About this file
This document includes a justification and approval for other than full and open competition for a federal construction contract opportunity. The contract will award a single firm fixed-price contract for services to renovate Building 254 at the 185th Air Refueling Wing in Sioux City, Iowa for approximately $5 million to $10 million. Renovations include office, classroom, restroom and storage spaces; upgrading secure areas; and replacing HVAC, electrical, communication and security systems. The project will also repair spaces for the Global Aircrew Strategic Network Terminal and install rooftop structures and exterior pads to support its operations. The contract duration is 365 days with award planned for 2021. Corbin Russwin locks and keying systems are specified due to compatibility with the installation's existing proprietary system. The construction portion will be full and openly competed as a small business set-aside, while the Corbin Russwin components represent less than 1% of costs and require a brand name justification.

FAR Part 6 Justification and Approval for Other than
Full and Open Competition
1. Contracting Activity: W912LP, USPFO-IA
2. Description of Action: 185 CES requests a brand name purchase of Corbin Russwin locks and keying systems as part of the construction project to renovate Squad Ops, Bldg. 254 for Global ASNT. The locks are a small part of the overall construction project, representing less than 1% of the estimated total contract price. The Government projects award for 2021 and fiscal year 2021, SRM funds will be used.
3. Description of Supplies/Services: Corbin Russwin locksets and factory registered keying system to be provided and installed as part of construction project VSSB192001, Renovate Squad Ops Building 254 for Global ASNT.
4. Authority Cited:
10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, and brand name descriptions.
5. Reason for Authority Cited:
The Sioux City Air National Guard base currently uses a Corbin Russwin factory registered keying system for all locksets across the installation. This system is a hierarchy key system allowing selected access to a variety of level of users, from “all access” Great Grandmaster Keys down to single areas within a building user keys. This system is proprietary to Corbin Russwin. Other keying systems are not compatible with this system and would require the implementation of a completely separate keying system to be put into place on the installation, and is not feasible in terms of manpower or cost. The Corbin Russwin locks and keying systems are essential to the Government’s requirement, thereby precluding consideration of a product manufactured by another company.
6. Efforts to Obtain Competition: The Contracting Officer will publish the notices required by FAR 5.201 and any bids or proposals received will be considered.
a. Effective Competition: Effective competition will be achieved be posting an Invitation for Bids (IFB) for the construction project to Contract Opportunities on www.beta.sam.gov.
7. Actions to Increase Competition: See paragraph 6.
