About this file

This document is an amendment to a solicitation for Facility Support Services including Facility Operations and Maintenance, Custodial, Solid Waste, Grounds Maintenance, and Pest Control services at two U.S. Army Garrison Miami sites. The amendment extends the proposal submission deadline, updates the Performance Work Statement, and adds information regarding storage for proposal volumes.

The requirement is set aside for 8(a) small businesses under NAICS code 561210. It is for a 12-month base period with four 12-month option periods. The government will hold site visits on March 7-8, 2024. Proposals are due by April 18, 2024 at 9:00 AM. The award will be a firm-fixed-price contract. The government will evaluate technical approach, past performance, and cost/price, with technical approach being the most important factor. Offerors must use the mandatory AbilityOne contractor for grounds maintenance.

Provide cost data to the fourth level of the WBS/PWS, except for general information and work classified and management, for which data provided to the third level is adequate. If multiple WBS/PWS paragraphs are being performed by one cross-utilized employee and the employee is listed under only one of the paragraphs, ensure that paragraphs for which cost is not included is cross referenced to the paragraph containing the cost/price. For example, if an employee performs duties under WBS/PWS paragraphs 4.0, 4.5, and 5.5, and you only listed a cost/price under paragraph 4.0, insert “see paragraph 4.0” in the pricing section for paragraphs 4.5 and 5.5. Cross-references should be utilized to preclude unnecessary duplication of data between sections.

(2) The offeror shall identify each position as exempt or non-exempt. If the position is non-exempt, the offeror shall clearly identify the specific level and title of the labor category.

(3) In the cost/price rationale section of the cost proposal, the offeror shall explain how productive hours were developed. For example, paid hours of 2087 minus 80 hours sick leave, 20 hours training, etc.

(4) In the cost/price rationale section of the cost/price proposal, the offeror shall explain how fringe benefits were developed. For example, if costs for non-exempt positions are based on rates identified in the applicable wage determination simply state this with the applicable rate. For exempt positions explain the method of cost buildup, including any specific rates and bases used. Provide rationale used in developing any applicable rates.

(5) In the cost rationale section of the cost/price proposal, the offeror shall provide the following rates used:

_______% Rate FICA

_______% Rate FUTA

_______% Rate SUTA

_______% Workers Compensation

_______% Personal Liability Insurance

Failure to follow the above cost proposal preparation instructions may cause your proposal to be deemed unacceptable by the Government.

The Government reserves the right to require the submission of Other Than Certified Cost or Pricing Data as is deemed necessary to arrive at a determination of fair and reasonable price.

(6) For proposal preparation purposes, the expected or approximate date for initiation of contract performance is 1 July 2024.

(1) Electronic Copy. Cost requirements: Files contained on the Volume IV Cost/Price may not be password protected. Electronic links are only permissible within the Cost/Price Volume. If files contain links, the links must be intact and maintained through all revisions. The Offeror shall not include pivot tables in Excel spreadsheets. The Offeror shall provide a completed Section B Supplies or Services and Prices/Costs and shall be complete.

(2) Compliance. Failure to comply with the RFP requirements for Cost information may result in an adverse assessment of an offeror’s proposal and reduce or eliminate its chance of being selected for award. Offerors shall ensure that the information presented in this volume is consistent and correlates with the information contained in the other proposal volumes. Also, the Offeror shall ensure that the information submitted in this volume is consistent with and fully supports the amounts set forth in the SF1449 and continuation sheets.

(3) General Instructions. In accordance with Federal Acquisition Regulation (FAR) 15.402 and 15.403-

1, certified cost or pricing data are not required based on the fact that adequate competition is expected for this procurement. Information other than certified cost or pricing data may be provided in contractor format providing that sufficient information is made available. Information submitted shall be prepared following the instruction in FAR 15.403-5. If after receipt of proposals the Contracting Officer determines that there is insufficient information available to determine price reasonableness and none of the exceptions at FAR 15.403-1 apply, the Offeror may be required to submit cost or pricing data. Additionally, in the event that adequate competition is not obtained, the Contracting Officer may incorporate FAR 52.215-20 entitled, “Requirements for Cost or Pricing Data or Information Other Than Cost or Pricing Data,” into the solicitation and request a Certificate of Current Cost or Pricing Data.

There are no page limitations for this volume. Proposal information included in this volume which is not directly related to Cost will be disregarded.

SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

EVALUATION CRITERIA

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

The Offeror’s proposal must fully respond to the minimum requirements as specified in Section L of the solicitation.

In order for an Offeror’s proposal to be considered eligible for award, the Offeror must receive a rating of “Acceptable” in every non-price factor/subfactor as stated below.

