About this file

This is a DoD Checklist for Reviewing Subcontracting Plans (September 2019, Version 5), designed as a compliance verification tool rather than a solicitation document. It provides a standardized 44-item checklist that contracting officers use to evaluate whether offerors' subcontracting plans comply with Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) requirements. The checklist applies to individual subcontracting plans and commercial subcontracting plans, with certain items marked as "Not Applicable" (NA) for master plans or specific plan types.

The checklist verifies essential plan elements including: establishment of subcontracting goals in dollars and percentages across seven small business categories (small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business); identification of principal types of supplies and services to be subcontracted; appointment of a subcontracting program administrator; methods for identifying potential sources; procedures for ensuring equitable opportunity for small businesses to compete; indirect cost allocation methodology; and record-keeping requirements. Additional items address reporting obligations through the Electronic Subcontracting Reporting System (eSRS) or SF 294 forms, assurances regarding subcontractor payment timeliness, compliance monitoring, outreach efforts to trade associations and business development organizations, and good faith efforts to utilize small businesses identified in bid or proposal preparation. The checklist distinguishes between requirements for individual plans, commercial plans, and master plans, enabling reviewers to assess compliance with applicable regulatory provisions systematically.
