SUMMARY OF WORK
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
The general description below is given to indicate the approximate scope of this project only. It does not limit the work required under the project drawings and specifications.
The Raymark Industries, Inc. Superfund Site ("Site") includes areas that have been contaminated because of historical manufacturing processes from the former Raymark Industries, Inc. (Raymark) facility. Contamination data for this project, including the Raymark property and the Contract Plating property, is available upon request. The 34-acre Raymark site was used for the manufacturing of automotive brakes, clutch parts, and other friction components, primarily for the automotive industry. Raymark operated at this location from 1919 until 1989 when operations ceased. As part of the historical investigations and remedial efforts at Raymark the site was divided into nine operable units (OU's).
Work of this project shall include, but not limited to, the following major Items:
The Raymark Industries, Inc. Superfund Site (the "Site") includes areas that have been contaminated as a result of manufacturing processes from the former Raymark Industries, Inc. facility. The former Raymark Facility, which was located at 75 East Main Street in Stratford, Connecticut, operated from 1919 to 1989. Known as Raybestos-Manhattan, Inc., Raymark manufactured gaskets, clutches and heavy brake friction components for the automotive industry. Raymark generated wastes containing asbestos, lead, copper, polychlorinated biphenyls (PCBs) and a variety of solvents, adhesives, and resins as byproducts of its manufacturing operations. The resultant byproduct was available as "free fill" to the Town and residents. The Raymark waste that remains in the town of Stratford presents a threat to human health that needs to be addressed. The conceptual approach is comprehensive in that it addresses all Raymark waste in residential, commercial, and recreational properties.
U.S. Environmental Protection Agency (EPA) approved one Record of Decision (ROD) that specified the selected remedies for four operable units (OUs) of the Raymark Superfund Project. The specific OUs are OU2 (Groundwater Vapor Intrusion), OU3 (Upper Ferry Creek), OU4 (Raybestos Memorial Ballfield), and OU6 (Additional Properties). EPA also approved a separate ROD that specified the selected remedy for OU5 Shore Road. This contract is for work at OU3, OU5 and OU6.
OU6 - Morgan Francis
The portion of the Site consisting of the former Morgan Francis property encompasses approximately 5.7 acres and formerly consisted of two (2) separate parcels, 576 and 600 East Broadway, but the boundary for 576 East Broadway parcel has been vacated and now the entire Morgan Francis property is recorded as 576 East Broadway and is owned by the Town of
SECTION 01 11 00 Page 3
Stratford. The Morgan Francis property is currently primarily heavily vegetated. During operations, waste generated from the Raymark facility (referred to as Raymark Waste) was deposited at the Morgan Francis property as fill material. Through the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) process, Raymark Waste is defined as soil containing lead above 400 parts per million (ppm) and asbestos (chrysotile only) greater than 1%, and either copper above 288 ppm or polychlorinated biphenyls (Aroclor 1268 only) above 1 ppm. An estimated 44,000 cy of Raymark Waste is buried at the Morgan Francis property.
The former separate 576 East Broadway parcel was approximately 1.4 acres of Light Industrial District, MA zoned land. Located in Stratford, Connecticut, this property contains two connected wooden buildings. The buildings are vacant and reportedly consist of a former wood shop and a warehouse. A portion of existing building is dilapidated with the 1-story wood framed portion close to collapse. There is an asphalt parking lot adjacent to the buildings. The buildings currently occupy approximately 3,000 square ft while the existing asphalt parking lot occupies approximately 0.3 acres. A chain-link fence runs along the northern, western, and southern edges of the pavement area, separating the buildings and existing pavement from the wooded area of the property. These buildings and related infrastructure will be demolished as part of the remedial activities.
A tributary of Tanner Creek is located just off the northwest end of the property and enters Upper Upper Ferry Creek (UUFC), located on the northeastern property line adjacent to the 335 Ferry Boulevard parcel. The undeveloped former separate 600 East Broadway parcel is located to the west of the 576 parcel. The former separate 576 parcel is generally flat with a slight downward slope to the northwest, toward Ferry Creek and away from East Broadway. No known stormwater drain inlets are in the parking lot. The fill on this parcel consists of both soil and manmade materials comprised predominantly of sand, silt, gravel, and manmade debris including Raymark Waste, typically loose to medium dense in terms of relative density. The fill thickness ranges from about two (2) to 17 ft across the parcel. The manmade materials include the following: presumed asbestos containing material (PACM) (fibrous asbestos mats and pads), asphalt, brake pads, brick, cinders, coal, concrete, gasket material, glass, metal debris, plastic, steel, and tiles. Raymark Waste found in manmade fill materials on this parcel contains asbestos, lead, copper and/or Aroclor 1268. Raymark Waste is not visible on the surface at this property.
