1 Caliber of the cleaning service desired will be specified as hospital–grade quality, as per AR 608-10 5-37.a . Kitchen and food storage area of a CDC is to be maintained by Kitchen staff. Cleaning services may be contracted for local exhaust hoods and other “deep cleaning” activities IAW TB MED 531 8-3.e .
Hospital-Grade Quality - Facilities shall be cleaned using EPA registered hospital grade disinfectants and cleaners on all floors and surfaces to control bacteria, viruses, and the spread of infectious disease.

References/Footnotes (Continued) 2 CYSS Facilities are to be cleaned to standard (AR 608-10 5-37. (CDCs); TB MED 531 paragraph 8-14. and 8-20.f ., and International Sanitary and Supply Association (ISSA) frequencies). CDCs and (Youth Age Children /School Age Children) YAC/SAC gymnasiums are facilities under the CYSS program.
3 Physical/Community Fitness Center facilities may include a gymnasium, athletic courts, work out areas, weight rooms, showers, restrooms, locker rooms, indoor hand ball courts, whirlpool, sauna, steam room, administrative space, and storage space. Outdoor fitness/recreation facilities, indoor/outdoor swimming pools, ice- and/or roller-skating rinks, physical educational training facilities, and buildings that house a fitness center are NOT INCLUDED. IMCOM custodial contract will cover specific cleaning tasks required in showers, restrooms, locker rooms, sauna, steam room, administrative space and common areas.
MEDCOM is responsible for maintaining and cleaning Holistic Health Facilities.
4 PFC Facilities are to be cleaned to standard (A combination of TB MED 531 3-5. and International Sanitary and Supply Association (ISSA) Frequencies).
5 A combination of industry standards concomitant to Building Manager's requirements (as being a high-traffic, GO high visibility, and public face of the installation) and ISSA Frequencies. Installation shall use less frequency if the Museum-Library is a medium or low traffic, and low GO visibility. Level of cleaning shall be IAW Section 5.3 of the
PWS.
6 Only for Installations where the primary mission is University-level Education.
7 A combination of standards from Association of Physical Plant Administrators (APPA) (now known as Association of Higher Education Facilities Officers) and ISSA Frequencies.

10 According to Center of Disease Control and Prevention (CDC) guidelines: Cleaning removes germs, dirt, and impurities from surfaces or objects. Disinfecting kills germs on clean surfaces and objects. Sanitizing lowers the number of germs on surfaces and objects to a safe level (this process works by either cleaning or disinfecting).
11 Includes scrubbing with an approved disinfectant toilet bowls, urinals, sinks, wash basins, drinking fountains, and waste containers (See PWS section 2.1.24). Remainder of task described in AR 608-10 5-37.e .(4) are part of facility staff job duties. TB MED 531 8-14.d .(1), and AR 215-7 requires excluding MWR personnel tasks from the contract.

13 IAW TB MED 531 para 8-5 Facility sanitation b .(4) Drinking fountains daily to prevent mineral scale and mildew buildup in the sink or on the dispensing nozzle and AR 608-10 5-37. Custodial and housekeeping services e .(4) daily.
14 IAW TB MED 531 8-5.i .(1) and (2) provide waste receptacle plastic liners for all CYSS facility and PFCs. This is a facility staff duty during operational hours (especially for organic waste, e.g., food waste and disposable diapers).
Empty and clean waste receptacles at a frequency that prevents unsanitary conditions and overflow of refuse. Food prep trash will be emptied, cleaned, and disinfected daily IAW AR 608-10 C-222. Emptying desk side receptacles may or may not be a contracted task (depending on current or future HQDA requirements).
15 To meet requirements outlined in Executive Order 14057 Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability (13 Dec 2021) Sec. 207 and Office of the Assistant Secretary of Defense Subject: Revision to the Department of Defense Integrated Solid Waste Management Metrics (16 Mar 2020). Garrison DPWs will work with each Building Manager to determine recyclables pick-up location and removal that occurrs outside of custodial tasks.
16 Vacuum traffic lanes and entrance mats daily. Equip vacuum cleaners with a HEPA filter or bag. Contractors shall use low noise vacuum cleaners.
17 Includes carpet cleaning only (cleaning of area rugs are no longer supported by custodial contract as rugs are not real property). Per AR 608-10 5-37.g .(4) carpet cleaning will be provided at least semi-annually. If specific carpeted areas in a CDC are used for infant crawling or is heavily soiled, the carpet shall be cleaned monthly IAW TB MED 531 8-14.g .(2). The remainder of tasks mentioned in AR 608-10 5-37. g. (4) are conducted by facility staff. TB MED 531 Chapters 3 and 8-14.c .(1) requires exclusion of tasks conducted by facility staff , and AR 215-7 requires excluding MWR personnel tasks from the contract.
18 Spot Clean carpet, as needed. Spot cleaning during working hours is a responsibility of facility staff. Spot cleaning by custodial contract personnel is not an immediate on-demand task but can be a service call. Cleaning of upholstered furniture is no longer supported as a contracted task. Surfaces that become soiled from spilled food or beverages (excluding water), dirt/mud, spilled art supplies, or body excretions (blood, vomit, urine, or feces) that need immediate containment/cleanup are to be cleaned by facility staff (TB MED 531 8-14.c .(1)). Spills occurring during meals, snacks, and child activities are cleaned by staff using a broom/dust pan and disposable paper towels, as appropriate (TB MED 531 8-14.d .(1)). Surfaces contaminated by body secretions such as feces, urine, and blood (considered hazardous material) shall be cleaned IAW AR 608-10 Section V Health Compliance Requirements, 4-33.a .(11) and MEDCOM Reg. 40-35, Management of Regulated Medical Waste. This is not supported as a custodial contract task.

22 IAW TB MED 531 paragraph 8-3. Food Safety, The nonfood-contact surfaces of equipment in the kitchen and food storage areas are cleaned and maintained by trained food workers rather than general housekeeping or custodial personnel. Facility staff personnel are responsible for cleaning the tables and chairs used during meal service; activity tables; the kitchen; and food storage areas.
23 Clean entrance doors, activity space/module door frames and switches. Other cleaning tasks described in AR 608- 10 5-37.e .(7) are facility staff duties.
24 Includes all cleaning tasks described in AR 608-10 5-37.f .(2) cleaned by contract staff IAW TB MED 8-14.e .(1) & (2) 25 In addition to tasks specified under 'Restrooms - General Cleaning' 26 Daily – Five (5)-days per work week (M-F), up to 7-days per week (depending on Operating Hours for Sat and/or Sun). Clean one time daily (once each day; to be completed once daily after the previous completed Task) dependent on CDC operating hours (open 5, 6, 7 days per week).
27 Previously seen as two and one-half (2.5) times a week = EOD. For 5-day operation (M-F) = 5 cleaning days in a two-week period Example: Week 1 clean Tues and Thurs; Week 2 clean Mon-Wed-Fri). For a 6-7-day operation = 3 times a week with a schedue that is evenly spaced out (Mon-Wed-Fri or Tues-Thurs-Sat).