1. EVALUATION FACTORS:

FACTOR 1: TECHNICAL

FACTOR 2: PAST PERFORMANCE

FACTOR 3: COST/PRICE

2. FACTORS AND SUB-FACTORS TO BE EVALUATED.

An award will be made to the offeror whose proposal offers the will be most advantageous to the Government, price and other factors considered; for which all non-price factors are rated as ‘acceptable’ based upon an integrated assessment of the evaluation factors and sub-factors described below.

Factor 1 (Technical) and all subfactors (Management Approach, Staffing Approach, Quality Control Plan and AbilityOne Subcontractor) are significantly more important than Factor 2 (Past Performance) and Factor 3 (Cost/Price). Factor 2 (Past Performance) is more important than Factor 3 (Cost/Price). All non-priced factors combined are significantly more important than Cost/Price.

The following evaluation factors and sub-factors will be used to evaluate each proposal:

Factor 1: The Technical factor is further divided into the following sub-factors:

a. Sub-factor 1 MANAGEMENT APPROACH

b. Sub-factor 2 STAFFING APPROACH

c. Sub-factor 3 QUALITY CONTROL PLAN

d. Sub-factor 4 ABILITYONE SUBCONTRACTOR

Evaluation of the offeror’s proposal shall address each sub-factor as it applies to the Performance Work Statement (PWS). A detailed explanation of the criteria for the evaluation is set forth in the “Evaluation Approach”, Paragraph 3 of this section. During evaluations of each proposal, the Government will assign each sub-factor an acceptable or unacceptable, using the ratings and descriptions outlined below.

Factor 2: Past Performance: Assess the offeror’s probability of meeting the minimum past performance solicitation requirements and prior compliance with FAR clauses 52.219-8 Utilization of Small Business Concerns and FAR 52.219-9 Small Business Subcontracting Plan. Using the rating descriptions outlined below.

Factor 3: Cost/Price: The resulting award will be a Firm-Fixed Price CLIN contract. Price reasonableness will be utilized in the evaluation of the Firm-Fixed Price effort.

3. EVALUATION APPROACH

Sub-factor 1: This sub-factor evaluates the offeror’s proposed MANAGEMENT APPROACH for the basic contract period and all option years. Marginal levels of overall MANAGEMENT APPROACH could indicate a lack of understanding concerning mission requirements and may result in the entire proposal receiving an unfavorable rating and/or being eliminated from the competitive range. The evaluation will focus on the offerors:

(a) Element 1 - The contractor’s management approach clearly specifies how the contractor will receive work requirements from the Government; transmit these requirements to its own or sub-contractor personnel and acquire materials to allow accomplishment of work within specified time frames.

(b) Element 2 - The contractor’s approach clearly defines how the contractor will communicate with Government personnel.

(c) Element 3 - The contractor’s approach addresses how the contractor will resolve disputes.

The approach demonstrates a commitment to timely resolution and proper managerial processing of disputes with the objective toward satisfying the Government’s concerns.

(d) Element 4: The contractor provided proof that it has an approved cost accounting system.

(e) Element 5 –The contractor provided evidence that its management personnel have experience in working within a classified environment.

(f) Element 6 – The contractor provided evidence that it is able to manage multiple subcontractors simultaneously.

Sub-factor 2: This sub-factor evaluates the offeror’s STAFFING APPROACH. Major emphasis will be placed on the following:

(a) Element 1 – The contractor provided documentation that it has personnel fully qualified and possessing all required licenses and clearances to complete the work specified in the

PWS.

(b) Element 2 - The contractor has demonstrated that it has sufficient personnel identified, or has the ability to acquire personnel, to be able to accomplish multiple projects at the same time.

Sub-factor 3: This sub-factor evaluates the offeror’s QUALITY CONTROL PLAN (QCP). The QCP clearly demonstrates that the contractor will be able to detect and correct unacceptable work performance within the timeframe specified by the Government.

Sub-factor 4: This sub-factor evaluates the offeror’s ability to utilize the mandatory ABILITY ONE CONTRACTOR. Major emphasis will be placed on the following:

(4) Element 1- The offeror will be evaluated on the extent to which the offeror is committed to using the mandatory AbilityOne contractor (Goodwill Industries of South Florida LLC) for Grounds Maintenance (GRASS CUTTING). The Government will consider the extent to which the offeror will utilize the AbilityOne contractor to perform Grounds Maintenance (GRASS CUTTING) of the requirement of the PWS. The offeror will also be evaluated on meeting AbilityOne usage of Goodwill of South Florida LLC for Grounds Maintenance (GRASS CUTTING) for the contract.

(5) Element 2 - The contractor understands and acknowledges that this requirement is a material part of the contract and will use its best efforts to obtain or surpass the AbilityOne goal.

