The contractor must submit operation and maintenance manuals in searchable PDF format on CD/DVD, with draft submissions 30 days prior to project completion and final submissions within 30 days following functional performance testing completion. Testing, adjusting, and balancing (TAB/DALT) of all newly installed HVAC systems is required, along with installation of carbon monoxide detectors tied to the fire alarm system per NFPA 72. The building must remain occupied throughout construction with temporary HVAC systems maintaining ASHRAE 55 and 62.1 compliance and negative pressure containment. Building automation system integration with the existing Alerton controller is required, with capability for trending data at 15-minute intervals over three days and all setpoints adjustable through the building user interface. Design and construction must comply with UFC 4-010-01 (DoD Minimum Antiterrorism Standards) and UFC 4-021-01 (Mass Notification Systems), and specifications shall be developed from Unified Facilities Guide Specifications (UFGS).
