About this file

This document is an amendment to a solicitation for Facility Support Services (FSS) at two U.S. Army Garrison locations in Miami, FL and Homestead, FL. The FSS requirement includes facility operations and maintenance, custodial, solid waste, grounds maintenance, and pest control services. It is a 100% set-aside for 8(a) small businesses under NAICS code 561210. The contract will have a 12-month base period and four 12-month option periods.

The amendment provides the government's responses to contractor questions and updates to technical exhibits. Key details include: there is no incumbent contractor, contractors must obtain a Secret Facility Clearance, and the government will sponsor the clearance; the government will provide historical workload data and incumbent contractor PM program information during phase-in; and the government has revised some proposal instructions, including changing the past performance page limit from 3 to 5 pages per reference.

SUMMARY OF CHANGES

SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been added by full text:

GVT RESPONSE TO KTR QUESTIONS

Contractor Question 1: Annex A 2.2.2 2.2.2 GFEBS. General Fund Enterprise Business System (GFEBS): GFEBS is the web-based asset and accounting system that is used as the key component for work that is performed on the Garrison. The Government will use GFEBS as a production scheduling and contract monitoring system for determining the status of work, maintenance, and repair expenditures against individual facilities, as well as minor construction and alteration (new work) project expenditures. The Government will establish and provide the Contractor with work center(s), activity types, and activity rates upon contract award. GFEBS is the official system of record for all Real Property Maintenance Activity (RPMA) and will be updated by the government. Does this mean we will have access to GFEBS to determine if work was approved?

Government Response 1: No, the Government will perform all GFEBS functions, however the contractor will be required to maintain their own work management systems and processes to provide the Government with work management and plant maintenance information and data required for Government entry in GFEBS.

Contractor Question 2: RFP Evaluation Factors L.A.2.iv WDs. The Service Contract Act (SCA) and the Davis Bacon (DB) Wage determinations have been attached. We cannot locate the WDs referenced in the solicitation. Would the Government please provide?

Government Response 2: The Davis Bacon Act and Service Contract Act Wage Determination have been added to Section I – Contract Clauses under the title of “Wage Determination.”

Contractor Question 3: RFP Evaluation Factors L.B.2.iii.5 PPQs. Will the government accept CPARS in lieu of PPQs?

Government Response 3: No, the Government will not accept CPARS in lieu of PPQs.

Contractor Question 4: Description of Services. Annex A. 2.2.4. Preventive Maintenance Orders (PMOs). The Contractor will execute the preventative maintenance program provided by the government. Annex H 2.0 The Contractor shall develop and implement (after KO approval) a

Comprehensive Preventative Maintenance (PM) and Repair Program...The Contractor shall create a PM schedule.

Government Response 4: As the contractor that submitted this statement did not provide a question for the Government’s response, no response is provided.

Contractor Question 5: Annex A-2.1.11.1.4 GFEBs Certification. GFEBs Certifications. Will the government confirm that no GFEBs Certifications are required for any contractor employee?

Government Response 5: Yes, the Government will perform all GFEBS functions, however the

Contractor Question 6: Annex A-2.1.11.1.4 Work Management. General Access to GFEBS for Work Order and Financial Management. The solicitation documents refer to the use of GFEBS for monitoring work status and managing financial aspects. We request clarification on whether contractors are expected to have direct access to GFEBS for the purposes of tracking work orders and managing expenditures. In the absence of direct access, we are interested in understanding the processes or points of contact that will be established for contractors to obtain necessary GFEBS-derived information for work planning and reporting.

Government Response 6: No, for the purpose of tracking work orders and reporting expenditures, the contractor will be expected to provide the Government the necessary information (work order data to include labor and material costs associated with each order) and the Government will enter the required information in GFEBS.

Contractor Question 7: Annex A Section 2.1.2.2. Phase In/Phase Out for Incumbent Contractor. Can Technical Exhibit A06, which should contain the list of deliverables to be updated and re-approved during the phase-in/phase-out process for the incumbent contractor, be provided, as it seems to be missing from the solicitation documents.

Government Response 7: The Facility Support Services is a new requirement; there is no incumbent.

Contractor Question 8: Annex A 2.2.2.0.1, 2.2.2.0. Tracking and Managing Work Orders.

