If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended.

| text: Contract is for facility maintenance services in facilities that process classified information. Actual knowledge, generation or production of classified information is not required for performance of the contract. Cleared personnel are required to perform these services because visual and aural access to classified information cannot be precluded by escorting personnel. Any classification guidance will be provided by the using activities. |
Contractor(s) will not have un-escorted access into the Top Secret / Sensitive Compartmented Information (TS/SCI) facilities and spaces in the US Southern Command Headquarters Building 1 SCIF or Conference Center of the Americas Bldg 2 (when/if TS/SCI TSCIF spaces are activated). Employees will require un-escorted access throughout these buildings in the collateral SECRET areas to perform their facility custodial services and functions.
10e(2): Access to Non-TS/SCI is required because intelligence information is involved, and the User Agency is responsible for ensuring that the additional security requirements outlined in various DCI Directives are incorporated in the guidance provided to the contractor and are tailored to the performance requirements of the prime contract.
10j: The User Agency will be responsible for providing the contractor, in writing, the safeguards necessary for protection of FOUO information. The contractor is responsible for incorporating those safeguards in the subcontract.
11a: The contractor will perform his services on the US Army Garrison Miami main installation. This includes the the US Southern Command Headquarters Building 1 (an open storage "SECRET" processing facility with approximately one third of the facility designated a Sensitive Compartmented Information Facility ), and the Conference Center of the Americas Building 2 and U.S. Army Garrison Installation Services Building 3, both of which have selected areas that where information classified at the SECRET level is processed and stored.
11j. Approval of the User Agency is required for imposing OPSEC requirements on a contractor.
