Questions and Answers v6
Q1. Multiple contractors have submitted questions and expressed concerns regarding how to obtain access to the controlled documents on SAM.gov.
A1. Contractors should get instructions for accessing the documents once they have requested it through SAM. This includes submitting a DD2345 to DLA to get into the Joint Certification Program (JCP). See the DLA's website at https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/ where there are additional instructions.
Due to time constraints, the bid opening cannot be delayed. In order to ensure Contractors have plans and specifications in time to submit a bid, a new Attachment 5 with instructions to request plans and specifications has been uploaded to the Contract Opportunities posting on SAM.gov.

Q30. There is no condensate piping shown for the HP’s or ERV’s will these require condensate piping?
A30. Yes- all Hp’s and ERV’s require condensate piping. Condensate piping is shown for all HP’s and ductless splits outside the mezzanine. Floor drains and hub drains are provided at convenient locations on the mezzanine for condensate disposal from all HP’s and ERV’s.
Q31. Detail 4/S0.3 calls out PNA Square Dowel ¾” x 14” to dowel the new concrete slabs to the existing concrete slabs. PNA no longer makes that size dowel. They do have ¾” x 10” which they recommend for slabs that are 5-6”. Please clarify what size dowel to use.
A31. ¾”x10” square slip dowels at 14” O.C. are acceptable. ¾”x12” round slip dowels at 12” O.C. or ¼”x4 ½”x4 ½” diamond dowels at 18” O.C. are also acceptable substitutes.
Q32. Approximately how deep for new manhole? Sewer depth?
A32. The calculated depth for the new manhole base on the best available information is between 8.85 and 9.35 feet. The sewer depth calculation is elevation 1082.15. The rim elevation will depend on whether it ends up in the sidewalk or street.
Q33. Is there a soil analysis or options for poor soil conditions?
A33. A geotechnical soils exploration reports was not performed. Soils for footing & foundation elements shall be tested as called for on Sheet S0.1 – Foundations – Spread Footings Note #1. If unacceptable soil conditions are discovered, Contracting Officer will negotiate adjustment costs as required.
Questions Q34 through Q40 are related to the bat canopies.
Q34. Detail 5/A4.3 – the parts are 2 big to come from one sheet. Can you provide splicing details? There is not enough information to price the bat canopies.
A34. The pieces may be split into smaller sections and spliced together. The seams should run parallel to the direction of the slots shown in each piece. Seams shall be continuously welded and ground smooth.
All splices are to be indicated on shop drawings during submittal review. See additional details provided in Addendum #004 – Drawing ADD04-2.
Q35. Most available heavy aluminum plate we have sourced doesn’t come larger than 60 x 144…… not a single profile fits on a sheet… do they want us to split them and seam weld all the pieces back together?
A35. See Answer A34.
Q36. What are needed for the threaded rod connections? We are not engineers and don’t have the ability to say that this connection with this large of a weld is good for x amount of LBS etc…
A36. The intent is for the connection between the rods and the canopy pieces and the rods and the surrounding frame to be a system of eye bolts and tie rod assemblies. There are a variety of different eyebolt design and connection types (welded, threaded, through bolt, etc.) that could be utilized and are available at the contractor’s preference as long as the specified loading requirements for each connection are met. The tie rod assemblies are intended to be fixed length rods with a clevis at both ends that then connect to the eye bolts. The contractor will be required to provide the proposed hardware and supporting information as part of the submittal approval process.
Q37. Why is the neck sleeve steel and the rest stainless?
A37. At details 12+13/S2.3; ¼” plate sleeve to be changed to “stainless steel”. Details 1, 3 & 13 on Sheet S2.3; all threaded rods to be stainless steel.
Q38. On the tail stiffener sleeve… it says 4 sides to match? There are only 2 sides? Are you trying to show 2 sandwich plates? Or are they capped on the sides making a sleeve? Same for the wing tips?
A38. The intent is that these are sleeves that are capped on the edges, not 2 sandwich plates.
Q39. What grade of ¾ aluminum?
A39. See Specification Section 05 70 00 - Decorative Metal Plate aluminum and stainless-steel grades/alloys and finishes for “fly artwork canopy at south entry and north entry canopy supports and fascia material. See Addendum #004 for Alloy change made.
Q40. Nowhere does it show what angle all the stiffener plates need to be or any dimensions for them?
A40. The stiffener plates are intended to be wide enough to extend 3” minimum past each side of the plate joint locations and run entire length of joints unless noted otherwise. Details clarifying the angles of each plate section are provided in Addendum #004.
Q41. Other than what is noted on sheet A4.1, the extent of the brick masonry repairs won’t be established until the preinstallation conference per the spec referenced below. Will there be a cost change to the contract once the scope is established?
