1.2 DEFINITIONS

1.2.1 Degree of Compaction

Degree of compaction is expressed as a percentage of the maximum density obtained by the test procedure presented in ASTM D1557 for general soil types, abbreviated as percent laboratory maximum density.

1.2.2 Hard Materials

Weathered rock, dense consolidated deposits, or conglomerate materials which are not included in the definition of "rock" but which usually require the use of heavy excavation equipment, ripper teeth, or jack hammers for removal.

1.2.3 Riprap

Riprap is defined as a material having a gradation band similar to those specified in EM 1110-2-1601 , Chapter 3, uniform graded material. Riprap is normally produced by mechanical methods, with a jaw crusher and grizzly after the stone has been mined by blasting in a quarry. Riprap gradations have a maximum top size of 3.5 tons.

1.2.4 Rock

Solid homogeneous interlocking crystalline material with firmly cemented, laminated, or foliated masses or conglomerate deposits, neither of which can be removed without systematic drilling and blasting, drilling and the use of expansion jacks or feather wedges, or the use of backhoe-mounted pneumatic hole punchers or rock breakers; also large boulders, buried masonry, or concrete other than pavement exceeding 1 cubic yard in volume. Removal of hard material will not be considered rock excavation because of intermittent drilling and blasting that is performed merely to increase production.

1.2.5 Impacted Soils

Soils that exceed one or more of the following as determined by chemical analysis: Raymark Waste (RW) criteria as defined by as soil containing lead above 400 parts per million (ppm) and asbestos (chrysotile only) greater than 1 percent, and either copper above 288 ppm or polychlorintated biphenyls (PCBs) (Aroclor 1268 only) above 1 ppm;

Applicable Connecticut Remediation Standard Regulations (CT RSRs);

Resource Conservation and Recovery Act (RCRA) toxicity characteristic.

No Reclaimed Miscellaneous Aggregate shall be allowed.

The source of imported material shall be from a virgin source and not be from a known or suspected release area as defined in the Connecticut Remediation Standard Regulations (CT RSRs) (Sections 22a-133k-1 to 22a-133k-3 of the Regulations of Connecticut State Agencies).

Metals concentrations reported in sample(s) of imported materials shall all be below numerical criteria specified in the CT RSRs (Residential Direct Exposure Criteria and GA Pollutant Mobility Criteria). Imported fill shall not contain detectable PCBs, volatile organic compounds, PAHs, extractable total petroleum hydrocarbons, cyanide, herbicides or pesticides that may be indicative of a release.

This analytical sampling requirement applies to the cover soils in Section 02 66 00 SELECT SOIL FOR CONSOLIDATION AREA COVER and topsoil in Section

32 92 19 TOPSOIL & SEEDING.

1.7 QUALITY ASSURANCE

1.7.1 Laboratory Certification

The Contractor has the choice to not use a NELAP certified laboratory as long as the the laboratory has the Connecticut Environmental Laboratory Certification Program (ELCP) and the analytical laboratory follows the DOD Quality Systems Manual and has DOD ELAP certification. See paragraph 1.7.6 below for more details.

1.7.2 Shoring and Sheeting Plan

Submit Connecticut Registered Professional Engineer excavation shoring design.

1.7.3 Dewatering Work Plan

Submit procedures for accomplishing dewatering work which may be required to address the accumulation of stormwater in open excavations. Submittal

SECTION 31 23 00 Page 7 shall be in accordance with Sections 02 14 00 DEWATERING and 01 33 00

SUBMITTAL PROCEDURES.

1.7.4 Creek Diversion

Excavation and filling activities will occur in the Tanner Creek Tributary and the Upper Upper Ferry Creek. The Contractor shall provide, install, and operate a creek diversion system in accordance with an approved Creek Diversion Plan. Refer to Section 31 23 20 TEMPORARY RIVER DIVERSION.

1.7.5 Confirmatory Sampling Workplan Requirements

Prepare a Confirmatory Sampling Workplan for approval before work is started. The Workplan shall describe procedures for environmental sampling and to document the removal of RW, as defined in Section 02 81 00 TRANSPORTATION AND DISPOSAL OF HAZARDOUS MATERIALS during excavation activities in accordance with the ROD and EPA;s TSCA requirements. The Contractor shall provide a workplan which addresses the following:

Sampling Rationale Analyses Field Methods and Procedures Sample Containers, Preservation, Packaging and Shipping Disposal of Residual Materials Sample Documentation and Shipment Qualify Control Field Variances Field Health and Safety Procedures

Confirmatory samples are required to be collected at 30-foot intervals along the perimeter of each excavation, where historic (RI and PDI) data do not exist at that frequency, specifically along I-95 toe of slope, and top of bank along OU3/335 Ferry Blvd.

Where available, historic data from the edge of excavations can be incorporated in the plan to meet the 30-foot and 50-foot interval requirement. These historic locations are to be identified (on figures and by sample designation) in the Confirmatory Sampling Plan. The Confirmation Sampling Plan shall include a tabular summary and figure for each property of historic Remedial Investigation and Preliminary Design Investigation samples. At a minimum, this summary shall include a figure with sample locations, sample identification, sample depth interval and analytical results. This shall be used to support the delineation of Raymark Waste to be removed from each property and for future preparation of ELURs by stakeholders.

Confirmatory samples shall be composite samples collected from 2-foot intervals (e.g., 0-2, 2-4, etc). Pavement material and organic matter (e.g.,leaf litter)(if presen) should not be included in the composite sample.

