About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Battery Energy Storage System (BESS) project in Italy. The solicitation (W912PF25QA0920) is for a single Firm-Fixed-Price contract using simplified procedures for commercial products and services. The government will conduct a best-value tradeoff evaluation based on four factors in descending order of importance: (1) Technical Approach, (2) Corporate Experience and Past Performance (equal importance), and (3) Price.

Key evaluation criteria include assessing the BESS system design (250kVA/500kWh), project execution plan, corporate experience with similar microgrid integration projects in Italy, and past performance. The contract involves installing a Battery Energy Storage System with specific technical requirements, navigating Italian regulatory processes, and minimizing disruption to base operations. The amendment adds a new 23-page Record of Environmental Consideration document and updates various attachments, with an effective date of 15 September 2025. The government intends to award without discussions but reserves the right to conduct them if in the best interest of the government.

Addendum to Evaluation - Commercial Product and Commercial Services

Miscellaneous text in this section has been modified to:

ADDENDUM TO FAR 52.212-2 - EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL

SERVICES

(a) General Information

The Government intends to award a single Firm-Fixed-Price contract under FAR 13.5 - Simplified Procedures for Certain Commercial Products and Commercial Services to the offeror responsible, whose proposal provides the best value to the Government. The Government will conduct a best-value tradeoff, considering the evaluation factors described herein. Proposals will be evaluated based solely on the information provided in the offeror's proposal volumes. The Government intends to award without discussions but reserves the right to do so if it is in the Government's best interest.

(b) Basis for Award and Relative Importance of Factors

The award decision will be based on an integrated assessment of the following four (4) evaluation factors. The relative order of importance for the factors is as follows:

Factor 1: Technical Approach

Factor 2: Corporate Experience & Factor 3: Past Performance

Factor 4: Price

Factor 1, Technical Approach, is the most important factor. Factor 2, Corporate Experience, and Factor 3, Past Performance, are of equal importance to each other. Both Factor 2 and Factor 3 are of equal importance, and individually are less important than Factor 1, but are more important than Factor 4, Price. All non-price factors (Factors 2, 3, and 4)(Factors 1, 2, and 3), when combined, are significantly more important than Price.

Factor 1, Technical Approach, is the most important evaluation factor. Factor 2, Corporate Experience, and Factor 3, Past Performance, are of equal importance to each other. Individually, Factor 2 and Factor 3 are less important than Factor 1 but are more important than Factor 4, Price.

(a) Basis for Award

The Government intends to award a single Firm-Fixed-Price contract resulting from this solicitation to the responsible offeror whose proposal represents the best value to the Government. This determination will be made in accordance with the policies and procedures of FAR 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. The Government will conduct a best-value tradeoff, considering the evaluation factors described below. The Government intends to award without discussions but reserves the right to do so if it is in the Government's best interest.

(b) Relative Importance of Factors

Factor 1, Technical Approach, is the most important evaluation factor. Factor 2, Corporate Experience, and Factor 3, Past Performance, are of equal importance to each other. Individually, Factor 2 and Factor 3 are less important than Factor 1 but are more important than Factor 4, Price.

Evaluation factors are listed below in descending order of importance:

Factor 1: Technical Approach. The Government will evaluate the information submitted in Volume II to assess the soundness of the proposed BESS design and the feasibility and risk of the proposed Project Execution Plan.

The evaluation will consider:

The degree to which the proposed BESS system meets or exceeds the technical specifications of the Statement of Work (SOW), including considerations for system efficiency, warranty, and long-term maintenance.

The clarity, logic, and effectiveness of the Project Execution Plan, with special emphasis on the offeror's demonstrated understanding of and methodology for navigating Italian regulatory and permitting requirements and minimizing disruption to base operations.

Factor 1: Technical Approach. The Government will evaluate the offeror's Volume II submission to assess the soundness of the proposed technical solution and the degree to which the proposal demonstrates a comprehensive understanding of the requirements. The evaluation will be based on the following:

a: BESS System and Design: The Government will evaluate the degree to which the proposed BESS system, as detailed in the narrative and supporting documentation, meets or exceeds the technical specifications of the SOW.

This includes an assessment of the system's components, efficiency, warranty, and long-term maintenance provisions.

b: Project Execution Plan: The Government will evaluate the clarity, logic, and feasibility of the offeror's methodology for executing the project. The assessment will focus on the offeror's approach to minimizing disruption to base operations and the credibility of its plan to navigate the specific Italian regulatory and permitting requirements identified in the SOW.

