About this file

This Pre-Proposal Inquiries (PPI) Log is for a U.S. Army Corps of Engineers solicitation (W912PF25QA092) for Battery Energy Storage System (BESS) installation at Longare Base in Italy. The procurement is a design-build project for installing four BESS units across multiple electrical substations, with a total project duration of 512 calendar days (242 days for design and 270 days for construction). The solicitation is a best-value tradeoff procurement where non-price factors are significantly more important than price, with an estimated installation/construction budget between $500,000 and $1,000,000.

Key technical requirements include installing 250 kW BESS units with a minimum 90% round-trip efficiency, capable of black-start functionality, grid-forming operation, and providing ancillary services like frequency regulation and voltage control. The BESS must interface with an existing Microgrid Controller (MGC) using IEC 61850 protocol and support both individual and coordinated parallel operation. Offerors must provide SOA certification (Italian construction qualification) through either direct certification or a qualified subcontractor, and submissions are due by 22 September 2025. The project involves upgrading electrical infrastructure at multiple substations, with specific cybersecurity requirements and a focus on resilience and smart energy management.

PRE-PROPOSAL INQUIRIES (PPI)

LOG

Doc. Page Sec.

1 28-Aug-25

Comment:

Volume 1 (Mandatory Documentation Required With the Proposal) of Solicitation W912PF25QA092 provides as follows:

“e. The Offeror shall provide proof that the contractor/company holds a valid Società Organismo di Attestazione (SOA) Attestation demonstrating qualification in a category and classification appropriate for the scope of this project. The relevant category SOA Certification is Classifica IV-BIS in category OG10.”

It is our understanding that:

1. SOA certification is a requirement under Italian public procurement law (previously Legislative Decree No. 50/2016, the Codice degli Appalti, and more recently Legislative Decree No. 36/2023, the Codice dei Contratti Pubblici), for contractors participating in Italian public works procurements exceeding €150,000;

2.SOA certification is administered through accredited Italian attestation bodies; and
3.to our knowledge, it would not ordinarily apply to foreign government projects such as

those procured by the United States Government under the U.S. Federal Acquisition Regulation (FAR).

We note that Solicitation W912PF25QA092 relates to a U.S. Army Corps of Engineers (USACE) procurement conducted pursuant to the FAR in connection with a U.S. Government facility located in Italy.

Questions:

We respectfully request confirmation on the following points:

1. Whether SOA certification is in fact required from all Offerors (including U.S.-based entities); and

2. If so, whether the SOA certification must be held directly by the Offeror itself, or whether it may alternatively be satisfied through a related third party, such as: (i) an Italian affiliate within the Offeror’s corporate group; or (ii) an Italian subcontractor or joint venture partner of the Offeror.

We appreciate your prompt clarification to ensure compliance with the solicitation requirements.

1. Yes, the requirement for a valid SOA Attestation in the specified category and classification applies to the entity performing the construction work. For a U.S.-based prime contractor, this requirement must be met by the entity that will be performing the on-site construction and installation work (e.g., a qualified Italian subcontractor).

2. The SOA certification must be held by the legal entity performing the work that requires such certification under Italian law. The solicitation is hereby clarified: A prime contractor may meet this requirement through a key subcontractor who holds the required SOA. If this approach is used, a letter of commitment from the subcontractor must be included in Volume I.

2 27-Aug-25 Solicitation 30/48 VOL 1

SOA Requirement (Cat OG-10 Cl IV-BIS). Performed similar/equal project but we do not have the appropriate Category/Classification required in the Solicitation. Will our proposal be taken into consideration if we submit/provide a Partnering/Teaming Pre-Agreement with a suitable subktr?

Yes. See response to Q1. If an Offeror as a prime contractor does not hold the required SOA certification, its proposal will be considered compliant if it includes a firm letter of commitment from a key subcontractor that holds the required SOA certification (Classifica IV-BIS in categories OG9 or OG10). The letter of commitment must be included in Volume I and will not count against any page limits.

QA092

31 of 48 vol,4 past performance

We respectfully request clarification on whether past performance involving the installation of Uninterruptible Power Supply (UPS) systems (with same size and complexity of project requirement) may be deemed acceptable as relevant experience in lieu of Battery Energy Storage Systems (BESS) installations.

As stated in Volume IV, Relevancy Definition, the Government will consider projects "more relevant if they demonstrate experience with...

Installing and integrating Battery Energy Storage Systems (BESS)..."

While UPS and BESS systems share some technological principles, BESS integration into a microgrid is considered a distinct and more complex capability. Offerors may submit UPS projects for consideration, but the burden is on the Offeror to demonstrate the relevance to the SOW.

