About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Battery Energy Storage System (BESS) project at Caserma Matteo Miotto in Longare, Italy. The U.S. Army intends to award a single Firm-Fixed-Price contract under simplified procedures, with proposals evaluated on four factors: Technical Approach (most important), Corporate Experience, Past Performance, and Price. Offerors must submit a five-volume proposal by email, including mandatory documentation, technical approach, corporate experience, past performance references, and pricing.

Key requirements include installing a BESS system of 250kVA/500kWh, demonstrating understanding of Italian regulatory requirements, and providing relevant project experience. The site visit is scheduled for 28 August 2025 at 0900, with questions due by 04 September 2025. Proposals must be in English, limited to specific page counts per volume, and will be evaluated for strengths, weaknesses, and risks. The government may award without discussions and will conduct a best-value tradeoff, potentially selecting a higher-priced proposal if it offers superior technical capabilities or lower performance risk.

Addendum to Evaluation - Commercial Product and Commercial Services

Miscellaneous text in this section has been modified to:

ADDENDUM TO FAR 52.212-2 - EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL

SERVICES

(a) General Information

The Government intends to award a single Firm-Fixed-Price contract under FAR 13.5 - Simplified Procedures for Certain Commercial Products and Commercial Services to the offeror responsible, whose proposal provides the best value to the Government. The Government will conduct a best-value tradeoff, considering the evaluation factors described herein. Proposals will be evaluated based solely on the information provided in the offeror's proposal volumes. The Government intends to award without discussions but reserves the right to do so if it is in the Government's best interest.

(b) Basis for Award and Relative Importance of Factors

The award decision will be based on an integrated assessment of the following four (4) evaluation factors. The relative order of importance for the factors is as follows:

Factor 1: Technical Approach

Factor 2: Corporate Experience & Factor 3: Past Performance

Factor 4: Price

Factor 1, Technical Approach, is the most important factor. Factor 2, Corporate Experience, and Factor 3, Past Performance, are of equal importance to each other. Both Factor 2 and Factor 3 are of equal importance, and individually are less important than Factor 1, but are more important than Factor 4, Price. All non-price factors

(Factors 2, 3, and 4) (Factors 1, 2, and 3), when combined, are significantly more important than Price.

(c) Evaluation Factors

Factor 1: Technical Approach. The Government will evaluate the information submitted in Volume II to assess the soundness of the proposed BESS design and the feasibility and risk of the proposed Project Execution Plan.

The evaluation will consider:

The degree to which the proposed BESS system meets or exceeds the technical specifications of the Statement of Work (SOW), including considerations for system efficiency, warranty, and long-term maintenance.

The clarity, logic, and effectiveness of the Project Execution Plan, with special emphasis on the offeror's demonstrated understanding of and methodology for navigating Italian regulatory and permitting requirements and minimizing disruption to base operations.

Factor 2: Corporate Experience. The Government will evaluate the information submitted in Volume III to assess the relevance of the offeror's experience. The evaluation will focus on the degree to which the offeror's prior work is similar in size, scope, and complexity to the requirements of the SOW. The assessment will consider the technical challenges described and the effectiveness of the solutions implemented as an indicator of the offeror's technical capability and understanding.

Factor 3: Past Performance. The Government will evaluate the information submitted in Volume IV and other sources of information (e.g., CPARS, government databases, reference checks) to assess the quality of the offeror's performance record. The evaluation will use the definitions for Recency and Relevancy as stated in the solicitation instructions. This evaluation results in a performance confidence assessment, which determines the Government's level of confidence that the offeror will successfully perform the required effort. The evaluation will consider timeliness, cost control, quality of work, and overall customer satisfaction. An offeror with no relevant past performance record will not be evaluated favorably or unfavorably on this factor.

Factor 4: Price. The Government will evaluate the offeror's proposed price as submitted in Volume V for reasonableness and completeness.

(d) Award Methodology

The Government will conduct a comparative evaluation of proposals in accordance with the factors above. The evaluation will identify the specific strengths, weaknesses, and risks of each proposal to determine the most advantageous offer. The Contracting Officer (KO) may determine that a higher-rated, higher-priced proposal provides a better value to the Government than a lower-rated, lower-priced proposal if the KO reasonably determines that the technical superiority, more relevant experience, or lower performance risk of the higher-priced proposal warrants the additional cost. The Government will identify the Strengths, Weaknesses, and Risks in submitted proposals.

A Strength is an aspect of the proposal that exceeds a requirement and provides a benefit to the Government (e.g., proposing a BESS with a 15-year warranty when the standard is 10).

A Weakness is a flaw in the proposal that increases the risk of unsuccessful performance (e.g., a vague project execution plan).

A Risk is a potential for future unsuccessful performance (e.g., relying on a key subcontractor with no proven BESS experience).

(e) Responsibility Determination

Information submitted under Volume I (Mandatory Documentation Required) will not be evaluated as part of the best-value tradeoff. This information will be used solely by the Contracting Officer to make an independent determination of responsibility for the prospective awardee in accordance with Federal Acquisition Regulation (FAR) 9.104. Failure to submit all required documents in accordance with the solicitation requirements may result in the offer being determined ineligible for award.
