About this file
This document is a template containing sample project clauses for federal construction contracts.
The clauses establish standard requirements for contract execution and management. The Commencement, Prosecution, and Completion of Work clause requires contractors to begin work within 10 calendar days of receiving the notice to proceed, prosecute the work diligently, and complete all work within 450 calendar days, including final cleanup. The Physical Data clause clarifies that the Government provides site investigation data for informational purposes only and is not responsible for contractor interpretations; contractors must independently verify weather conditions, transportation facility access, and may obtain historical data from the National Climatic Center in Asheville, North Carolina. The Availability and Use of Utility Services clause (Amendment 0006) establishes that the Government provides utilities from existing outlets at prevailing rates or Government-determined reasonable rates, with contractors responsible for installing temporary connections, distribution lines, and meters at their expense and removing them before final acceptance. The Contract Drawings and Specifications clause (August 2000) requires the Government to provide one set of drawings and specifications without charge in electronic or paper format; contractors must immediately verify all drawings, compare figures, notify the Contracting Officer of discrepancies, and are responsible for errors preventable through compliance with verification procedures. Large-scale drawings govern small-scale drawings, marked figures take precedence over scale measurements, and omissions or misdescriptions that are manifestly necessary or customarily performed do not relieve the contractor from performing such work as if fully described in the contract documents.