Projects involving BESS will be considered more relevant.

26 of 30 Provide Battery Energy Storage Systems

Scope of work specifies the use of lithium-ion batteries. We would like to inquire whether the Government would consider the use of sodium-nickel battery systems as an acceptable alternative, provided they meet or exceed the required performance, safety, and certification standards outlined in the solicitation.

Sodium-nickel batteries offer several advantages over lithium-ion technology, including:

Higher safety (no risk of thermal runaway or fire) Longer cycle life (up to 6,000 cycles) Wider operating temperature range (0°C to +300°C) Reduced environmental impact (no rare earth elements) Compliance with key standards, including UL 9540A, UL 1973, IEC 62984, and EN IEC 61000-6-2/6-4 We have attached a technical report comparing sodium-nickel and lithium-ion systems, including performance data, certifications, and operational considerations

Sodium-nickel battery systems is feasible if it meets the requirements of the SOW. See SOW Rev 1 Section D509090. Section has been revised to remove the lithium ion battery requirement.

Agencies for the contraints identified.

SOW 2.3 Design Submittals - The typical duration in the worst case scenario is 90 days. The contract grants 100 days. The Government cannot provide definitive or estimated approval timelines for third-party entities, including independent Italian government agencies. Accordingly, offerors are solely responsible for conducting their own due diligence and factoring realistic timelines for all necessary permits and approvals into their proposed project execution plan and schedule. The realism of the proposed schedule, including these third-party dependencies, will be a factor in the technical evaluation

Yes, the Government evaluates the experience of the proposed team as a whole. Relevant experience from a committed key subcontractor will be considered as part of the Corporate Experience evaluation, provided the following conditions are met:

The subcontractor is proposed to perform a significant or critical aspect of the work.

A letter of commitment from the subcontractor is included in the proposal.

The experience cited is directly relevant to the scope of work the subcontractor is proposed to perform.

The final evaluation rating will be based on the overall relevance and quality of the combined experience of the prime contractor and its key

50 4-Sep-25 Att 1 SoW, Part 3 2

In the SoW on Part 3 Para 1.0 Project Description is mentioned that Longare Base is already equipped with an MGC, which will require a fully compatible upgrade to the existing system to implement and optimize the new BESSs. Offeror request to know the brand of the System present on the site, receiving the topological and wiring diagrams and the narrative/sequence of operations as well

Longare MGC is not yet operational. The MGC has the preliminary configuration in non-redundant platform and it is based on an ABB Optimax temporary license, containing optimization capabilities, but it shall be specialized and configured in redundant platform for Longare Microgrid. Wiring and topological diagrams will be sent in a new Zip folder named Attachement 01.The narrative of the description/sequence of operations is already described in SOW D503006 (page 24); it needs to be developed to adapt it to the configuration of the new Micro Grid with the requied permanent license.

51 4-Sep-25 General, Time extension

Contractor request for a 2- week time extension to allow adequate time to review solicitation package and obtain offers from subcontractors due to delayed receipt of drawings and other missing information in the documents. We require all technical question to be answered by the Government in order to engage with our engineering team and develop the technical narrative.

RFQ has been extended to 22 SEPT 2025

52 4-Sep-25 Design 24, 38, 42, and

Looking the conceptual design drawings received with the Amendment1 we note that in the event of a power failure of the commercial line, the BESS will have to directly power the critical loads without load interruption and will have to counter-power the microgrid. In this regard, we need to know what is the acceptable power failure time frame of the no-critical loads in counter-powering the microgrid.

In the event of a power interuption from the utility's network, the BESS will have to instantaneuosly support all loads connected to the substations. Moreover, after approximately 30 seconds, both (400kVA each) generators located in Bldg 40 will start automatcally and the BESS/generators will share the installtions load. Upon the generators picking up the entire installation load, the BESS will transiotion to idle mode.

53 4-Sep-25 Solicitation 23 of 48 52.211-10

The solicitation provides a 332 calendar date while Attachment 1, SOW para. 2.3 identifies a total design time of 242 calendar days. While we understand the design schedule may be accelerated if approved by the COR, this would leave an Offeror 90 days to perform construction, install, and connect the BESS systems. Based on our exerience, procurement/delivery of the BESS system alone takes upwards of 8 months. A realistic period of performance for a project of this size and scope should reflect 664 calendar days to ensure design, procurement, delivery, installation, connection, and testing are performed efficiently.

Request the Government change the 332 calendar date to 664 calendar days

The Government finds acceptable a a 6-month extension for the construction period (not design). Therefore the total of days for this project will be 242 calendar days for design (no change) and 270 (vs 90 days) days for construction (construction time is not referenced in the SOW), for a total of 512 calendar days.