The former 600 East Broadway parcel was approximately 4.3 acres of MA Light Industrial zoned land. From 1948 until sometime in the 1970s, this property was occupied by the Morgan Francis Flagpole Company. Beginning in the late 1980s, this property was an active industrial waste disposal area. Currently, the property is undeveloped and overgrown with heavy vegetative growth. The fill on this property consists of both natural and manmade materials. The manmade materials include the following: PACM (fibrous asbestos mats and pads), asbestos fibers, asphalt, brake pads, brick, cinders, broken rock, concrete, glass, metal debris, nails, roofing shingles, rubber soles, slag, and wood. These materials were discovered with natural fill consisting of sand, silty sand and sand-silt mixtures, gravelly silty sand, and sand and gravel. Raymark Waste found in fill materials on this property contains asbestos, lead, copper and/or Aroclor 1268.
SECTION 01 11 00 Page 4
OU3 - Ferry Creek
The portion of OU3 for this project consists of the uppermost portion of Ferry Creek and adjacent wetlands where Raymark Waste was deposited through placement of fill, overland runoff, or surface water transport.
OU3 extends from the outlet of a culvert at I-95 downstream for approximately 2,500 ft to the Broad Street Bridge. Ferry Creek is tidally influenced, and flow can be restricted and/or controlled by flood gates and a pumping station located at the Broad Street Bridge. The approximate 600-foot (ft) portion of Upper Ferry Creek, located between Ferry Boulevard and I-95 is included in this project and is referred to as UUFC.
The UUFC includes the Tanner Creek Tributary. UUFC is surrounded by historically identified areas of Raymark Waste, including the Morgan Francis property and the vacant lot abutting I-95. The vacant lot abutting I-95 is one (1) of the 23 OU6 additional properties.
OU5 - Shore Road
OU5 encompasses approximately 4 acres and includes a 1,350-ft section of Shore Road, the Housatonic Boat Club (HBC) parcel, and a small portion of the eastern slope of the Shakespeare Theater property (owned by the Town) abutting Shore Road. This area is currently used for recreational activities.
OU5 is one of the areas where manufacturing wastes from the Raymark Industries, Inc., (Raymark) facility was deposited. The OU5 area was once a salt marsh wetland that bordered the Housatonic River. The HBC was constructed prior to 1940 on piers/piles along the Housatonic River and an elevated walkway constructed on piers provided access to the boat club from the shore. From approximately 1955 through 1970, fill from the former Raymark Facility and from other sources was placed in the wetland areas to build up and provide a firm base for the HBC parcel and adjacent segment of Shore Road (TtNUS, 1999). Much of this fill material is defined as "Raymark Waste".
The general scope of work involves the excavation of Raymark waste contaminated soils and sediments from three operable units (OUs) of the Raymark Superfund Project (OUs 3, 5 & 6). Contaminated soil and sediment will either be transported to the OU6 Morgan Francis consolidation area or sent off-site for disposal. The contractor shall be responsible for all transport and disposal (T&D) activities whether disposal is at the OU6 Morgan Francis site or off-site. The work involves managing, coordinating, and implementing all remedial efforts at the properties during the excavation, restoration, consolidation, and capping activities. The contractor shall be responsible for establishing and implementing all stormwater management activities. The contract also involves the installation of an engineered cap at OU6 Morgan Francis upon completion of all excavation and consolidation activities. This OU6 engineered cap will support future recreational fields and playgrounds to be constructed by the Town of Stratford. The remediation of OU5 is expected to include restoration of the HBC parking area, Shore Road and shore stabilization techniques such as the installation of a permanent bulkhead.

B. The Contractor shall bear full responsibility for obtaining all locations of underground structures and utilities (including existing water services, drain lines, and sewers). Services to buildings shall be maintained, and all costs or charges resulting from damage thereto shall be paid by the Contractor.
C. Protection and temporary removal and replacement of existing utilities and structures as described in this Section shall be a part of the work under the Contract.
D. If, in the opinion of the Contracting Officer, permanent relocation of a utility is required, he may direct the Contractor, in writing, to perform the work. Work so ordered will be paid at the Contract unit prices, if applicable, or as extra work under Article 11 of the Supplementary Conditions. If relocation of a privately owned utility is required, the Contracting Officer will notify the Utility to perform the work as expeditiously as possible. The Contractor shall fully cooperate with the Contracting Officer and Utility, and shall have no claim for delay due to such relocation. The Contractor shall notify all utility companies in writing at least 72 hours (excluding Saturdays, Sundays, and Legal holidays) before excavating in any public way. Contractor shall also notify Call Before You Dig, 811 at least 72 hours prior to start of work.