Factor 2: Corporate Experience. The G overnment will evaluate the information submitted in Volume III to assess the relevance of the offeror's experience. The evaluation will focus on the degree to which the offeror's prior work is similar in size, scope, and complexity to the requirements of the SOW. The assessment will consider the technical challenges described and the effectiveness of the solutions implemented as an indicator of the offeror's technical capability and understanding.

Factor 2: Corporate Experience. The Government will evaluate the offeror's Volume III submission to assess the relevance of its corporate experience. The evaluation will focus on the degree to which the offeror's prior projects are similar in size, scope (BESS 250kVA/500kWh), complexity (microgrid integration), and location (Italy) to the requirements of this solicitation. The assessment will consider the technical challenges described and the effectiveness of the solutions implemented as a key indicator of the offeror's technical and management capabilities.

Factor 3: Past Performance. The Government will evaluate the information submitted in Volume IV and other sources of information (e.g., CPARS, government databases, reference checks) to assess the quality of the offeror's performance record. The evaluation will use the definitions for Recency and Relevancy as stated in the solicitation instructions. This evaluation results in a performance confidence assessment, which determines the Government's level of confidence that the offeror will successfully perform the required effort. The evaluation will consider timeliness, cost control, quality of work, and overall customer satisfaction. An offeror with no relevant past performance record will not be evaluated favorably or unfavorably on this factor.

Factor 3: Past Performance. The Government will conduct a performance confidence assessment based on the offeror's Volume IV submission and other available sources (e.g., CPARS, reference checks). The evaluation will assess the Government's confidence in the offeror's ability to successfully perform the required effort based on its demonstrated record of timeliness, cost control, quality of work, and overall customer satisfaction on recent and relevant projects. Relevancy and recency will be determined as defined in the Addendum to 52.212-1. An offeror with no record of relevant past performance will not be evaluated favorably or unfavorably on this factor and will receive a "Neutral" rating.

Factor 4: Price. The Government will evaluate the offeror's proposed price as submitted in Volume V for reasonableness and completeness.

Factor 4: Price. The Government will evaluate the offeror's proposed price as submitted in Volume V for reasonableness, completeness, and balance in accordance with FAR 13.106-3.

(d) Award Methodology

The Government will conduct a comparative evaluation of proposals in accordance with the factors above. The evaluation will identify the specific strengths, weaknesses, and risks of each proposal to determine the most advantageous offer. The Contracting Officer (KO) may determine that a higher-rated, higher-priced proposal provides a better value to the Government than a lower-rated, lower-priced proposal if the KO reasonably determines that the technical superiority, more relevant experience, or lower performance risk of the higher-priced proposal warrants the additional cost. The Government will identify the Strengths, Weaknesses, and Risks in submitted proposals.

A Strength is an aspect of the proposal that exceeds a requirement and provides a benefit to the Government (e.g., proposing a BESS with a 15-year warranty when the standard is 10).

A Weakness is a flaw in the proposal that increases the risk of unsuccessful performance (e.g., a vague project execution plan).

A Risk is a potential for future unsuccessful performance (e.g., relying on a key subcontractor with no proven BESS experience).

(c) Award Methodology

The source selection methodology will be a best-value tradeoff. The Government's evaluation will identify the specific strengths, weaknesses, and risks in each proposal to determine the most advantageous offer. The Government may award to a higher-priced offeror if the Contracting Officer reasonably determines that the technical superiority, more relevant experience, or lower performance risk of the higher-priced proposal warrants the additional cost. The following definitions will be used:

Strength: An aspect of the proposal that exceeds a requirement and provides a benefit to the Government.

Weakness: A flaw in the proposal that increases the risk of unsuccessful performance.

Risk: A potential event or condition, identified in the proposal, which could jeopardize the successful performance of the contract.

(e) Responsibility Determination

Information submitted under Volume I (Mandatory Documentation Required) will not be evaluated as part of the best-value tradeoff. This information will be used solely by the Contracting Officer to make an independent determination of responsibility for the prospective awardee in accordance with Federal Acquisition Regulation (FAR) 9.104. Failure to submit all required documents in accordance with the solicitation requirements may result in the offer being determined ineligible for award.

(d) Responsibility Determination

Information submitted under Volume I will not be evaluated as part of the best-value tradeoff.
