Section L - Instructions, Conditions and Notices to Bidders
INSTRUCTIONS TO PROPOSERS
INSTRUCTIONS TO PROPOSERS
PROPOSAL SUBMISSION REQUIREMENTS, SELECTION PROCEDURES, BASIS OF
AWARD
SUBMISSION REQUIREMENTS:
1. REQUIREMENT FOR SEPARATE PRICE AND TECHNICAL PROPOSAL
a. Each Offeror must submit both a Price Proposal and a Technical Proposal. The Price Proposal and the Technical Proposal must be submitted as separate (i.e., physically distinct) volumes. Both the Price Proposal and the Technical Proposal must be received by the closing date and time set for receipt of proposals.
b. The Price Proposal (Volume 1) must include the signed Acknowledgement Sheet(standard form SF-30, block #14), including acknowledgement of all amendments; the completed Pricing Schedule; the Offeror’s official online SAM Representations and Certifications; and any other requirements described in paragraph 3 below.
c. The Technical Proposal (Volume 2) consists of all information and material submitted or provided for evaluation in response to the technical (non-cost) evaluation factors and any significant sub factors specified in both this Section and Section M: Supplementary Instructions to Proposers. The purpose of the technical evaluation is to assess the quality of each offer (i.e., the quality of the proposed product or service), to determine the capability of each Offeror, and to determine the ability of each Offeror to perform the perspective contract successfully.
d. Offerors submitting proposals for this project should limit submission to data essential for evaluation of proposals so that a minimum of time and monies will have been expended in preparing the information required herein. However, in order to be effectively and equitably evaluated, the proposals must include information sufficiently detailed to clearly describe the Offeror’s responses to the solicitation factors which may or may not require such details on experience, technical approach and management capabilities to successfully complete the project. Proposals should follow the order sequence set forth in the RFP.
Information provided out of sequence will not be evaluated and may result in the Offeror’s disqualification from award.
2. GENERAL INSTRUCTIONS
a. Written proposal materials shall be submitted in standard three ring loose-leaf binders AND on a CD-ROM using a searchable “.pdf” format. Proposals shall be tabbed and labeled in a manner to afford easy identification from a Table of Contents. Font size shall not be less than 10 point. Each page shall be identified with the appropriate page number centered at the bottom of the page. Sheet size of the proposal contents shall be 8-1/2 inches x 11 inches, this sheet size requirement does not apply to the requested Organizational Chart and may be on 11 inches x 17 inches sheets. Offerors that do not meet these requirements may be subject to rejection.
b. Proposal revisions shall be submitted as page replacements with revised text readily identifiable, e.g., bold face print or underlining. The source of the revision, e.g., Error, Omission, or Clarification, or amendment shall also be annotated for each revision. Proposal replacement pages shall be numbered, shall be clearly marked “REVISED” shall show the date of the revision, shall be submitted in appropriate number of copies e.g., if two (2) copies of the original page were required, then two (2) copies of the revised page will also be required, and shall be a different color than the original page they are to replace.
c. Please ensure that the outside of each separate volume is clearly marked to indicate its contents and the identity of the Offeror. Additionally, the original cost/price proposal and original technical proposal should be clearly indicated on the outside cover.
d. “Confidential” projects cannot be submitted to demonstrate capability unless all of the information required for evaluation purposes as specified herein can nonetheless be provided to the Government as part of the Offeror’s technical proposal. Offerors that include in their proposals information that they do not want to disclose to the public for any purpose, or used by the Government except for evaluation purposes, must be clearly marked in accordance with the instructions at FAR 52.215-1, “Instructions to Offeror-Competitive Acquisition,” paragraph (3), “Restrictions on disclosure and use of data.”