The Contractor shall record, manage, and report, in a chronological order, all work performed under this Contract in a detailed level to clearly and fully describe the repairs performed for each

DMO. As a means to document all work performed, the Contractor shall ensure that the time of each Contractor employee who works on DMOs, PMOs, PWOs or Operational Work Orders (OWOs) shall be fully recorded including labor, equipment, and maintaining the Materials Master to capture accurate material costs for all repair/maintenance action. Will contractors have access to GFEBS to perform this requirement?

Government Response 8: No, the Government will perform all GFEBS functions, however the

Contractor Question 9: Annex A.2.2.3.2, Annex B 4.1.1.1. DMO Response Time. Annex A.2.2.3.2 states response time for Priority 1 DMOs is NLT 2 hours after request while Annex B

4.1.1.1 states the requisite response time is 1 hour. Would the Government please clarify the response time for Priority 1 DMOs?

Government Response 9: Annex A. 2.2.3.2 is correct, the response time after normal duty hours for priority 1 (emergency) DMOs is NLT two (2) hours after notification.

Contractor Question 10: Annex H-1.3.1. Reporting Requirements. GFEBS Assistance and Contractor Access: We have noted the potential limitations on contractor access to GFEBS, a pivotal tool for ensuring project transparency and efficiency. Given our team's prior experience in providing GFEBS support and integration on similar projects, we are eager to understand if there is an opportunity to leverage this expertise to facilitate or improve monitoring and reporting for this contract. Could you provide insights into the possibility of our involvement in GFEBS-related activities or clarify the extent of access and participation expected from us in this regard?

Government Response 10: The Government will perform all GFEBS functions, however the provide the Government with work management and plant maintenance information and data required for Government entry in GFEBS. Contractor prior experience and expertise with GFEBS would be a useful skill set for the contractor even though the contract does not require the contractor to perform any work in GFEBS

Contractor Question 11: Annex H-1.3.3 & Annex H-5.2. PMOs and Equipment Tracking. The role of GFEBS in managing PMOs and equipment tracking, including the uploading of task lists and assigning equipment numbers, is crucial for a compliant and efficient PM system. We seek guidance on the anticipated process for managing these elements, specifically questioning whether the scheduling features of GFEBS will be available to us for task list inputs and equipment tracking. If the direct use of GFEBS for these purposes is not given, could you outline the preferred alternative process or system?

Government Response 11: Most previous contractors performing work maintenance have used Maximo, however any system that is able to perform work management similar to GFEBS and provide the government with the necessary data. The Government will work with the Contractor during phase in to provide the necessary baseline data and information for the Contractor to establish processes in there work management system that will allow the contractor to provide Government will perform all GFEBS functions, however the contractor will be required to maintain their own work management systems and processes to provide the Government with work management and plant maintenance information and data required for Government entry in

GFEBS.

Contractor Question 12: Annex H, Section 2.1. Historical Workload. Can Technical Exhibit H04, detailing workload requirements and historical data from FY19 through FY22 for Facility Maintenance - Vertical services, be provided, as it appears to be missing from the solicitation documents?

Government Response 12: Workload data has been consolidated into Annex A, Technical Exhibits A03, A03.01, A03.02. A03.03 and A03.04 and appropriate references in the Annex H, Sections 2.1 corrected.

Contractor Question 13: Proposal Files L.B.2.ii.1.e. Proof of Working in Classified Environment. (e) Element 5: The contractor provided evidence that its management personnel have experience in working within a classified environment. Would the Government please clarify what constitutes evidence? For example, if an individual is a veteran who held a TS/SCI for 20 years, what would satisfy the submission requirement for proof?

Government Response 13: The contractor must determine the evidence that its management personnel have experience in working within a classified environment; no examples will be provided.

Contractor Question 14: CLINS. NTE Numbers. The Government has provided NTE numbers in multiple CLINS and sub-CLINS. Please confirm those dollar amounts are intended to be loaded directly into Schedule B and bidders are only to price CLINS without NTE numbers.

Government Response 14: That is correct, the “NTE” numbers on the CPFF (Cost Reimbursable) CLINs are estimated levels of effort based on historical workloads and the NTE amounts for the IDIQ (Negotiated Task Orders) CLIN is an annual ceiling.

Contractor Question 15: Price Excel: We did not see a Microsoft excel with the solicitation document. Is it up to the offeror to make this excel following the Summary Roll Up and direct labor table? The rest of the instructions for the price volume should be in narrative PDF format?

