EVALUATION CRITERIA

Offers will be evaluated based on various key elements.

KCAB will review and rank proposers’ submissions based on the evaluation criteria listed above. Top ranked proposers will be invited to present their proposals during an onsite meeting/interview shown in the Timeline. During this meeting, proposers must present financial information, including, but not limited to, balance sheets and income statements for the last three (3) fiscal years.