Confirmatory samples shall be collected and analyzed, and the data validated, in accordance with a site-specific QAPP to be developed by the Contractor as described in paragraph 1.7.6 below.

Samples from each preconstruction and confirmatory locaton shall be collected for analysis of RW (as defined in Section 02 81 00 TRANSPORTATION AND DISPOSAL OF HAZARDOUS MATERIALS pararaph 1.2.3)

SECTION 31 23 00 Page 8 parameters (asbestos, lead, copper, and PCBs), as described below.

At locations where the extent of excavation is fixed (i.e., property boundary, paved street, building), confirmatory samples shall be submitted to the laboratory for analysis on a standard turnaround time (TAT). "Standard TAT" is defined as no more than 10 business days from date of sample collection for metals and asbestos, and no more than 15 business days from date of sample collection for PCBs. The data for these locations will not be used to evaluate the need for additional excavation, but will be tabulated and compared to the RW criteria.

At non-fixed excavation limits, samples for asbestos, lead and copper are to be submitted to the laboratory for Standard TAT. The samples for PCB analysis are to be submitted to the laboratory for 15-day TAT.

The asbestos, lead and copper analytical results are to be compared to the following Adjusted Raymark Waste removal criteria, which are establihed at a level below the Raymark Waste removal criteria (Section 02 81 00 TRANSPORTATION AND DISPOSAL OF HAZARDOUS MATERIALS paragraph 1.2.3) to allow for error in laboratory accuracy: asbestos >

0.75 percent, lead > 340 ppm (mg/kg), copper > 216 ppm and classified, pending approval by Contracting Officer, as follows:

If asbestos and lead are reported above these Adjusted Raymark Waste removal criteria, the sampled location shall be classified as Raymark Waste for removal, and additional excavation shall be required at that location. The PCB samples from that location will not be analyzed.

If asbestos and lead are not reported near or exceeding the Adjusted Raymark Waste removal criteria (0.75 percent and 340 mg/kg, respectively), the sample is considered non-Raymark Waste, and no further excavation at that location shall be required. The PCB samples from non-Raymark Waste locations shall be submitted to the laboratory for final results within a Standard TAT. The asbestos, lead, copper, and PCB results, and comparison to the Adjusted Raymark Waste removal criteria will be provided to the Contracting Officer.

Aroclor 1268 is unique to Raymark Waste so if reported > 0.50 mg/kg with at least one other compound at or near the Adjusted Raymark Waste removal criteria shall be considered Raymark Waste and additional excavation shall be required to achieve the final limits of Raymark Waste removal.

The use of copper predated the use of Aroclor 1268, so copper may be required at concentrations near or above revised Adjusted Raymark Waste removal criteria (216 mg/kg) without Aroclor 1268 present. If copper is reported > 216 mg/kg with at least one other compound at or near the Raymark Wasted Adjusted removal criteria than this shall be considered Raymark Waste and additional excavation shall be required to achieve the final limited of Raymark Waste removal.

Due to the potential for soil analytical results to be just below these Adjusted Raymark Waste removal criteria concentrations and have only two of the three constituents exceed the Raymark Waste removal crieria, the USACE shall approve the final limits of Raymark Waste removal.

The evaluation of the expedited data shall be provided to the Contracting Officer for its review and approval as soon as possible, SECTION 31 23 00 Page 9 and no later than within 24 hours of its receipt from the laboratory.

Contracting Officer shall issue approvals or comments within 24 hours of receipt of the results.

For areas requiring additional excavation, the excavation shall be extended at that location, and the confirmatory sampling/data evaluation shall be repeated for samples collected at the new location. The Confirmatory Sampling Plan shall describe the proposed step-out distance and the associated confirmatory samples. The excavations shall be extended until all confirmatory samples are classified as non-RW, or the excavation is limited by a fixed structure (property boundary, stret, or buildin). If existing data is not available for the final extent of an excavation at a fixed structure, collect confirmatory samples to determine if additional excavation will be required under a future action.

The required methods for analysis and the project action limits (PALS) are specified in paragraph 1.7.6 of this specification and shall be documented in the site-specific QAPP.

The Confirmatory Sampling Plan shall include plans and figures which show and quantify the number of propsed historic and confirmatory sampling locations to be incorporated, along with an initial proposal for step-out locations. The Confirmation Sampling Plan shall also include a tabular summary of the RI and PDI data for each property. At a minimum, this table shall include the soil sample location ID, sample depth and analytical results to support EPA and CTDEEP preparation of the future ELUR for each property.

A figure and single comprehensive confimatory sampling table (showing new and historic data), along with comparison to RW criteria, for each excavation property shall be provided to the Contracting Officer for review and approvl within 10 business days of receipt of the final laboratory data. The figures and tables shall be incorporated in the results memo described in the QAPP requirements in paragraph in 1.7.6 below.

The preconstruction areas include several areas shown on the drawings and include the steep slope along the Morgan Francis west property line.

Sampling in this area shall be conducted every 50 feet down to 4 feet below grade. The second pre-excavation sampling location is along the existing 48-inch sanitary sewer located at the northeast end of the Morgan Francis property along Upper Upper Ferry Creek. The sampling along the sewer pipe alignment shall be conducted to a depth of 8 feet below grade and consist of 8 evenly space samples with 4 samples taken from each side of the pipe. A third area includes sampling conducted at 50 feet down 2 feet along the steep I-95 highway embankment where a minimum of 1-foot of riprap is required. The fourth area is along the top of bank on 335 Ferry Blvd. at 30 feet spacing down to 4 feet below grade.

1.7.6 QAPP Requirements
