About this file

This document is a federal contract amendment for a Battery Energy Storage System (BESS) project located in Longare, Italy. The solicitation (W912PF25QA092) seeks a contractor to install a BESS with a construction magnitude between $500,000 and $1,000,000. Key details include a proposal due date of 22 September 2025 at 11:00 AM, a contract completion timeline of 512 calendar days after award, and performance bond requirements for the construction portion.

The government will evaluate proposals based on four factors: Technical Approach, Corporate Experience, Past Performance, and Price. Offerors must submit a five-volume proposal package, with specific page limits for each volume. Mandatory requirements include SAM registration, CAGE/NCAGE codes, and for Italian companies, additional documentation such as Chamber of Commerce certificates and anti-mafia certifications. The project involves integrating a Battery Energy Storage System into an existing microgrid, with preference given to contractors demonstrating experience with similar systems in Italy and familiarity with local regulatory requirements.

Offerors are encouraged to notify their points of contact that they may be contacted by the Government. The Government is not limited to the references provided by the Offeror. The Government reserves the right to use any available source of past performance information, including but not limited to, the Contractor Performance Assessment Reporting System (CPARS), the Federal Awardee Performance and Integrity Information System (FAPIIS), the System for Award Management (SAM), any other relevant Federal Government database, open-source information (e.g., news articles, industry reports), and direct contact with individuals or organizations with knowledge of the Offeror's past performance. Offerors shall complete and submit pricing in the provided Standard Form 1449 (amount for each CLIN 1-5) and Attachment 4 - Bid Schedule.
