1.0 PROJECT DESCRIPTION
This project provides and installs Four (4) Battery Energy Storage Systems (BESS) with Uninterruptable Power Supply (UPS) function, with minimum rated power of 250 kVA/500 kWh of energy connected to the Micro Grid at Longare Base (Miotto), Vicenza. The BESS will be located within the perimeter of the base, which is located 5 km southwest of Vicenza and is mainly situated in a hilly position. Caserma Miotto is connected to the distribution utility's grid through a Point of Delivery (POD) with a 20 kV MV supply.
The installation's power grid is characterized by the main POD substation and four other transformer substations (20 kV/0.4 kV) connected in a loop and power generation systems (see annex) in the form of:
- Generators (2 x 400 kVA 400V) and other Standby Generators (580 kVA);
- Solar photovoltaic (220kW);
Each transformer substation provide Medium Voltage/Low Voltage (MV/LV) conversion through an appropriate transformer and LV distribution to the loads connected to it.
The new equipment shall ensure, for each of the individual LV networks pertaining to the transformer substations, to:
- To make electric loads immune from possible disturbances (micro-interruptions) on the MV grid;
- Increase system resilience in case of failure on the MV grid or resulting from blackout at the POD;
PART 3 STATEMENT OF WORK / PROJECT PROGRAM - Page 2
- Enable local LV integration of Distributed Energy Resources generation systems (DER) from renewable sources.
The batteries will be installed on specially constructed concrete pads on the indicated locations as per the basic design. Each pad will be built considering the size and weight of the equipment to be laid, also providing for the installation of metal fences and/or fire retaining walls when required by regulations. The project will also provide conduits for laying cables between the pads and substations. The Contractor shall be responsible for the work to be done for the demolition and dismantling of some artifacts at the installation sites.
Each BESS will be connected to the existing low voltage switchboard at each substation as per the basic design. In some substations, this switchboard does not contain space or spare parts and will need to be modified or replaced for interconnection with the BESS. The basic design provides for the addition/modification of switches on the existing switchboards and schematics of the switchboards to be replaced. The Contractor is responsible for supplying the new switchboards as per the design and for any modifications that may become necessary during the execution of the work. The laying of power conduits and auxiliary cables shall be carried out using the new conduits provided as designed.
Implementation in each substation of the power monitoring system through the DDC (Direct Digital Controller) system shall be done by also providing new equipment when necessary.
Any alarms , statuses and malfunctions of the Fire Suppression System of each BESS, shall be monitored through the existing Supervision system located at the Ederle Base.
The Longare base is already equipped with an MGC, which will require a fully compatible upgrade to the existing system to implement and optimize the new BESSs. All systems provided must be integrated into existing systems, not separate systems. Hardware and software must be certified to ensure they meet the DoD Cybersecurity.
The attachments contain the basic designs (specific to each substation), where the Contractor shall refer to for the shop drawing design. Included in the contract is the issuance of all certification documentation to be produced for the testing of the construction works and technical facilities under all applicable regulatory aspects and for the preparation of the various certifications and compliance. The Contractor shall be responsible for all steps necessary to obtain all opinions and permits preparatory to the approval of the shop drawings and shall be responsible for any changes to the project to comply with the opinions and requirements of the authorities and the Government.
The Contractor shall provide legal warranty of the installed equipment.
The Contractor shall bear the costs of transportation, installation and commissioning of all supplies, equipment and materials, considering the topography of site.
Within this project, the Contractor will need to consider that the base is located within a constrained area, subject to many different constraints which are:
• Landscape constraint ("Vincolo Paesaggistico ai sensi del D.Lgs. 42/2004, Territori coperti da foreste e boschi (art.142 lett.g);
PART 3 STATEMENT OF WORK / PROJECT PROGRAM - Page 3

2.4 SUSTAINABLE DESIGN
2.5 CYBERSECURITY
All Facility Related Control Systems (FRCS) that comprise a “system”, an IT network that leaves a facility, is connected to other buildings, servers, workstations, or the internet through switches, fiber optics, copper, or wireless is considered an IT System and FRCS.
The current systems include; Fire Alarm Reporting System (FARS), Utility Monitoring and Control System (UMCS), Electrical Distribution System (EDS), and Access Control Systems (PACS, keycards), plus security systems such as Electronic Surveillance System (ESS), Closed Circuit Television (CCTV) and Intrusion Detection System (IDS).
All stations within USAG Italy are required to obtain, and currently have an Authority to Operate (ATO) under DOD Risk Management Framework (RMF) for all Facility Related Control Systems (FRCS). To maintain compliance with the ATO, all FRCS modifications, changes, or additions that occur during a building renovation, equipment replacement, or expansion of the system during installation of new equipment must follow the following process.