Government Response 15: Yes, it is up to the offeror to make this excel following the Summary Roll Up and direct labor table. In accordance with (iv) VOLUME IV – Cost/Price. (4) The cost/price proposal shall contain two sections, cost rationale and cost substantiation. a) The cost rationale section shall contain all narrative explanations used in deriving calculated costs/prices, including any overtime costs. These narratives shall clearly explain methodologies, calculations, and assumptions used in developing each cost/price element. At a minimum, the offeror shall address the notes identified below (following SUMMARY ROLL-UP). See remaining instructions in iv) VOLUME IV – Cost/Price.

Contractor Question 16: Is the subject opportunity considered a new requirement? If not, would the Government please provide the incumbent name and contract number?

Government Response 16: The Facility Support Services is a new requirement; there is no

Government Response 20: Yes, the Government will sponsor the contractor to get the Secret Facility Clearance once the contract is awarded.

Contractor Question 21: Is there an incumbent for the new solicitation to provide Consolidated Facilities Support Services at the US Army Garrison in Miami or is this one contract to be awarded to Consolidate all FSS requirements under one contract?

Government Response 21: The Facility Support Services is a new requirement; there is no incumbent. The contract will consolidate all Facility Support Service requirements under one contract.

Contractor Question 22: Could you please provide me with a copy of the sign-in sheet from the site visit?

Government Response 22: No, the Government will not provide the sign-in log from the site visit. It is not the Government’s practice to provide other contractor’s numbers without their consent.

Contractor Question 23: L.A.ii.1.f.6. Managing Multiple Subcontractors. (f) Element 6: The contractor provided evidence that it is able to manage multiple sub-contractors simultaneously.

Would the Government please clarify what constitutes evidence for purposes of this proposal, for example, are descriptions of past performance sufficient?

Government Response 23: The contractor must determine the evidence that it is able to manage multiple sub-contractors simultaneously; no examples will be provided.

Contractor Question 24: Proposal Files L.B.1, L.B.1.b. Font Requirements. Font requirements conflict in Section L.b.1. Para 2: The technical proposal shall have the following: Times New Roman, Size 10 Font, single spaced, 8.5 x 11 format. b. A standard, 12-point minimum font size applies. Arial or New Times Roman fonts are required. Would the Government please clarify the font type and size required for the technical volume?

Government Response 23: In accordance with Section L. B.1., the Government has re-worded the paragraph to specifically denote requirements for Volume II. Section L.B.1.b. provides instructions for all remaining volumes (with the exception of Volume II).

Contractor Question 24: Pg 348 of the solicitation document titled “W91QEX-24-R- 0002_Facility_Support_Services.pdf”, states under (i) VOLUME I – SOLICITATIONS, OFFER AND AWARD DOCUMENTS AND CERTIFICATIONS/REPRESENTATIONS, to include the signed SF33 form in this volume, however there is no SF33 form in the solicitation documents.

Were you going to provide a SF33 in the next amendment? Also, will you be providing an Excel pricing spreadsheet?

Government Response 24: The Government has updated SF33 to read SF 1449. The Government will not be providing an Excel pricing spreadsheet. All pricing shall be submitted in Section B – Pricing of the SF 1449.

Contractor Question 25: Paragraph L B.1 states “Each volume of the proposal shall be clearly marked with volume number, title, solicitation number and offeror’s name.” but the following paragraph states “The offeror shall provide their technical proposal (Volume II – Technical) with no company identifying information on any page expect the first page”. Can the government confirm that Volume II should not have any company logo in the header or identification in the text.

Government Response 25: The Government confirms for Volume II – Technical “The offeror shall provide their technical proposal (Volume II – Technical) with no company identifying information on any page expect the first page.”

Contractor Question 26: Section L B.1 states the technical proposal shall have the following:

(Section L B.1) states “A standard, 12-point minimum font size applies” Can the government confirm what font should be used?

Government Response 26: In accordance with Section L. B.1., the Government has re-worded instructions for all remaining volumes (with the exception of Volume II).

Does this apply to all certification/licenses for all staff, to include the SCLS incumbent personnel that have the right of first refusal? Without access to current incumbent personnel records, only the incumbent can fulfill this requirement. Proposing a non-exempt person with the qualifications that replaces an incumbent employee would not meet the regulatory requirements.

