Solicitation Number: W912LP-21-B-0001 Project Number: VSSB192001

Project Title: Renovate Squad Ops Bldg. 254

Questions and Answers v5

Q1. Multiple contractors have submitted questions and expressed concerns regarding how to obtain access to the controlled documents on SAM.gov.

A1. Contractors should get instructions for accessing the documents once they have requested it through SAM. This includes submitting a DD2345 to DLA to get into the Joint Certification Program (JCP). See the DLA's website at https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/ where there are additional instructions.

Due to time constraints, the bid opening cannot be delayed. In order to ensure Contractors have plans and specifications in time to submit a bid, a new Attachment 5 with instructions to request plans and specifications has been uploaded to the Contract Opportunities posting on SAM.gov.

[End of Questions and Answers as of 7/9/2021 12:00 PM]

The following questions were asked at the Pre-bid Conference on 7/15/2021.

Q2. Can 8” hollow core precast be used in lieu of 6”?

A2. No, due to limited head room above the precast, limited plenum space below, and minimum space at the access stair.

Q3. How long is the 1st phase of construction (Trailer set-up & moving building occupants)?

A3. We estimated the first phase at 42 days. The government users will move promptly after trailer set-up is complete.

Q4. Sheet A4.1; Keynote 041200.04- What is the expectation for filling holes left after conduit removal?

Replace brick or just mortar/ sealant?

A4. Minimal repair/ filling is expected. If hole is larger than 1/3 brick dimension, coordinate with Architect by submitting an RFI through the Contracting Officer.

Q5. Who is responsible for moving pictures and other items on walls?

A5. Government users will remove pictures and other item from their existing locations.

Q6. Are there fire suppression plans/as-builts for existing?

A6. Limited As-Built drawings are available. See Attachment 8, Building 254 Auto Sprinkler Layout

Q7. Are there existing boilers?

Q8. What height is tower coming down to?

A8. Flush with existing adjoining roof.

Q9. In the JCP Application who can access documents?

[End of Questions asked at Pre-bid Conference on 7/15/2021]

Q13. It appears that the casework fabricator is also to be the installer. Would you be opposed to the fabricator working with a trusted 3rd party installer contracted by the fabricator? (06 40 23, Page 2, 1.5 A) Also, would 5/8” hardwood ply drawer boxes, or 5/8” solid hardwood drawer boxes using dovetailed construction (06 40 23, Page 9, 2.6 C 2&3) with Blum undermount glides of the same rating be acceptable drawer construction and hardware? (06 40 23, Page 6, 2.2 G)

A13. No, adhere to the specification requirements. The fabricator should be the installer and the drawer box materials and construction should be per spec.

Q14. What Roofing Contractor installed the current roof that is under warranty?

A14. Pyramid Roofing of Omaha, NE installed a Firestone Roof.

Q15. Low VOC's in HM doors & frames- required?

A16. Yes

Q17. Seamless interior and exterior HM doors - required?

A17. Yes

Q18. Are there any blast rated doors?

Q19. Should the qualified fire protection engineer be contracted directly by the Prime Contractor rather than by any sub-contractor engaged to install the fire protection systems?

A19: Per the Unified Facility Criteria (UFC), the General Contractor can hire a QFPE to serve for the entire construction or they can have both the fire alarm contractor and the fire sprinkler contractor each hire their own to provide the services noted in the respective spec sections.

Q20. Is Farris Engineering contracted by Guard to perform the Services covered under the QFPE requirements including:

• Construction oversight of the fire suppression system(s)

• Construction oversight of the fire alarm and detection system

• Construction oversight of the mass notification system

• Construction oversight of the passive fire protection systems (fire resistive construction, smoke resistive construction, fireproofing, and firestopping)

• Perform site observations during construction

• Make trips to witness acceptance testing of all fire protection systems (note that this normally includes both preliminary and final testing)

• Review the Operation and Maintenance (O&M) Manuals for all fire protection systems

• Verify accuracy of the as-built/record drawings for all fire protection systems

A20. FEH DESIGN and/or Farris Engineering are not contracted to provide QFPE requirements.

FEH/Farris is contracted by the Government to perform only periodic construction observation services, review of O&M manuals, review test reports and review record drawings. Construction oversight, record drawing field verification and witness of tests is by the Contractor.

A21. Communications cabling is not included in this solicitation and will be provided by others.

Q22. Plan sheet A1.2, at exterior doors D195.1, D196.1 and D199.2, and D203.2 it appears there may be a corner guard at the jambs, but nothing is called out. Can you please clarify? For example:

A25. The circles are “cleanouts” as noted on sheet P1.1, note #1.

Q26. Is this a LEED certified project, and if so, what level?

A26. No, the Project is not to be “LEED” certified. However, the project requirement is to abide by the GBCI Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings. The Guiding Principles substantially align with LEED credits, but the process is different. This project will not attain LEED certification, but many of the documentation requirements listed in the project documents match those that would be required in a project seeking LEED certification.

Q27. 1. Sheet A3.2 has a Door type G4 and Frame Elevations HM-3 and HM-33, but there are not any of these doors or frame types on the Door Schedule on sheet A3.1. Please clarify.

A28. No – Contractor shall remove abandoned existing under floor waste piping and storm sewer piping.

Q29. Is there any hydronic chilled or heating piping outside of the mechanical room? The only piping shown on plan page MD1.1 is in the mechanical room.