No FRCS changes are authorized without working through the System Owner, this includes installation and demolition. UMCS system connections already exist in the building mechanical room. No equipment not already included in the ATO, Network Diagram, and Hardware/Software (HW/SW) list is authorized without specific prior approval. All IT equipment must be specifically approved in writing in advance. IT equipment is anything that has an IP address, meaning it is connected to a switch or a controller through a fiber or Cat 6 (RJ 45) copper cable. Any item with an IP address is a Level 1 device and will be listed in the RMF documentation, including the network diagram and hardware/software list.
PART 3 STATEMENT OF WORK / PROJECT PROGRAM - Page 17
The system owners are DPW and DES for the Garrison. There is a full CCB process that will review and approve changes to the configuration. The Contractor shall submit their design and approach for approval both of the design and the changes to the FRCS. IT equipment must be procured through a process as well, including purchased by the Government through Army CHESS, or through a waiver approval process ITAS (Acquisition Supply) waiver. Additionally, any IT device connected to the FRCS will require technical compatibility approval through an ITTV (Technical Validation) if the item is not already present in the FRCS.
Due to the process noted above, the Contactor shall plan for purchase, waiver decisions and approvals at least 45 days prior to installation and system integration.
Items connected to the FRCS that are not IT equipment, such as a room or water temperature sensor, a smoke detector, or a motion detector, again, items without an IP address, are considered Level 0. These items are not required to be proprietary, nor included in the HW/SW list, and therefore not specific to the system ATO. The only requirement for Level 0 equipment is that it work properly with the specific IT equipment that is required by the system ATO.
Any building that is connected to the UMCS systems, which includes all of Del Din, most of Ederle, the Longare Miotto, non-Housing buildings at Villaggio, and much of Darby and Depot needs to have the UMCS connected equipment considered as part of any repair and replacement of equipment, thermostats, and input sensors. The ABB Electrical Distribution System, Notifire Fire Alarm Annunciator System, Personnel Access Control System (Del Din) are handled similarly.
Contactors shall coordinate with the systems owner, prior performing any repairs, installation or removal of equipment tied to the Siemens system / sensors. All new equipment to be installed and connected to the UMCS shall be submitted for Government approval prior to installation. Submittals shall include connection information and compatible sensors. Installation and integration of all new equipment shall be coordinated and scheduled in advance.
To comply with Cybersecurity and to maintain configuration control and standardization of the UMCS, only authorized persons are allowed access to the UMCS. No UMCS data or files will be shared with any vendors or Contractors. No vendor or Contractor will be allowed to program the UMCS without prior authorization from the UMCS Engineer, and only then in the presence and direct supervision of an authorized Siemens technician.
Unauthorized access is a Cybersecurity violation that may result in disciplinary action to the employee and a negative report against the vendor or Contractor.
Examples:
- Replacement of a hot water storage tank. Prior notification of the work. Siemens technician removes the tank temperature sensor. Contractor can then remove the tank and reinstall a new tank, being provided with the necessary location and type of sensor to be
PART 3 STATEMENT OF WORK / PROJECT PROGRAM - Page 18 connected. Contractor or Siemens connect the sensor and verify function in Desigo.
- Contractor renovates a few rooms of a building connected to the UMCS. Design and procurement of the thermostats, fan coils, and air handler must be coordinated in advance to ensure they will work properly, connecting to the building controller and programming in the Desigo must be done by persons authorized by the UMCS Engineer to operate on the UMCS and any software modification must be screened and approved by the S-6 system administrators.
The Contractor shall provide any concerns to the COR, through the formal RFI submittal process, preferably during the design phase, but not before procurement and installation of the work.
3.0 SITE ANALYSIS
3.1 EXISTING SITE CONDITIONS
The Miotto Base is located 5 km southwest of Vicenza and is predominantly situated in a hilly position is largely composed of limestone formation. The Contractor will be responsible for providing the services of a geotechnical to conduct any subsurface exploration, investigation, testing, and analysis that the Designer of Record deems necessary for the design and construction of the proposed facility and site improvements.
The geotechnical must be registered as a Professional (Geotechnical where required by law) and experienced with soil conditions in the region where the project site is located.
The geotechnical must prepare a report addressing any elements of the work requiring his services. The report must be submitted to the COR accompanied by a letter from the Designer of Record certifying that the Geotechnical has reviewed the construction documents and that the design reflects the recommendations of the geotechnical report.