Government Response 27: The Facility Support Services is a new requirement; there is no incumbent. This requirement is a consolidated effort. Yes, this applies to all certification/licenses identified in the PWS.

Contractor Question 28: The table in Paragraph B.1.C. of the solicitation states we have 3 pages per reference in Volume III. Could the government confirm if the 3-page maximum is for reference writeups in Section 2 – Performance of the Past Performance Volume. Also due to the size of the contract would the government consider changing the page count to 5 pages per reference so Offerors can provide as much detail as possible to show relevancy.

Government Response 30: (DPW) No, there is No Med Gas on site as part of this requirement.

Contractor Question 31: Would 24/7 remote have monitoring be permitted and would it be considered an OWO?

Government Response 31: Question as worded is not clear: “24/7 remote monitoring” of what? The contractor is expected to respond 24/7 for priority 1 emergency requirements as specified in the PWS, all afterhours emergency requirements are communicated through the Government COR when. Whether an after hours emergency would be handled as an OWO depends on the type of work: emergency facility or utility maintenance and repair issues are more than likely going to be a DMO, OWOs would apply to custodial, grounds, pest control, etc.

The only remote monitoring capability currently available exists with HVAC control systems will send a “one way” (out) “text” for defined incidents; these would be handled as DMOs in most cases. The response would need to be on site IAW response times specified in the PWS, there is no capability to remotely access any of our utility control systems for security reasons.

Contractor Question 32: Is forklift inspection report though manufacturer (ex. Crowne Lift Trucks) or DPW?

Government Response 32: Any forklift or other contractor equipment is the property of the contractor and the contractor will be responsible for maintaining any required inspections or certifications associated with the equipment; currently there has not been a need for the contractor to have a forklift, only lifts required for high work (light changing, etc).

Contractor Question 33: Who is the contractor currently responsible for servicing the elevators on both bases?

Government Response 33: The current contractor responsible for servicing the elevators on both bases is MEC-FS JV.

Contractor Question 34: Solicitation, Section L, Section B.1: The proposal instructions indicate in the second paragraph that the font should be Times New Roman, Size 10 font;

however, two paragraphs later it states, “Arial or New Times Roman fonts are required…12-point minimum font…no less than 8-point (in tables/illustrations).” Can you clarify the font requirements for the proposal?

Government Response 34: In accordance with Section L. B.1., the Government has re-worded

Government Response 35: The Offeror shall provide a completed Section B Supplies or Services and Prices/Costs and shall be complete. If the contractor choses to additionally submit their CLIN pricing in Excel format, that is their chose.

Contractor Question 36: Cost/Price Proposal: Can the Government provide an Electronic Price Sheet for the CLIN pricing?

Government Response 36: The Government will not provide an Electronic Price Sheet for the CLIN pricing. The Offeror shall provide a completed Section B Supplies or Services and Prices/Costs and shall be complete.

Contractor Question 37: Solicitation Section L (Page 85/363) – Electronic Copy: The instructions indicate a DVD-R is required in the proposal. Please confirm that a DVD is not required and that we may submit our proposals in PDF or Excel format.

Some of these part time requirements are recurring based on the scope of the contract and necessitate a habitual sub-contract relationship for FFP scope or demand based CPPF response capabilities (eg. response to critical utilities infrastructure failures that are beyond the specialized expertise in the contractor’s full time work force), while others are non-recurring and sourced when required or requested.

Initially, minimum essential services would consist of maintaining utility systems operational, custodial services necessary to maintain restrooms, solid waste removal, etc (Similar to when we reduce to minimum essential operations during a Hurricane with less than 100 personnel on site). Much would depend on what Government staff and functions remained operational, if the FPCON condition continued for an extended period, other services, up to and including all normal services would eventually be required. Government Response 70: Given the relatively small size of the installation and facilities, this information would be requested by the Government to provide information when a facility component is changed, and the information would then be entered into BUILDER SMS by the Government; there is no requirement for the contractor to access the system or have any special qualifications or certifications with the system.

Contractor Question 71: Solicitation Annex A, Section 2.2.8.6 and Section 2.3.1: Regarding the Technical Document Library / Maintain As-Builts, can the government confirm if there is a CAD (or similar software) aspect of this requirement requiring specialized training?
