About this file
This is a Technical Design Criteria Manual prepared by the Kenton County Airport Board (KCAB) for concession projects at Cincinnati/Northern Kentucky International Airport (CVG), revised March 24, 2026 for the Concession RFP Release. The manual establishes comprehensive design and construction standards organized by CSI divisions, covering 27 items in General Requirements, 5 items in Existing Conditions, and additional specifications across 15 CSI divisions including Metals, Thermal & Moisture Protection, Openings, Finishes, Specialties, Equipment, Fire Suppression, Plumbing, HVAC, Integrated Automation, Electrical, Electronic Safety & Security, and Utilities. Key requirements include mandatory site visits by designers prior to design submission, scoping meetings involving Airport IT, Facility Technology SME, ARFF, Asset Manager, Life Safety, and Security personnel, and preconstruction meetings with the same stakeholders. Contractors must obtain permits from Boone County Building Department prior to preconstruction meetings and comply with ADA requirements, fire safety codes, and CVG's Design Criteria Manual. A pre-proposal site visit is scheduled for Tuesday, April 21, 2026 at 9:00 am at CVG Main Terminal Ticketing Level, with RSVP required by March 25, 2026. Questions are due by May 14, 2026, and proposals must be received by June 25, 2026 at 11:59 pm.
The manual establishes mandatory construction practices including temporary partition specifications (minimum 8 feet tall metal stud framing with drywall), dust mitigation requirements with daily cleaning and air scrubber equipment, and mandatory presence of licensed HVAC, electrical, and plumbing tradesmen on-site. Plumbing specifications require replacement of existing sanitary systems with new vertical stacks and fire-wrapped PVC piping, backflow assembly testing and certification, and water meters reading in cubic feet replaced every 10 years. HVAC requirements include automated logic controls for VAV systems with dedicated power circuits, duct smoke detectors for RTUs 8.5 tons or larger, and system balancing to accommodate new uses. Electrical work requires First Responder Disconnect (FRD) installation at main breakers with shunt trip breakers in recessed Knox Boxes, tracing and labeling of all existing circuits, and separate permitting for electrical signage. All utility connections must be requested via CVG's 7016 Planned Utility policy, and roof penetrations must be performed by certified contractors to maintain warranties and lightning protection system compliance. The manual incorporates lessons learned from previous concession projects and requires a Fire Alarm Pre-Test witnessed by Boone County and CVG ARFF prior to project completion.

Project: Concession Projects Format: CSI Master Format Reference Guide Inclusive of: Lessons Learned on Concession Projects Notes and Information to Confirm or Include:
· The Lessons Learned and other technical project development past issues are incorporated into this document suggested to become the “Technical Design Criteria Manual mentioned in the CDCM or remove reference to “Technical Design Criteria Manual, And include as Concession Technical Standards.
· Including Language for utilizing original building construction specifications (Applies to Tenants or Terminal / Passenger facing Tenants to retain original building construction specifications)
· The attached specifications organize only to divisions of work. Detail to specific specification CSI number and incorporate into the current DCM. Past discussions were there would not be specific standards for CVG CIP, Tenant , and Concessions, thus the DCM would need to incorporate Tenant and Concession sections for the same specification section.
· Review Pulse Meter: Electric, Gas, Water and correct language. Share the conversation with Concession Group. Archie, Jacob.
· Pulse Meter: Deferred until CVG makes a resolution

The proposer is responsible for meeting the requirements of the Americans with Disabilities Act (ADA), ADA Accessibility Guidelines for Buildings and Facilities (ADAAG), relevant state and local building codes, and Title III of FAA guidelines. KCAB reserves the right to alter or change design and construction standards during the design and review process.
22. Require the engineer to be onsite and gather any info they need for the project for the design. All Designers are required to visit the site prior to submitting design concepts for their development.
26. Scoping Meetings must include the Airport IT, Facility Technology SME, ARFF, Asset Manager, Life Safety, Security,
· Preconstruction meetings must require same SME
27. Contractors should have permit in hand and include a comprehensive list of all permits required for the project before the pre-con meeting.
· Designer must have submitted and obtained permit prior to the Pre-com meeting.
28. Any oversized items that cannot fit inside the elevators or through doors must enter the building through the designated access doors at A4 Boarding or B-26 Boarding. The use of jet bridges for deliveries will be last resort and require pre-approval from that department manager.
29. The Brand Engineer must sign off that the contractor delivered the project per the design documents, per plan, and per code.
30. The Contractor is required to provide a lockbox installed at the construction door with the entry keys inside, and include code or key to ARFF for the Knox Box prior to the start of construction

The partitions can be angle supported, weighted, and fastened above; however, no terrazzo penetrations are allowed to fasten the bottom track. Drywall joints to be caulked smooth to allow for vinyl wrap supplied by the airport to be installed. (decide on the joints) Vinyl wrap is provided and installed by CVG Sign Shop. Poly plastic reinforced and fire rated. Partition is locked with a key to the construction door or combo card and placed in a knox box. (provided by CVG?) Six-inch charcoal vinyl base.