Failure to meet this requirement may, at the Contracting Officer’s discretion, result in an impact to their performance evaluation ratings documented within the annual Contractor Performance Assessment Reporting System (CPARS) submission as a result of the contractor’s failure to meet minimum mandatory requirements.

(6) Element 3 – The contractor understands and acknowledges that annually, on the anniversary of the contract effective date, the contractor shall provide written notification to the Contracting Officer identifying the percentage of the total dollar obligated under the AbilityOne per PWS section for the preceding 12 months. The notification shall identify best efforts made towards achieving the AbilityOne requirement during the preceding 12 months and, if applicable, any rationale for failure to meet the requirement. The contractor shall immediately notify the Contracting Officer if an AbilityOne source is unable to provide the services by the time required, or if the quality of supplies or services provided by the AbilityOne source is unsatisfactory.

The Technical Factors will be assessed whether the offeror’s proposal will satisfy the Government’s minimum requirements. Determine whether the offeror’s proposal is acceptable or unacceptable, using the ratings and descriptions outlined below.

The Technical Evaluation Board will rate Factor 1 - Technical in accordance with the following table:

Adjectival Rating Description Outstanding Proposal demonstrates an exceptional approach and understanding of the requirements and contains multiple strengths and/or at least one significant strength, and risk of unsuccessful performance is low.

Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength or significant strength, and risk of unsuccessful performance is low to moderate.

Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high. .

Unacceptable Proposal does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is unawardable, and/or risk of performance is unacceptably high.

NOTE: The distinction between technical capability and past performance is technical capability pertains to the type and factor of work completed by a Offeror which is comparable to the type of work covered by this requirement, in terms of size, scope, and complexity. Past performance relates to how satisfactorily a contractor has performed on similar scoped contracts.

FACTOR 2: PAST

PERFORMANCE

The past performance evaluation is an assessment of the offeror’s probability of meeting the minimum past performance solicitation requirements. This assessment is based on the offeror’s record of relevant and recent past performance information that pertain to the products and/or services outlined in the solicitation requirements.

Past performance will be initially evaluated to determine whether the offeror’s present/past performance is recent, and relevant or not relevant to the effort to be acquired. The solicitation shall establish the criteria for recency and relevancy in relation to the requirement being procured. In establishing what is relevant for the acquisition, consideration should be given to what aspects of an offeror’s contract performance history would give the most confidence that the offeror will satisfy the requirements of the contract.

Offerors are cautioned that in conducting the performance risk assessment, the Government may use data provided in the offeror’s proposal and data obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems and State Department Watch Lists.

e. The Past Performance Evaluation Team will review this past performance.

f. The quality of the contractor’s past performance will also be evaluated to determine whether the contractor’s past performance was acceptable.

g. Assigning Ratings. The Past Performance Factor will be assigned one of the ratings defined below.

Past Performance Relevancy Rating Method

Adjectival Rating

Description

Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

Performance Confidence Assessments Rating Method

Adjectival Rating

Description

Substantial Confidence

Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence

Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral Confidence No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort. .

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”

FACTOR 3: COST / PRICE:

Evaluation of an Offeror’s proposal shall be based on the information presented in the proposal submitted in accordance with the Addendum to FAR 52.215-1 of the Solicitation. The Offeror’s proposal will be evaluated, using one or more of the techniques defined in FAR 15.404-1, in order to determine if it is fair and reasonable. In addition, the Government will review the Offeror’s proposal for price balance. If the Government determines the Offeror's submitted pricing is determined to be significantly unbalanced in accordance with FAR 15.404- 1(g), the Offeror's price proposal may be considered unacceptable under this factor and therefore unacceptable for contract award.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

As part of price evaluation, the Government will evaluate its option to extend services (FAR Clause 52.217-8 - Option to Extend Services) by adding one-half of the Offeror’s 4th option period prices to the Offeror’s total price.

Thus, the Offeror’s total price for the purpose of evaluation will include the base period, option period 1st, 2nd, 3rd and 4th and one-half of the 4th option period. Offerors are required only to price the base, 1st, 2nd, 3rd, an option periods. Offerors shall not submit a price for the potential one-half year extension of services period.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)

52.217-5 EVALUATION OF OPTIONS (JUL 1990)

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

As part of price evaluation, the Government will evaluate its option to extend services (FAR Clause 52.217-8, Option to Extend Services) by adding one-half of the Offeror’s 4th option period prices to the Offeror’s total price.

Thus, the Offeror’s total price for the purpose of evaluation will include the base period, option period 1st, 2nd, 3rd and 4th and one-half of the 4th option period. Offerors are required only to price the base, 1st, 2nd, 3rd, and 4th option periods. Offerors shall not submit a price for the potential one-half year extension of services period.
