About this file
This is a template document for the Small Business Participation Commitment Document, which is required as part of federal contract solicitations to evaluate small business involvement in acquisition performance.
All offerors, regardless of size, must complete this document to propose their level of small business participation, whether as a prime contractor or subcontractor. Section (a) requires offerors to identify their prime contractor status, selecting either Large Prime, HBCU/Minority Institution, or one of the small business categories (SDB, WOSB, HUB Zone, VOSB, or SDVOSB). Section (b) requires submission of combined percentages of work to be performed by large and small businesses, with percentages totaling 100%. Section (c) requires breakdown of small business participation by specific subcategory, with the notation that businesses qualifying in multiple categories may be counted in each applicable category. Section (d) requires listing of principal supplies or services to be performed by small businesses, organized by business type. Section (e) requires description of the extent of commitment to use small businesses, including details on whether commitments are written or verbal, enforceable or non-enforceable, and whether they involve joint ventures or mentor-protégé arrangements. The document notes that other than U.S. small business offerors must separately submit a Small Business Subcontracting Plan meeting FAR 52.219-9 and DFARS requirements, which must be consistent with commitments offered in this document.

A copy of the format can be provided in your instructions to offerors or as an attachment to the solicitation.
